High-reliability organizations (HROs) including commercial airlines, the NASA Space Shuttle engineering team, US Naval aircraft carrier and nuclear submarine crews, and US nuclear power plants are relatively safe. However, these organizations experience system breakdowns often with catastrophic outcomes. This study focuses on risk information management strategies employed by a nuclear energy power plant located within 10 miles of a population center. The evacuation planning zone (EPZ) includes a hospital, several schools, and a public university. The nuclear plant provides written preparedness and evacuation information for all residents within the EPZ in the event of a radiological emergency. Focusing on the campus community within the EPZ, this study investigates individual awareness regarding the potential of a radiological event, the emergency information booklet, and the information provided within the booklet. We use descriptive statistics, frequency distribution, and cross tabulations (contingency tables) to establish awareness levels. Our study determines those participants who read the emergency instructions booklet are prepared to make an informed decision in the event of a radiological incident. We find college affiliation, educational level, university role, and age significantly related to emergency instruction booklet utilization. We also find gender is significantly linked to overall risk perception regarding a radiological event. Findings support previous research regarding women’s higher levels of risk aversion and pessimism involving dangerous new risky technologies and activities like nuclear energy plants. These findings support modifying policy to ensure nuclear facilities assess the efficacy of their warning systems in alerting the public. Furthermore, our findings provide guidance regarding the evaluation of the effectiveness of emergency instruction booklet distribution.

The motivation for developing, administering, and participating in full-scale disaster drills is multifold. Emergency drills not only test the capacity of emergency systems but also allow organizations to learn as well as improve processes and communication structures before disasters strike. They have been used as a platform to develop and maintain collaborative networks. This article examines the extent to which organizations collaborate with others during emergency/disaster drills. A social network analysis is employed to determine the patterns of communication and interorganizational networks during the planning and implementation of a full-scale emergency exercise. Specifically, we seek to understand the communication lines that stakeholders used to receive updated information, who they reached out to when standard communication channels were down, and what backup systems were in place. The research was conducted in a municipality located in north central Texas. This study was based on field observations and involved 14 face-to-face interviews with experienced public officials and first responders involved in a municipal government emergency drill/exercise. The interviews were administered after the 2017 full-scale emergency drill. Three major findings can be emphasized from this study. First, two types of organizations, namely, city fire departments and a university partaking in the exercise, played central role as a “bridge” between various organizations during the emergency drill. Second, the types of information considered important during the exercise can be categorized as strategic, procedural, and technical information. Finally, several back-up systems including ham radio, cellphones, internet back-up, and satellite were used to maintain communication channels.

Introduction: Effective crisis management can reduce the costs and consequences of a crisis and has a significant impact on saving human lives in critical situations. Proper use of information and communication technologies (ICTs) can improve all crisis management phases and crisis communication cycles according to the needs of stakeholders. The purpose of this review article is to identify which ICTs have been used in effective crisis management and what managerial tasks they support.Method: A systematic review was conducted based on PRISMA protocol. The investigated articles that have been published in English were all indexed in PubMed, Science Direct, IEEE, Web of Science, and Google Scholar databases from 2005 to 2019. The keywords searched were “Crisis Management,” “Emergency Management,” “Information and Communication Technology,” and their synonyms.Results: A total of 1,703 articles were retrieved, and 81 articles that met the inclusion criteria were retained. In terms of content, there were 54 case studies/review articles, 38 proposals, and seven prototypes among which 18 case studies and proposals were the same. According to surveys, 18 ICT tools and technologies have been used in effective crisis management with the purpose of supporting managerial tasks such as situation assessment, decision-making, coordination/command and control, communication with the public, and supply of basic services in order to enable crisis management and logistics.Conclusion: This study showed that proper use of ICT can help crisis managers optimize their performance that will consequently result in effective crisis management and the reduction of casualties. In the crisis management cycle, several tools and technologies have been used for various purposes, however; some crisis managers’ tasks were still not taken into consideration sufficiently, and thus, some recommendations for further research in this field were provided.

Around 90 percent of the natural disasters in the United States involve floods. As a result of these floods, a massive number of houses become uninhabitable for their residents, making them in immediate need of lodging and shelters. The Federal Emergency Management Agency (FEMA) lodges people in noncongregated shelters such as hotels/motels for a short period—up to 45 days—through the Transitional Shelter Assistance (TSA) program. Government Accountability Office estimated that between 600 million and 1.4 billion dollars had been improperly spent. However, currently, the process of how an applicant becomes eligible for the TSA lacks a robust model and framework. However, the mechanism of selecting the recipients of TSA is mainly based on expert opinion and tacit knowledge. The objectives of this paper are (1) investigating how classification techniques can be used to help FEMA decision-makers during the time of the disaster and (2) building supervised machine learning decision-making models based on logistic regression, decision tree, and K nearest neighbor classification techniques using Python. The 4.8 million registries of applications dataset used for this paper were extracted from the National Emergency Management Information System. This research will help FEMA decision-makers for predicting TSA eligibility.

