The article considers the issue of holding local elections on the example of one of the regions of Ukraine - Poltava region. The research hypothesis is based on the study of the dynamics of party representation in local governments of Poltava region as a central, iconic region to study the evolution of electoral sympathies and features of party building from the standpoint of public administration science. The author conducted a comparative analysis of the electoral preferences of Poltava residents in the local elections in terms of political parties and their dynamics in accordance with the 2015 elections. The development of democratic processes is directly dependent on the mechanisms and procedures for both local and parliamentary elections - the extent to which electoral law allows the majority of voters to understand the wide variety of political parties and candidates, allows opinion leaders to participate in elections. It is pointed out that there is a certain regrouping («political mimicry») of some political parties in the country, as a reestablishment of the «old political elite» and a campaign for local elections in a new composition and with a new name. The article focuses on strengthening the role of regionally influenced political parties in local elections. They allowed the local political elite to be more independent of all-Ukrainian parliamentary parties. Attention is drawn to local political party projects led by charismatic or financially influential politicians. It is noted that the local elections in 2020 continued the positive dynamics of change - from the previous convocation, only a quarter of people entered the Poltava Regional Council, and its membership was renewed by almost 70%. The dominance of the post-Soviet communist and Komsomol elites in the region, which were characterized by exceptional unity, is disappearing, although they retain some of their political electoral influence in the region. It is pointed out the need to further improve the provisions of the Electoral Code where it is necessary to lay down the principle of fairness in the distribution of seats on the main electoral list in accordance with the electoral rating of candidates.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

The article is a study of reforming the civil service of Ukraine in terms of implementing an innovative approach to the selection of specialists. Various interpretations of the concept of "social ladder" and the prerequisites for the relevance of its introduction are considered. The peculiarities of the introduction of thesocial ladder on the Ukrainian labor market are noted. The importance of the following the certain steps in the implementation of the new strategy for the selection of civil servants was stressed. Emphasis is placed on the existing problems that hinder the introduction of the "social ladder" in the Ukrainian reality. The role of the state elite in preventing the full functioning of the social ladder as a tool for updating the professionals involved and creating obstacles to achieving certain goals is noted. Emphasis is placed on the expediency of ensuring the quality functioning of the social ladder in the Ukrainian civil service as a guarantor of European integration ambitions.

This study examines the practice of integrating technology into the activities of anti-corruption bodies in Ukraine and ways to use technology to ensure accountability of public authorities. To analyze the state and identify prospects for the use of modern technologies in the field of anti- corruption in public administration, the materials of bodies in the field of anti-corruption activities of Ukraine were used. Methods of statistical analysis and content analysis were used to identify the state of e-government in the field of anti-corruption. In Ukraine, the processes of formation of anti-corruption infrastructure are taking place through the creation of specialized bodies for combating corruption and automation, digitalization of their activities. It is determined that in Ukraine the processes of development of e-government of anti-corruption bodies are actively taking place, which ensures accountability and transparency of activity in various directions. Among the main areas of technology implementation, where there is the highest level of corruption risks: investigation of corruption offenses; digitalization of privatization processes, which increases revenues to the state budget by 6 times compared to the planned volumes; digitalization of declaration of income and property of public authorities; development of websites and portals of open data on the activities of public authorities; digitalization of administrative services; digitalization of public procurement. Among the main areas of use of technologies to combat corruption – accountable automated processes of privatization of state property. Development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures.

ASAN Service – An affiliation of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, has been established in 2012, where different government agencies as well as private companies are able to directly implement their services to the citizens of Azerbaijan. In other words, the government agencies are required to increase the quality of their work, which is based on transparent and equal standards that purely for the benefits of citizens. However, there are very few studies that investigate what are the main driving forces that motivate citizens to use public services through ASAN Service, while at the same time, it is necessary to understand how the organizational citizenship behavior is formed in this context. This chapter of the research sheds a light on ASAN Service model in Azerbaijan, while at the same time brings the organizational citizenship behavior to the agenda of public sector in the country.

