The existing hospital information management system generally does not support remote access and the information sharing is low. In order to adapt to the needs of the development of medical information management, the hospital information management system should be developed based on B/S structure. The system should store staff basic information, outpatient and hospitalization reimbursement detail in the database; can timely reflect the patient fee in arrears; draw graphical statistics of the use of funds, the incidence of disease, drug usage information; can set reimbursement policy according to the conditions and can automatically submit an expense account settlement, fund collection, decomposition of annual and carry forward; show the real-time dynamic tracking information for ins and outs of supplies, equipment, and drugs, reduce the backlog and shortages.AFS.NET technology.

Today in a rapidly changing competitive environment each university faces the need to constantly transform the knowledge and information management system, to respond quickly, to predict and to apply new forms of change management that determine managerial innovations and their efficiency. Conceptual approaches and practical experience of the knowledge and information management system formation and functioning at a modern university have been studied in the article. The purpose of the article is to highlight the theoretical foundations of the knowledge management system formation and to compare the experience in organizing the process of knowledge and information management at leading foreign higher educational institutions. Based on the analysis of the models and the practical implementation of knowledge and information management, the author's vision of important components in the knowledge management system at modern educational institutions has been suggested. Taking into account the active use of the latest information and communication technologies in higher education systems of the majority of the world’s countries, the importance of their application in the educational activities of participants in the educational process and in managerial activities of the administrative staff at universities has been stressed. This will optimize knowledge and information management at universities and will contribute to improving higher education quality, creating a competitive advantage in the market of educational services. The practical importance of knowledge and information management at university lies in the fact that the transfer of accumulated knowledge is aimed at the formation of competitive specialists, and in the fact that generation of new knowledge multiplies intellectual capital, provides competitive advantages and increases the competitiveness of the economy and society of any country.

The need for change in the rapidly developing health sector is essential for the provision of quality health care services. In this study, the technological change experienced in the process of transition from the old hospital information management system used in a university hospital to the new hospital information management system was discussed and employees’ resistance, perceptions and attitudes to change have been examined through a change management approach. In this study, we aimed to examine the level of usage of the change management tools and change management phases in a university hospital through a change management approach in the transition phase to the new HIS. We also aim to discuss faced problems encountered in the change process, help to create consciousness for management of change, examine behavioural reasons of resistance of healthcare professionals and present our experiences and propose solutions in the view of adoption and acceptance management tools against change in Hospital Information Systems (HIS) for healthcare managers. In the research, it has been observed that in the transition to the new information system, the change management tools are applied partially whereas change management phases have been implemented to a large extent. University hospital employees are resistant to Hospital Information Management System replacement. The most resistant groups are doctors and nurses and the least resistant employees are administrative staff. The rise in hospital revenues following the change is noteworthy.

Through the study of knowledge management system, combining the current situation of the coal industry information, we have developed a set of Mine Safety Information Management System. The system is a platform that contains the internal knowledge and external knowledge of the coal enterprise management in the era of knowledge economy. The system not only establishes a knowledge map of coal mine safety field, but also includes valuable information collection, automatic classification, information retrieval and relevance association.
