Plural Valuation of Land and Insights for Achieving Sustainable Outcomes in Large-Scale Land Acquisition Projects

Large-scale land acquisition projects by foreign investors, also known as “land grabbing,” raise difficult questions about the processes of valuing land in Sub-Saharan Africa that the current literature does not sufficiently explore. Land acquisitions can help developing countries like Tanzania achieve their economic and development goals. Nonetheless, it can also threaten local livelihoods and well-being due to displacement, lack of access to natural capital, and conflicts between land users. Empirical evidence is limited on how local contexts affect the recognition and incorporation of multiple values that people hold about land into decisions on land acquisition projects in Tanzania. Plural valuation (PV) is needed to design more comprehensive and deliberative policy instruments that enhance nature’s contributions to people. This empirical study uses sociocultural valuation approaches to assess the diverse values of land in the Bagamoyo district of Tanzania, impacts of EcoEnergy land acquisition project on local livelihoods, and contextual factors that enable or hinder incorporating PV into decisions. The findings suggest that synergies and conflicting values of land exist, and PV can serve as a negotiation support tool to reconcile the differences and land conflicts. The success of PV relies on the (1) extent of partnership and participation, (2) design of asset valuation process, (3) stakeholder goals, and (4) sociopolitical context. Currently, the risks of land acquisition projects outweigh the benefits to people in rural Tanzania. However, to realize the sustainable and equitable flow of the contributions of land to Tanzanians, the government should consider improving the valuation processes by (i) fostering recognition of neglected voices and marginalized people, (ii) rectifying power imbalances and injustices that result from current land valuation processes, (iii) reinforcing customary land rights and compensation policies, and (iv) adhering to the principle of free, prior, and informed consent.

Abstract:In a context of globalization and liberalization, Africa is increasingly confronted with the commercialization of its space. Various large-scale actors, including international private investors, investor states, and local entrepreneurs, are constantly seeking to expand their land holdings for the production of food crops or biofuels. This article presents two Rwandan case studies and analyzes how large-scale land acquisition by foreign and local elite players affects local livelihoods. It identifies broader agrarian and social changes taking place in Rwanda and Africa and provides suggestions as to how the tables might be turned in order to protect local livelihoods in the further evolution of Rwanda’s agriculture.

The recent wave of large-scale land acquisitions or land deals, popularly called ‘land grabbing’ in subSaharan Africa, has provoked vigorous debate over the potential benefits and risks to local people, with results structured by complex policy and institu­tional context. Land deals present new develop­ment challenges and aggravate old vulnera­bilities, raising critical questions for investigation. Yet empirical evidence of impacts on local populations is limited, particularly regarding how land deals affect local people’s livelihood assets, strategies, and outcomes. Guided by the sustainable livelihood approach and a quasi-experimental design, I compare livelihoods before and after a land deal project and between an affected and a control community in southwestern Tanzania. I use household surveys, focused group discussions, and key informant interviews to collect data. The ANOVA analyses revealed that the project severely deterio­rated households’ natural, financial, and social capital and had far-reaching impacts on well-being in the affected community compared to the control village. The study recommends that African countries should consider (1) scrutinizing land deals and enforcing contracts, (2) conducting rigorous envi­ron­mental and social impact assess­ment, (3) strengthening customary land rights and reinforc­ing compensation policies, and (4) mean­ingfully involving locals in land deal negotiations. This contribution responds to the deficit in research on land deals’ impacts on livelihoods and well-being and lays the groundwork for future research.


The study examines the process of acquiring large-scale land for investment in the Pru district. Ghana has become one of the destinations for large-scale land deals in Africa, attracting high foreign investments in the agricultural sector. Over the past ten years, the Government of Ghana have leased out large tracts of land for investors, mainly foreign investors. The Pru district in the Bono East Region have large-scale land acquisition by investors. This study aims to examine the process through which large scale land are acquired in the district. The study employed a mixed method approach, where smallholder farmers were interviewed. Focus group discussions were conducted to achieve the objective of the study as well as computing statistical analysis for the socio-demography for the respondents. Both primary and secondary data were employed in the study and the qualitative data was analysed thematically whiles inferential and descriptive statistics with the help of Statistical Package for Social Sciences (SPSS Version 20). The study found out that process of acquiring large tract of land for investment purposes include identification of vacant lands, deciding to lease the vacant lands, advertising the vacant lands, assessment of the land by prospective investors, negotiating terms of leasehold and documentation and transfer of ownership. The findings revealed that occupants of farmlands do not participate in decisions leading to the acquisition of those lands by investors, which has a significant influence on the effects of large-scale land acquisition on the livelihood of smallholder farming households. The study recommended that households should be given the opportunity to negotiate for better terms of compensation from investors and the government especially for farming households losing their farmlands.

