Italy, first in Europe, introduced mandatory validation in building public works: the first years experienced some issues leading to a general updating of the national legislation, differentiating the project verification from the project validation. The former is a formal stage of the construction process committed to the Public Authority (through the Overall Procedure manager), the latter can usefully be performed by an external authority and involves systematic project examination and contractual documentation monitoring. The research critically approaches the modifications in the last decades on public work legislation, from the aged Merloni Act to the current Presidential Decree no. 207/2010. The paper focuses on the improvements on public building in design stage because of the mandatory validation. It also describes how some weak points have been solved and those that are still present in the Italian legislation. Particular attention is given to construction works below a certain threshold of amount.

In this paper the issues associated with correct design of hall buildings has been presented. Large span roof structures require a particularly careful approach to design issues. In this paper examples of two building hall were presented. In the first example, the construction disaster occurred, while in the second of presented buildings due to the changes introduced while construction has been protected against such disaster. The first of the analyzed cause concerns storage hall, whose roof structure has been destroyed due to heavy rainfall. The main cause of this disaster was the malfunction of vacuum roof drainage system compounded by a number of design errors. Mentioned errors were not eliminated, during construction, despite the additional investor supervision, which was independent of parties involved in a construction process. The second case concerns the structure of a sports hall, which was built next to the existing school. Under construction of the hall building, the contractor and the supervision inspector, in conjunction with the designer, introduced a number of modifications of the structure to prevent the disaster. These modifications were a direct result of errors at the design stage, which were eliminated under the construction works. Based on analyzed cases, the scope of diagnostics, which should be performed during the operation of hall buildings with large roof areas, was determined.

The paper quantifies the relative manpower costs of the public building programs of the Julio-Claudian emperors of Rome from 29 b.c. to a.d. 68. We used both literary and archaeological sources for obtaining our data. Upon charting the data we discovered that the manpower needs show two peaks, one between 12 b.c. and 3 b.c., the other from a.d. 38–51.

This study examines the publicness level of the interior spaces of public buildings. As a method, VGA (visual graph analysis) is used for analyzing the early design phases of selected municipal service buildings. In this study, the authors utilized from VGA for quantifying the publicness level of the two selected architectural competitions of municipality buildings. The method allows us analyzing the floor plans of each project in obtaining an eventual assessment of permeability and accessibility which give an idea of the levels of publicness comparatively. Subsequently, representation parameters are compared under two main criteria: connectivity and integration. The aim of the study is to understand the level of publicness and efficiency of spatial settings for the users circulating in the public buildings, which have dissimilar plan schemes. This method would be used by the designers for early design stage and provide useful feedback for understanding the level of accessibility and permeability of the structures and adjust their schemes accordingly.

The Public Work Department had a very important role in the urbanization process in the state of Perak. It was founded in 1872 and the new organization was introduced. The role and involvement of British officers were becoming wider to meet the need in administrative and professional fields such as engineering and architecture. The research was carried out by using qualitative methods of collecting the data and information on the role of the Public Work Department in the networking system development in the state of Perak. The approaches of document analysis, such as the Federated Malay States Government Gazette, Federated Malay States Annual Report of Railways and Perak Secretariat, which obtained from the National Archived of Malaysia has been emphasized in collecting the data. The writing and research on Perak development also been referred to as strengthening the finding of the study. The finding shows that there were various plans and development, implementation was carried out after the establishment of the Public Work Department in Perak. The plan and implementation involve the matters relating to the construction, infrastructure facilities of railways connection and roads. Among them was the construction of the first railway link which connects Taiping and Port Weld. The construction of the railway network was increasing throughout the state until the 1930’s. Therefore, the Public Works Department has played a major role in ensuring that the implementation of the communication system is well structured and successful.

The most important measures stimulating the increase of efficiency and effectiveness of budget expenditures on road construction are the improvement of pricing mechanisms and increasing efficiency of the procedures of government purchases of goods, works and services. The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.

On the basis of The Deeds of Divine Augustus or Res Gestae Divi Augusti (RGDA), the author analyses the significance of the legacy of populares, one of the main political movements in the Late Republic, in the politics of Emperor Augustus. The main features of this political movement, in the opinion of modern researchers, were their demagogic political style, their assertion of the sovereignty of Roman people and their protection of economic interests of the lower classes. In the RGDA there is no mention of the odious political methods of the populares that entailed conflicts and unrest but the text significantly dwells on the tribunician power granted to Augustus. In the Late Republic the tribunician power served as the basis of the populares political method. The ideology reflected in the RGDA entrusts the Roman people with an important role in the public administration and describes the Roman people as a fullfledged partner of the Senate, however it lacks the populares contraposition of the Roman people to the Senate (or to the oligarchy controlling the Senate). The populares legacy is particularly apparent in the RGDA chapters describing Augustus expenses in favor of the Roman people such as the organisation of various social measures, shows and public building. Augustus inherited from the populares of the Late Republic the idea of Roman plebs as a source of political power and of satisfaction of its interest as a mechanism of maintaining political stability, but discarded those of populares slogans and methods that had a conflict potential.На материале Деяний Божественного Августа (Res Gestae Divi Augusti) рассматривается вопрос о том, какое место занимало в политике Августа наследие популяров одного из двух основных политических течений Поздней республики. В качестве характерных черт этого движения исследователи выделяют демагогический политический стиль приверженность идеологии народного суверенитета защиту экономических интересов неимущих слоёв. В RGDA не упоминаются одиозные политические методы популяров, которые влекли за собой конфликты и беспорядки, но важное место занимает предоставленная Августу трибунская власть, которая в Республике служила основой популярского Modus Operandi. Идеология, выраженная в RGDA, отводит римскому народу важное место в управлении государством и представляет его равноправным партнёром сената однако в ней отсутствует характерное для популяров противопоставление народа сенату (или олигархии, контролирующей сенат). Наиболее очевидно наследие популяров в тех главах RGDA, где описываются расходы Августа в пользу римского народа: социальные мероприятия, организация зрелищ и строительство. Август заимствовал у позднереспубликанских популяров представление о том, что римский плебс может служить источником политической силы, и удовлетворение его интересов необходимо для поддержания политической стабильности, однако исключил из своего арсенала те политические лозунги и методы популяров, которые имели конфликтный потенциал.
