How does surveillance shape political science research in the United States? In comparative and international politics, there is a rich literature concerning the conduct of research amid conditions of conflict and state repression. As this literature locates “the field” in distant contexts “over there,” the United States continues to be saturated with various forms of state control. What this portends for American politics research has thus far been examined by a limited selection of scholars. Expanding on their insights, I situate “the field” in the United States and examine surveillance of American Muslims, an understudied case of racialized state control. Drawing on qualitative data from a case study of sixty-nine interviews with Arab and Black American Muslims, I argue that surveillance operated as a two-stage political mechanism that mapped onto research methodologically and substantively. In the first stage, surveillance reconfigured the researcher-researchee dynamic, hindered recruitment and access, and limited data-collection. In the second stage, surveillance colored the self-perceptions, political attitudes, and civic engagement of respondents, thereby indicating a political socialization unfolding among Muslims. The implications of this study suggest that researchers can mitigate against some, but not all, of the challenges presented by surveillance and concomitant forms of state control.

We study the political effects of mass emigration to the United States in the nineteenth century using data from Sweden. To instrument for total emigration over several decades, we exploit severe local frost shocks that sparked an initial wave of emigration, interacted with within-country travel costs. Our estimates show that emigration substantially increased the local demand for political change, as measured by labor movement membership, strike participation, and voting. Emigration also led to de facto political change, increasing welfare expenditures as well as the likelihood of adopting more inclusive political institutions.

This chapter explores the relationship between political democracy and state repression. Afer providing an overview of the democracy–repression link, it considers what research has been conducted on the topic and also what has been ignored. It uses the United States and its treatment of African Americans as an example of how existing research in this field should change, as well as to emphasize the importance of disaggregation (regarding institutions, actors, and actions). The chapter concludes by suggesting directions for future research. It argues that researchers need to improve the way in which they think about the relationship between democracy and repression, and that they need to modify how they gather information about democracy and repression.

Every year, natural hazards kill and injure hundreds of people and also have significant social, economic, and political effects on society. However, not all disasters or crises are the focus of state, regional, or national efforts to mitigate their effects. In this article, the authors use Wilson’s policy typology to describe the unintended consequences that disaster legislation has had on the distribution of costs and benefits of disaster relief programs in the United States. The data provide evidence that the concentration of disaster relief programs for natural disasters is not based on need and that interest groups commonly drive disaster policies to benefit those with the greatest risk for losses rather than those in greatest need. Policymakers can use this information to examine both intended and unintended consequences of disaster response and recovery policies and can orient the limited resources available toward those who are least capable of recovering from natural disasters.

This chapter analyzes the expansion of same-sex marriage around the world, its causes and its consequences. It argues that the domestic and transnational factors shaping a country’s adoption of same-sex marriage depend crucially on both time and place, encompassing the domestic and the transnational. It further suggests that the effects of same-sex marriage are likewise context-dependent, in most cases producing mixed results for LGBTQ people and movements. Incorporating cases outside of western Europe and the United States, this study urges a broader lens and a new focus on the short-term and long-term political effects of pursuing marriage equality.