ABSTRACTRising competition and conflict over land in rural sub-Saharan Africa continues to attract the attention of researchers. Recent work has especially focused on land governance, post-conflict restructuring of tenure relations, and large-scale land acquisitions. A less researched topic as of late, though one deserving of greater consideration, pertains to how social differentiation on the local-level shapes relations to land, and how these processes are rooted in specific historical developments. Drawing on fieldwork conducted in Teso sub-region of eastern Uganda, this paper analyses three specific land conflicts and situates them within a broad historical trajectory. I show how each dispute illuminates changes in class relations in Teso since the early 1990s. I argue that this current period of socioeconomic transformation, which includes the formation of a more clearly defined sub-regional middle class and elite, constitutes the most prominent period of social differentiation in Teso since the early 20th century.

Agriculture is in critical state in Nigeria with domestic food production being less than the growing population. The chapter analyzes the ongoing transformation of subsistence agriculture to commercial in Nigeria and the attendant effects of large-scale land acquisition on small-scale farmers. It uses both theoretical and empirical research designs with direct interviews of relevant stakeholders and case studies. It reviews past and present policies and programs aimed at transforming agriculture from subsistence to commercial in Nigeria. The results reveal that large-scale land acquisition and farming is not new in Nigeria. Acquisitions of land by foreigners has always been with the help and consent of government, unlike the case when it involves indigenous investors. Acquisitions have in most cases been characterized by conflicts between the landowners or tillers and investors. To transition successfully from subsistence to commercial agriculture, there is a need for strong collective actions between the depraved land owners, government, and investors.

The determinants of large-scale land acquisitions (LSLAs) are, in most cases, outside the traditional sales–buying land market, as they are often rented lands for long periods of time or exploitation licenses. Sub-Saharan Africa is among the most affected regions by this phenomenon for reasons related to its land policy, and includes 37% of the total LSLAs cases. The paper develops an econometric model based on a logarithmic OLS regression to identify the determinants of LSLAs in sub-Saharan Africa. As suggested by the literature, this analysis poses the total agricultural area acquired by country as dependent variable. Results show that investors prefer a country offering a sufficiently free trade economic context with a good level of agricultural productivity, thus allowing an easy investment process. Moreover, a country with a formal recognition of land rights is preferred, to have guarantees on their investment. The availability of water is also one of the main LSLAs drivers, as a natural limit of agricultural investments.

Large-scale land acquisition (LSLA) by foreign interests is a major driver of agrarian change in the productive regions of Africa. Rural communities across Southwest Cameroon are experiencing a range of political conflicts resulting from LSLA, in which commercial interests are threatening local land-use practices and access to land. This paper shows that the struggle to maintain or redefine livelihoods generates tension between inward competition for and outward contestation of claims to land. In Nguti Subdivision, the scene of protests against a particular agribusiness company, there is continued debate over ideas about, interests in, and perceptions of land and tenure. The authors show how top-down land acquisition marginalises land users, leading to conflicts within communities and with the companies involved, and conclude that for an agro-project to succeed and avoid major conflicts, dominance by elite interests must give way to a more inclusive process.

Background A robust evidence base is needed to develop sustainable cross-party solutions for public housing to promote well-being. The provision of public housing is politically contentious in New Zealand, as in many liberal democracies. Depending on the government, policies oscillate between encouraging sales of public housing stock and reducing investment and maintenance, and large-scale investment, provision, and regeneration of public housing. Aim We aimed to develop frameworks to evaluate the impact of public housing regeneration on tenant well-being at the apartment, complex, and community levels, and to inform future policies. Method Based on a systems approach and theory of change models, we developed a mixed methods quasi-experimental before-and-after outcomes evaluation frameworks, with control groups, for three public housing sites. This evaluation design had flexibility to accommodate real-world complexities, inherent in evaluating large-scale public health interventions, while maintaining scientific rigor to realize the full effects of interventions. Results Three evaluation frameworks for housing were developed. The evaluation at the apartment level confirmed proof of concept and viability of the framework and approach. This also showed that minor draught-stopping measures had a relatively big impact on indoor temperature and thermal comfort, which subsequently informed healthy housing standards. The complex and community-level evaluations are ongoing due to longer regeneration timeframes. Conclusion Public housing is one of central government’s larger social sector interventions, with Kāinga Ora – Homes and Communities the largest Crown entity. Evaluating public housing policies is important to develop an evidence base to inform best practice, rational, decision-making policy for the public as well as the private sector.
