AbstractThe noise maps that are currently proposed as part of the EU Directive are based on the calculation of the Lday, Levening and Lnight. These levels are calculated from emission and propagation models that are expensive in time. These noise maps are criticized for being distant from the perception of city users. Thus, calculation models of sound quality have been proposed, for being closer to city users’ perception. They are either based on perceptual variables, or on acoustic measurements, or on georeferenced data, the latter being often already integrated into the Geographic Information Systems of most French metropolises. Considering 89 Parisian situations, this article proposes to compare the sound quality really perceived, with those from models using geo-referenced data. It also looks at the modeling of perceptual variables that influence the sound quality, such as perceived loudness, the perceived time ratio of traffic, voices and birds. To do this, such geo-referenced data as road traffic, the presence of gardens, food shops, restaurants, bars, schools, markets, are transformed into core densities. Being quick and easy to calculate, these densities predict effectively sound quality in the urban public space. Visualization of urban soundscape maps are proposed in this paper.

In the European Union there is solid legal support for the use of information and communication technologies associated with geographic information systems in favour of the environment. Digital technologies not only shape the way we live but they can be a lever for environmental awareness and protection. The potential of the association between information and communication technologies and geographic information systems is huge in order to deepen the European democracies and to promote sustainable development. The ultimate demonstration is the 2007 Inspire Directive. The advantages of the Inspire Directive for the citizens, the Member States and the European Union in what concerns democracy, environmental justice and sustainability in the EU will be briefly analysed.

For effective logistics planning at the time of the flood situation, it is necessary to have good quality data base. Most of these data is now in digital form. These include location data generated in terms the INSPIRE directive, adopted the EU to harmonize data help provide a interoperability. Harmonized data can be efficiently processed in geographic information systems and the results obtained can be used in decision-making. Geographic information systems are also used for modelling of flood wave and simulation of flooding extent. The principles of logistics planning and crisis management in GIS are used in the preparation of crisis scenarios. Planning a rescue operations and the whole logistical support can be effectively carried out only on the basis of quality input digital data harmonized under INSPIRE directive.

The article examines interpretations of freedom of movement and access to social assistance within the EU Directive 2004/38. Examples of EU migrants’ homelessness are shown to demonstrate the confusing circularity in the regulations. The paper goes on to the development of local governments’ and voluntary organizations’ practice of limiting support to EU migrants in homelessness. Narrower interpretations of the right to reside are a basis for refusing access to benefits or even shelter. Repressive public space practices lead sometimes even to deportations. These interpretations, practices and public discourse are shown on the examples of the Netherlands, the UK and Sweden. Interpretations of the European law, practices and public debate are tools that limit exercising the right to free movement by socially defining and categorising homeless EU migrants as persons whose rights are dependent on their position on the labour market.
