Marine spatial planning has become the crucial issues for an archipelagic state such as Indonesia. The global market demand on marine economic species has been initiated the exploitation of the marine species which will become the hindrance in maintaining the sustainable marine biodiversity. Besides that, the degradation of marine species will also become the problem for traditional fishermen. Therefore, a model has to be employed to spatially manage the coastal waters as the alternative for fishermen activities during closed seasons, such as floating fish net culture.  The aim of this study was to develop marine spatial planning model based on ecological approach in order to identify the potentiality of marine waters for marine culture such as floating fish net culture. The method for the model consisted of social assessment using the Delphi for developing the rule of marine planning for floating fish net culture and the spatial analysis technique for determining the model of marine spatial planning for floating fish net culture. The area of Kupang Bay waters, East Nusa Tenggara was used as the study area. The result indicated that the model can be used to sustainable marine spatial planning, especially for floating fish net culture. The model considered the aspects of potential area for marine culture, the management of zonation and transportation lanes, the conservation and protected area and the strategic area. Application in Kupang bay illustrated the aspect of technology input such as raceways since the majority of the area of Kupang Bay waters is classified as medium potential. Further research still needs to optimum the application of model to others marine area.

Ten years after the Marine and Coastal Access Act 2009 that introduced marine planning to UK, this article investigates the progress and effectiveness of marine plans. It identifies that initial plans are still being produced in parts of the UK. Scotland has led the way with a National Marine Plan that has already been reviewed. England’s approach has been to produce a sequence of regional plans with two adopted. Wales adopted its National Marine Plan in November 2019 and Northern Ireland’s national marine plans are under preparation. The article examines the effectiveness of the plans through a framework informed by implementation theory assuming that plan-making indicates a ‘top-down’ approach to policy. The plans and their policies are assessed to draw reflections on the soundness of the documents. Marine licensing decisions are considered to assess the extent to which they reflect adopted policies. Limited evidence of the explicit influence of policies in those decisions was established. The findings were supplemented by interviews with key actors including applicants. This revealed a culture of conciliation and cooperation among decision-makers. Analysis and reflection led to positive and challenging conclusions for the future development of marine plan-making in the UK and elsewhere.

Numerous human activities take place in the marine area of ​​the Gulf of Cádiz, making it necessary to organize space through their spatial and temporal distribution. With the aim of combining the long-term conservation of marine biodiversity and the development of an economic activity that makes it possible to maintain over time the capacity of the marine environment to provide ecosystem services. Marine Spatial Planning (MSP) is being an effective process regarding the spatial and temporal distribution of human activities in the marine space to the achievement of ecological, economical and social objectives. MSP is usually schematized in 10 phases, in which among others it is found 5th phase: Defining and analyzing existing conditions. The aim of this document is the development of this phase in the Gulf of Cadiz, pretending to provide some of the needed basis to cope effectively with this process. Furthemore, in order to transfer the analyzes to the territory, Geographic Information Systems (GIS) have been used, showing how useful these are to address PEM processes. It is worth highlighting, among the results, the need to develop the MSP within a framework of cooperation and coordination between the Administrations that undertake the planning and Integrated Coastal Zone Management (ICZM), that is, MSP and ICZM. In the Gulf of Cadiz, the main conflictive areas have been detected near to the coast and in semi-closed environments, such as bays and estuaries.

Abstract With the concept of marine spatial planning (MSP) firmly established in the UK with its own legislation, policies and plans underway, this paper critically revisits MSP as part of the wider debate associated with the social reconstruction of the marine environment, as first discussed by Peel and Lloyd’s seminal paper in 2004. We propose that their identified ‘marine problem’ remains and indeed has exacerbated. We ascertain that there has been much change in the governance of the marine environment that has both positively and negatively altered the way that society has (re)constructed solutions to that marine problem. We revisit Hannigan’s (1995) social constructionist framework, showing the degree to which the prerequisites have been satisfied, by providing an overview of how the marine problem has intensified in the preceding 15 years and how the marine problem has now captured the wider public’s attention. We then look at the how the response to the marine problem has evolved by examining at the current marine planning arrangements across the UK. We conclude by stating that the whence of MSP is clear, culminating with the formal introduction of MSP in the UK which has positively altered the way in which the marine environment is socially reconstructed. The whither is much more unclear. With a continually rapidly moving agenda of change, there is much more to be done for us to say that the marine problem has been successfully socially reconstructed.