During certain public health emergencies, points of dispensing (PODs) may be used to rapidly distribute medical countermeasures such as antibiotics to the general public to prevent disease. Jurisdictions across the country have identified sites for PODs in preparation for such an emergency; in New York City (NYC), the sites are identified based largely on population density. Vulnerable populations, defined for this analysis as persons with income below the federal poverty level, persons with less than a high school diploma, foreign-born persons, persons of color, persons aged ≥65 years, physically disabled persons, and unemployed persons, often experience a wide range of health inequities. In NYC, these populations are often concentrated in certain geographic areas and rely heavily on public transportation. Because public transportation will almost certainly be affected during large-scale public health emergencies that would require the rapid mass dispensing of medical countermeasures, we evaluated walking distances to PODs. We used an ordinary least squares (OLS) model and a geographically weighted regression (GWR) model to determine if certain characteristics that increase health inequities in the population are associated with longer distances to the nearest POD relative to the general NYC population. Our OLS model identified shorter walking distances to PODs in neighborhoods with a higher percentage of persons with income below the federal poverty level, higher percentage of foreign-born persons, or higher percentage of persons of color, and identified longer walking distances to PODs in neighborhoods with a higher percentage of persons with less than a high school diploma. Our GWR model confirmed the findings from the OLS model and further illustrated these patterns by certain neighborhoods. Our analysis shows that currently identified locations for PODs in NYC are generally serving vulnerable populations equitably—particularly those defined by race or income status—at least in terms of walking distance.

This paper underscores the need for the emergency management field to professionalize further and mentions how this could be accomplished through direct state licensing, Associate Emergency Manager and/or Certified Emergency Manager credentialing, Federal Emergency Management Agency (FEMA) Independent Study courses, or other state certifications such as the Illinois Professional Emergency Manager credential, in that particular state and as found in other states. This paper identifies the strengths and weaknesses of each approach and then reviews Drabek’s recommendations on how emergency managers may hone their professionalism through the acquisition of knowledge, skills, and abilities. The authors of this work add professional experience and in-person training to this list and discuss the implications of findings for research and practice by identifying several questions that will need to be addressed in the future. The overall recommendation of our article is that more efforts will be required to understand professionalism through research activities and collaboration across all types of emergency management organizations at the local, state, and federal levels—especially if we ever truly expect to enter licensing like professions such as medicine, law, engineering, accountancy, and teaching.

The COVID-19 pandemic has created new workforce considerations for emergency management community in addressing cumulative and cascading disasters. This research identifies how emergency management planning for both the changing dynamics of COVID-19 and the upcoming hurricane season may change under a compound threat. Many jurisdictions have faced challenges in providing adequate staffing of shelters before the pandemic. Now, fatigue among staff further exacerbates these challenges as resources are stretched thin. Six workshops, involving 265 national, state, and local leaders, staff, experts, and advocates from 22 states, and a range of disciplines (disaster planning, public health, social services, academia, and healthcare), were convened to identify concerns and potential strategies to address staffing, training, logistics, and support. Strategies proposed to increase the number and skill set of staff available involve increased reliance upon volunteers and nonprofit organizations. Mental health resources, personal protective equipment, sanitation supplies, and defining roles within emergency shelters were recommended to reduce fatigue and redistribute responsibilities. Findings illuminate additional research avenues regarding assessing the underlying stressors contributing to the planning process and effective means of implementing these interventions to bolster emergency management shelter operations during a prolonged pandemic and in the future.

The COVID-19 pandemic has necessitated emergency management offices and organizations across Canada to activate their Emergency Operations Center (EOC) in a virtual capacity due to government restrictions limiting in-person activities and with the goal of reducing the spread of the virus. The aim of this exploratory research paper is to document the personal experiences of Canadian emergency management professionals working in a Virtual EOC (VEOC) environment during the COVID-19 response, including challenges and benefits they experienced, as well as lessons identified. Based on a sample of 81 emergency management professionals and using an inductive coding approach, the survey results illustrate both technological and nontechnological challenges and benefits. The findings highlight the need to incorporate three main elements into VEOC planning and operations: technology, processes, and people.

The purpose of this special issue of the Journal of Emergency Management is to assess the state of disaster preparedness, response, mitigation, and recovery during the COVID-19 pandemic. This article adds to this discussion by examining the results of a national survey of emergency managers in the United States regarding the social media platforms they use to communicate information related to the COVID-19 pandemic, how proficient they feel using them, and what value they see in these technologies during the times of crisis. The authors’ findings help make sense of government responses to the pandemic, as well as contribute to the body of literature on communication and emergency management more broadly. Furthermore, their findings have important implications for emergency management practitioners and educators.
