Abstract Using competencies to manage business organizations and to base a competency model on attributes of a preferable organizational culture is a common practice in business. Competency criteria allow improvement of workers’ performance by informing them what behaviors further achieving the required organizational goals. Public organizations, faced with challenges of being a part of the European Union, have been learning how to use competencies to pursue new goals and create new organizational cultures of the offices. The goal of this article is to present practices of the competencies evaluation usage in the Customs Service to shape behaviors accordingly to its preferable organizational culture.

The purpose of the article is to identify the concepts of the functioning of public service systems based on the generalization of the institutional environment for the transformation of the concepts of public service in the countries of the European Union. The institutional conditions for the transformation of the civil service in the EU countries are revealed. It is proved that under the new conditions there is an urgent need to identify the institutional prerequisites and factors of the transformation of the civil service in the context of European integration in order to understand the vector of movement of the civil service institute in Ukraine. On the basis of the study of the modernization experience, it has been determined that even minor changes in the structure of public authorities are accompanied by negative consequences, namely, the costs of conducting liquidation or reorganization measures. The main strategies of the modernization processes carried out are outlined. It was found that the institutional preconditions for the transformation of the civil service in the EU originate from constitutional mechanisms that are deeply rooted in the cultural, social and political values that are united around the basic provisions of democracy. It is shown that the prerogatives of functional measures emphasizing the powers of civil servants are an important institutional precondition for the transformation of the civil service. The generalization of the factors of transformation of the civil service in the context of European integration provides an understanding of the vector of the movement of the civil service in Ukraine through the creation of a common European administrative space.

Mediterranean islands of the European Union (EU) have traditionally suffered from a lack of regularity in supplying public transportation due to the high seasonality of the demand for scheduled transport services. The insular fact forces people and goods to be carried either by sea or air, and therefore needs to actively stimulate interest in operating specific routes by proper carriers. As regional economies on insular territories also have a tight dependence on tourism, it is vital to achieve an appropriate balance between the need for effective public transportation and sustainable means of transport. This paper aims to provide an approach to the Public Service Obligation (PSO) system imposed on air routes serving the regional transport needs of the Balearic Islands. This study has analyzed data relating to freight and passenger traffic in the period between 2004 and 2019 from scheduled air services linking Palma de Mallorca with Ibiza and Menorca, as well as those between Menorca and Ibiza, and to their respective short-sea links. Results obtained in the research suggest that PSO impositions, together with significant improvement in the resident subsidy schema (from 50% to 75%), have recently led to a sharp increase in the demand for passenger air services on these routes; thus, avoiding the tender for the award of a public contract. However, it has led to a dramatic fall of freight transport on air routes concerned, as such, public intervention on the air market has only sought to ensure the mobility of passengers.

Utilizing an empirical approach, this paper lays out how journalistic functions differ from the perception of journalists working for the free and paid press in Austria. Analyses indicate that free press journalists appear to be significantly more inclined to generate discourse with their audience, but are also more influenced by commercialization than their colleagues working for the paid press. Both the free and paid press seem to fulfill diverging democratic functions that can be valuable to the public. Finally, the normative notion of journalistic functions as legislated by the European Union (EU) seems only partially represented within the journalists’ self-perception.