AbstractGlobally, ecosystem-based marine spatial planning has become a useful instrument to coordinate the planning of different authorities. This, for balancing different requirements when managing marine areas and space. In the planning process, ecology is setting limits to which human activities are acceptable to the society. The use of the marine environment can be planned similarly as the land environment. We argue that there are several aspects which must be taken into consideration. Marine activities have traditionally been planned and managed in a sectoral way. Today, it has become obvious that a more holistic, multi-sectoral and coordinated approach is needed in future successful marine planning and management. The increased awareness of the importance of the oceans and seas challenges the traditional sector division and geographical limits in marine policy and calls for better coordinated and coherent marine policies.

Marine Spatial Planning (MSP) has experienced vigorous growth on the international scale in recent years, and several practices has emerged from different countries. The demand for specific training in the preparation and implementation of marine planning has therefore already shown itself to be quite relevant on a global scale. Educational initiatives related to MSP have to respond to the increased complexity of MSP, which integrates environmental and economic perspectives on marine resources and maritime sectors, considering governance framework as well as maritime affairs and legislation.This paper aims at addressing the educational and training needs for the development of both academic education and professional training in MSP. Learning skills, contents and methods of an ‘ideal’ MSP course are depicted from widely accepted operative guides on MSP and from the EU Framework Directive on MSP (2014/89/EU). They are considered for the analysis of the current educational offer around MSP, performed in a sample of countries that have already undergone a process of implementation of MSP by Law. As result, beside the great variety of courses, it emerges that MSP education seems to be often regarded from an environmental perspective – in continuity with Integrated Coastal Management education – while planning theory and experiences in MSP are the least represented contents. Results are discussed in relation to three major challenges: i) how educational offer reflects on transdisciplinarity, ii) the role of theory in MSP courses, and iii) the enforceability of Plans as major concern in MSP.

Abstract Continental shelves around the world are subject to intensive bottom trawling. Demersal fish assemblages inhabiting these shelves account for one-fourth of landed wild marine species. Increasing spatial claims for nature protection and wind farm energy suppresses, however, the area available to fisheries. In this marine spatial planning discussion, it is essential to understand what defines suitable fishing grounds for bottom trawlers. We developed a statistical methodology to study the habitat preference of a fishery, accounting for spatial correlation naturally present in fisheries data using high-resolution location data of fishing vessels and environmental variables. We focused on two types of beam trawls to target sole using mechanical or electrical stimulation. Although results indicated only subtle differences in habitat preference between the two gear types, a clear difference in spatial distribution of the two gears was predicted. We argue that this change is driven by both changes in habitat preference as well as a change in target species distribution. We discuss modelling of fisheries’ habitat preference in light of marine spatial planning and as support in benthic impact assessments.

Seagrass meadows and mussel reefs provide favorable habitats for many fish species, but few studies have compared the associated fish assemblages directly and examined the influence of environmental variables. Knowledge of fish assemblages associated with disparate habitats is needed for the conservation of coastal fisheries and marine spatial planning. Catch per unit effort data derived from fyke nets showed similar species richness and diversity in seagrass meadows and mussel reefs, suggesting that both habitats support elevated marine biodiversity of mobile fauna. However, it was shown that fish assemblage structure differed between those habitats, and also fish abundance in seagrass meadows was significantly higher than in mussel reefs by comparing the data with a multivariate extension of Generalized Linear Models (GLM). Furthermore, employing underwater video recordings to compare fish abundances in high and low water current speed mussel reefs with a Generalized Linear Mixed Model with negative binomial distribution, data revealed similar fish abundances (in terms of the MaxN metric) despite the variation in current speed, probably because the mussel formations provide sufficient shelter, even from high water currents. The commercially important species Atlantic cod (G. morhua), however, was significantly more abundant in the low water current mussel reef. Therefore, restoration efforts targeting G. morhua could benefit from restoring low current mussel reefs. Our study provides input for the conservation of coastal recreational and commercial fisheries, habitat restoration and marine spatial planning where certain habitats may be prioritized.

Coastal states and nations are conducting marine spatial planning (MSP) at an ever-increasing pace. Some MSP efforts are aimed at planning areas at a subnational level, whereas others extend as far as 200 nautical miles from shore, within national exclusive economic zones. For planning of all types, but especially for planning in the marine realm, integration has become a sought-after norm now that traditional sectoral, single-issue management has not succeeded. Fisheries collapse, threats to marine biodiversity, and global climate change all support the case for greater integration in marine resource management and policy. The designation of boundaries can be related to the level of cross-sector and cross-jurisdictional integration achieved by MSP. The importance of scale and scope for MSP initiatives is examined, relating these aspects of plans and/or programmes to the levels of integration achieved, and a framework is suggested for evaluation. MSP initiatives in Portugal, the UK, and the USA serve as potential case studies for use of the framework.
