The Investigation of Mobbing Events Taking Place at Higher Education Institutions in Turkey Considering the Reflections on Media

AbstractThe business-life related competition established in modern communities has also brought about some other problems. The attacks and intimidation attempts have introduced the term of “mobbing” which is defined as regular and continuous psychological violence faced by people always trying to produce and win from those who they work with. The term of “mobbing” has recently become a popular academic issue which has been sophisticatedly handled in relevant literature. Mobbing is defined as the act of continuous and systematic intimidation purposefully performed by either some employees or employers on some employees through emotional violence. As mobbing is considered to be significant for both corporate and employee, the starting point of this study was to investigate how mobbing acts are reflected on newspapers as they are mass communication means. One of the most important means of media is print media. Print media is the first means of media when mentioned about media. Newspapers are means through which people are always kept up to date about the latest news in civilized societies. With this regard, the most basic purpose of this study is to investigate the news about the mobbing events experienced in higher education system under the light of national policy documents and reports. The study was carried out based on a qualitative approach. The news released in print media was chosen purposefully as print media means report news in a detailed way, have an evidential value and can be read again on demand. The research group in this study consists of the mobbing news released on Hurriyet, Sabah and Zaman which are newspapers published in Turkey between the years of 2009-2013. These newspapers were purposefully chosen based on criterion sampling method. The most basic understanding underlying this sampling method is to study on all cases which meet the standards set prior to the start of the study. The newspapers mentioned above were chosen considering that they are published nationally, reference newspapers and belong to different publication groups. The data used in this study was taken from the archive of the three newspapers. When the archives of the newspapers was scanned, the word “mobbing” was taken as key word for the search. In qualitative researches, newspapers are considered to be public archive and used as reference documents. The data obtained was grouped depending on the newspapers which it was taken from, on the year of publication, on where they took place, on the gender of the victims and on who the sufferers are.

Analysis and consideration of current migration trends in our country, in particular mass interstate migration movements in the context of Ukraine's participation in the European and world migration space, are considered among the important factors in shaping its national policy. Educational migration is a special threat to the socio-economic development of the country and sustainable development of society, as the formation of highly qualified personnel, accumulation of intellectual capital, and increasing scientific and technological potential of the country are among the important factors of economic and social progress. Due to the intensification of interstate migration flows and the development of the quality of the higher education system in foreign educational institutions, migration for education takes a larger share, which is mostly accompanied by constant migration and departure of Ukrainian citizens for permanent residence abroad. The analysis of publications on this issue proves the urgency of educational migration research, and today it remains important to analyze trends in educational migration, find mechanisms to counter the transformation of Ukraine into a country of origin of educational migrants, as well as their repatriation. The article analyzes the educational migration processes in Ukraine in the regional context. The main regional centers of higher education are identified. The focus is on the migration intentions of the population to study abroad and a comparative description of the educational systems of different countries. The order and stages of the admission campaign in foreign educational institutions are described. The essence and features of educational migration are studied and the main reasons that help Ukrainian students to choose foreign higher education institutions are highlighted. The main causes and consequences of educational migration, as well as potential opportunities for educational migration, are identified. Certain benefits and costs associated with educational migration processes are justified. The directions of development of educational migration and effective migration system in Ukraine and its regions, which should take a worthy place in the migration policy of the state, are offered.

AbstractInternationally, various mandates and policy directives require higher music education institutions to engage in intercultural collaboration. These include fulfilling national policy demands for internationalization in higher education, providing students with experience of working internationally to increase their employability, and conducting proper diversity management so as to facilitate diversity-conscious and responsible interaction with employees, students, and the broader educational community. In this chapter, the topic of intercultural collaboration in higher music education is approached from a different starting point, asking what, from a leadership point of view, creates obstacles to such collaboration and what makes it challenging or difficult either at the levels of individual participants, administrators, or the institution. Twelve leadership representatives from three different institutions of higher music education were interviewed about their experiences with intercultural collaboration and the benefits and challenges of engaging in such interactions. From the interviewees’ experiences, their work of attempting to govern or manage situations of complex intercultural interaction while simultaneously negotiating between the different interests expressed within the frames of their respective institutions featured prominently in the empirical material. In this chapter, these negotiations and deliberations are theorized and discussed attending to perspectives borrowed from literature on intercultural competences, leadership in higher education, and new managerialism.

<p class="apa">Mentoring has received considerable attention from scholars, and in the relevant literature, a number of studies give reference to the mentoring programs developed at universities and to the mentoring relations in higher education. Yet, most of these studies either only have a theoretical basis or deal with the mentoring relationships between academic advisors and undergraduate or masters’ students. Very few studies have been conducted so far on the mentoring or protégé experiences of academicians in the university setting, and the relationships between career satisfaction and career success. The aim of the current study is to examine the effect of mentoring on career success and career satisfaction of faculty members in Turkish higher education system. Participants included 445 faculty members from various universities in Turkey. The results of the study reveal that academic and psychosocial mentoring have an impact on faculty members’ career satisfaction and career success. Also, psychosocial mentoring affects career success more compared to academic mentoring.</p>

<p>Higher education is considered as the part and parcel of education system. The Indian higher education system is getting better day by day. The Government of India while realizing the needs of today’s generations brought NPE 1986. To enhance the functioning of higher education, recommendation was given. Many recommendations were implemented but some areas were left behind. To fill this gape, the GOI again in 2016 brought another policy of education. The policy paid special importance to the areas where the previous policy was lacking. The policy gave much attention towards the areas where it was felt that a change is necessary. But many areas where emphasis was necessary were not mentioned. The paper analyses the recommendation of NPE 1986 and 2016 in the field of higher education. It makes a comparative study of the recommendations in various aspects of higher education.</p>