The article considers the problems of improving the methodology of science "public administration" related to the use of innovative areas of research, in particular, comparative studies, archetypes and imagology. The research hypothesis is based on the statement of the dynamism of the science of public administration, which is related to the specifics of the post-communist transformation of society and government, globalization and informatization. Thus, the science of public administration can and should develop only if the methodology of scientific research, the use of modern technologies and the achievements of other sciences are constantly updated. Improving research methodology is considered primarily in the light of globalization and informatization. It is claimed that new technologies allow to set and solve complex scientific problems not only in the technical but also in the humanities. The relative availability of sources and literature due to informatization requires an increase in the culture of working with them. The researcher in the field of public administration should master not only theoretical knowledge in the field of his work, but also master the skills and abilities to work with modern technologies, which significantly expands the possibilities of scientific analysis and generalization. A study of the works of Ukrainian and foreign scientists on the methodology of public administration science, as well as publications in the field of comparative studies. The intensification of the use of innovative technologies of scientific research is noted, their essence and directions of application are characterized. Some examples of such studies are given. It is revealed that the methods of comparative studies are actively used in research, which is primarily devoted to the study of foreign experience, comparison of definitions, approaches and mechanisms. Ukraine has developed its own school of archetypes, which accumulates the achievements of various sciences, uses the work of foreign scientists and seeks to expand the methodological field of archetypal research. The possibilities of imagology are still only partially used, but they provide significant additional tools for understanding the image of power.

The purpose of the article is a comprehensive analysis of communication technologies of interaction between society and public administration and administration. It is emphasized that one of the functions of public authorities is communicative. The importance of establishing a communicative process in the system of public administration and administration as a dialogue and interaction between equal actors, where the use of direct information channels and feedback channels should be balanced and manifested through various electronic forms of participation. There are three main models of electronic participation: management model; consultative model; participation model. It is substantiated that the availability of a developed information infrastructure is a condition and indicator of the effective-ness of public administration and the use of information and com- munication technologies is associated primarily with the implementation of the e-government project. It has been proven that in order to increase the efficiency of public administration and administration by transforming the existing bureaucratic system, it helps to make it more flexible and adapted, less hierarchical and regulated, and to make the transition to post-bureaucratic organizations. Transferring the service to electronic form eliminates the negative, dysfunctional practices inherent in modern bureaucracy. The study found that the reforms taking place in the system of electronic communication of public administration and society are to some extent ambivalent and contradictory. It has been proven that without broad administrative reforms aimed at improving the functioning of the state apparatus, the introduction of e-government technologies will not be effective and will be reduced to long and unsuccessful attempts. One way out of this situation is to adopt a new theoretical paradigm of administrative reform, in which e-government will cease to be a complement to bureaucratic structures, and systematic management of all administrative processes to achieve the end results will become a central part of public administration.

The aim of the article is to research the modern practices of Ukrainian state cooperation with international organizations in the sphere of development and implementation of the regional policy for discovery of types of those interactions under the decentralization reform. Albeit the huge number of publications on the current problems of implementation of regional policy and decentralization reform, the most biggest part of authors understand cooperation between Ukraine and international organizations on regional policy as cross-border cooperation and cooperation of bordering communities of Ukraine and EU member-states. Base on the open data analysis of the state authorities of Ukraine authors provide conclusions that the sufficient part of the financial support provided by EU for assisting Ukraine in development and implementation of the state regional policy is equal or bigger than the amount of state support provided for implementation of the cross-border cooperation projects. Authors reviewed significant empirical material and practices of interactions on support for Ukrainian regional development between Ukraine and such international organizations as European Union (EU), Council of Europe (CoE), United Nations Development Programme (UNDP), Organisation for Economic Cooperation and Development (OSCD), German Society of International Cooperation (GIZ), US Agency for International Development (USAID). Article proposes summarizing of modern trends in the sphere of development and implementation of the state regional policy. The Authors underlined a format of those interactions and proposed ways for increasing of cooperation with international organizations through the improvement of legal, institutional, organizational and methodological capabilities of the public management of regional development policy. Practical aim of this publication is development and implementation of scientifically based approach for increasing efficiency of Ukraine’s cooperation with international organizations in the sphere of development of regional policy. Based in the analysis of implementation of technical assistance projects and programs authors provided their proposals for increasing their efficiency. In addition, recommendations are given to the state authorities on the consequence of project’s results and objectives with a new State strategy on regional development for 2021-2027.