Tensions in South African universities have traditionally centred around equity (particularly access and affordability), historical legacies (such as apartheid and colonialism), and the shape and structure of the higher education system. What has not received sufficient attention, is the contribution of the university to place-based development. This volume is the first in South Africa to engage seriously with the place-based developmental role of universities. In the international literature and policy there has been an increasing integration of the university with place-based development, especially in cities. This volume weighs in on the debate by drawing attention to the place-based roles and agency of South African universities in their local towns and cities. It acknowledges that universities were given specific development roles in regions, homelands and towns under apartheid, and comments on why sub-national, place-based development has not been a key theme in post-apartheid, higher education planning. Given the developmental crisis in the country, universities could be expected to play a more constructive and meaningful role in the development of their own precincts, cities and regions. But what should that role be? Is there evidence that this is already occurring in South Africa, despite the lack of a national policy framework? What plans and programmes are in place, and what is needed to expand the development agency of universities at the local level? Who and what might be involved? Where should the focus lie, and who might benefit most, and why? Is there a need perhaps to approach the challenges of college towns, secondary cities and metropolitan centers differently? This book poses some of these questions as it considers the experiences of a number of South African universities, including Wits, Pretoria, Nelson Mandela University and especially Fort Hare as one of its post-centenary challenges.

Nowadays, the policy of national higher education has an influence on  higher education in the Indonesian Navy in patterns and structures, types of education, educational outcomes or graduates of each educational strata. The human resources of the Navy were built by an using expert system with the field of each assignment being scholar soldier, with the development domain is Cognitive, Affective and Psychomotor Domains Granding. The equalization of graduates between academic and vocational education influences on the quantity and quality of standardized military lecturers as educators in the Navy education system which is harmonized with the prevailing national policy. Based on the existing gap due to the implementation of lecturer policy, the efforts that have been done, the purposes of this study are : 1) Describe and analyze the implementation of teacher and lecturer policy on Higher Education Vocation of the Indonesian Navy service vocation; 2) Finds the implementation model of policy of teacher and lecturer in higher education of vocation of the Indonesian Navy. In this research, the paper used Merilee S. Grindle model approach. It model uses to describe the implementation of policy of teachers and lecturers in higher education vocational service of the Indonesian Navy. The result of the policy implementation on vocation system of teacher and lecturer in higher education system of the Indonesian Navy has not given any significant result change, because there are still many obstacles in the process. The model of policy implementation of teacher and lecturer in higher education vocation of the Indonesian Navy officially started by synchronizing policy between the Higher Education Institution and the Indonesian Navy  then it is passed down to specific socialization program to support of lecturer policy objectives.

Higher education will lead the world in 21st era because it not only creates greater personal and social prosperity, but it also affects all facets of development, including intellectual, social, cultural, aesthetic, physical, spiritual, and human capital development, directly or indirectly. Afterward, US and China, India has the world's third largest higher education system. University Grants Commission (UGC) is the largest regulatory body at the higher level, and it enforces its guidelines, advises the administration, and facilitates communication between the federal government and the states. The University Grants Commission oversees accreditation for higher education by 15 independent institutions. While the nation has progressed significantly in terms of enrolment, the standard of education continues to be a source of concern, which is critical for achieving the country's goals and implementing national policy. Weak facilities, exam-driven curriculum, memory-based exams, a shortage of qualified faculty, ineffective teaching strategies, a lack of funding, inconsistencies in government policy on higher education, entrenched political motives, massive demands from the youth population, political unrest, increasing privatisation, a lack of access and equity, and so on are some of the problems in higher education. There are several more problems like this, and this paper objectively examines all of them, as well as potential solutions.

The National Policy on Education was framed in 1986 and modified in 1992. Since then several changes have taken place that calls for a revision of the Policy. In past efforts had already been done for primary and secondary education. It is the Higher Education which is to be looked upon if India wants to grow. A Sustainable Development could not be achieved if Higher Education is neglected at any cost. The Higher Education system in India is complex. With a Gross Enrolment Ratio (GER) of 23 per cent, India is still below the world average. With relatively stagnant growth of public sector, private sector now accounts for 75 per cent of the total Higher Education institutions and 65 per cent of the total enrolments in Indian Higher Education. This paper is a study to find out how three pillars of SD- economy, ecology and society can be interlinked by the Higher Education of a country. Moreover to have a sound Sustainable Development it is necessary to have a quality Higher Education in order to effectively interlink these three areas. This can be achieved if we bring desired changes in the teaching-learning process and in learning environment also. This paper is a study of present condition of Higher Education in India and improvement needed to make a sound Higher Education system to attain SD.

The article discusses the development of a multicultural environment as a factor of improving the well-being context and competitiveness of the higher education system. The authors believe that the scale of what is happening today in the world at different levels leads to a substantial change in national structure of Russia. An extensive review of the Russian and international literature on multiculturalism is presented in the article. The concepts of interculturalism, polyculturalism and multiculturalism were reviewed. The authors also argue that the formation of the elite and the content of the state national policy are interrelated. We believe that it is the level of higher education institutions, the results of their research and technology development activities, determines not only their place in the international rankings, but also the dynamics of economic and innovative development of individual territories and entire countries. In the process of forming new paradigm to develop the role of higher education system, there are many factors which effect on this process especially in some countries like Russia and Belarus.  Keywords: intercultural environment, higher education system, international relations, institutionalization, human capital, polyculturalism, national policy