The purpose of the article is to comprehensively study political corruption as a phenomenon of social life in terms of legal aspects of its prevention and counteraction. The content of the publication is determined by the specifics of the subject of research and reflects the interdisciplinary approach to the disclosure of the topic. The article presents a comprehensive study of political, managerial and legal aspects of understanding political corruption. Emphasis is placed on the essence (nature) of political corruption as a phenomenon of the political process, and therefore - on the lack of a common conceptual understanding of the concept of "political corruption". It is emphasized that the concepts of "corruption" and "political corruption" are not identical in content or legal characteristics. The political aspect of corruption is an insufficient basis for extending the legal signs of corruption to actions that have signs of political corruption. It is argued that the task of legal science is to identify the causes, establish the preconditions and find the most effective measures to prevent and specify the means of combating political corruption. It is established that, unlike corrupt acts, types of behavior in the field of political corruption are not covered by legal liability measures. This is due to the lack of legal definition of "political corruption" in the current legislation. However, within the framework of normative regulation of relations in the field of state funding of political parties, a legal mechanism for preventing political corruption in Ukraine has been formed and operates. This led to the conclusion that due to the establishment of requirements and restrictions on the financing of political parties, the introduction of transparency and accountability of political parties and election campaigns, the legislator launched state control over the finances of political parties represented by the National Agency for Prevention of Corruption and to administrative or criminal liability for the relevant offenses. In view of this, emphasis is placed on the importance of understanding the legal aspects of political corruption, influencing political parties through finances, strengthening the financial discipline of political parties, improving the system of state control over the financing of political parties, and ensuring responsibility for violations in political financing. The scientific novelty of the article is the legal analysis of actions in the field of political corruption in terms of the introduction of legal mechanisms to prevent its manifestations. The practical significance of the article is related to the possibility of further use of its materials in the educational process, conducting interdisciplinary research on the phenomenon of political corruption and forming proposals for improving the legislative mechanisms of state control over the financial activities of political parties.

The purpose of the article is comprehensively study the impact of the effectiveness of government workers on the process of sustainable development of society and the state. Namely, it is about the importance of skillful use of human resources in the government service and the search for arguments in favor of the need to increase efficiency as a guarantee of increasing public confidence in all branches of government. Special attention is also paid to the issue of argumentation of the level of salary of a person who is a government worker or works in local self-government bodies. Empirical data were analyzed using quantitative and qualitative methods, which helped to assess the effectiveness of government workers in Ukraine and the level of public confidence in them, to establish the impact of their ineffective activities on the level of public confidence in government administration. A key aspect of improving the efficiency of government workers, as shown by theory and international practice, is the creation of an objective and comprehensive system of indicators that reflect the quality of performance of duties and the degree of achievement of goals to focus on the main priorities of public authorities. In many developed countries, "key performance indicators" (KPI), proposed by P. Drucker, are widely used for these purposes. However, there are other assessment methods such as BSC and PBSC. The scientific novelty of the article is an attempt to analyze an array of information on the issue of "efficiency of government workers", methods of its evaluation and to connect "efficiency" with the phenomenon of building confidence in politics or "political trust". The work is created to try to demonstrate the practical aspect of the need to measure the effectiveness of officials at all levels based on the position of "social dialogue" and "feedback", because the most important consumers of the results of officials - a society that in everyday life becomes a user and consumer of government services. And according to the results of interaction - form their opinion about the state apparatus of officials and the effectiveness of their work form their position, which later becomes a stereotype. Which will either help social progress and development, and create conditions for stability in the state, or, conversely, will be a catalyst for political instability.
