The practice of law enforcement on traffic violations committed by law enforcement officers is currently not enough to satisfy the expectations of the community. Problems often occur in current law enforcement practices, including vulnerability to corruption and convoluted bureaucracy in dealing with the process of law enforcement, especially for traffic violations. The practice of law enforcement itself cannot only be shackled in the current legal rigidity, in this condition a legal breakthrough or legal progression is needed, so that our law can adjust to the times and demands of society. The E-TLE (Electronic Traffic Law Enforcement) system created by the Semarang Traffic Police Unit is a breakthrough in law in law enforcement practices that are applied to traffic violations in the City of Semarang in order to bring a fast, precise, clean and transparent law enforcement system. In this context, progressive legal theory is used to create a breakthrough in progressive law enforcement in the E-TLE Satlantas Polrestabes Semarang system against traffic violations in the city of Semarang.

Bangkok is reported to have the worst traffic in the world, a situation that has a detrimental effect on the economic, social and financial development of the city. This mixed-methods study of the enforcement of Thailand’s Road Traffic Act, B.E. 2522 (1979) surveyed drivers in Bangkok and interviewed police traffic officers. The results reveal negative perceptions of drivers towards traffic police officers, poor law enforcement and disparity in policing practice. They also show that drivers lack road discipline and do not fear the consequence of any wrongdoing because they perceive that the Act merely prescribes petty offences and traffic police officers only impose light punishments. To support the cultural changes necessary to alter these perceptions, and enhance the economic and social development of the city, a range of strategies will be necessary, including training and development among drivers and law enforcement officers and strengthened legal provisions.

This study aimed to analyze the effectiveness of enforcement by the Traffic through ticketed to the people who violate traffic in the jurisdiction of Police Pekalongan and analyze barriers to enforcement by the Traffic Police Pekalongan against people who commit traffic violations, as well as the solution.The method used is empirical juridical approach or in other words the socio-juridical. Specifications research is descriptive. In this study the analysis used is qualitative analysis.The results of this study were: 1) The enforcement of the law by speeding ticket Satlantas through to the people who violate traffic in the jurisdiction of Police Pekalongan have been effective. Law enforcement jurisdiction over a speeding ticket in Pekalongan Police can provide a deterrent effect against traffic offenders, violations be reduced and the number of traffic accidents decreased. 2) Obstacles and solutions enforcement by the Traffic Police Pekalongan against people who commit traffic violations include: Offenders traffic still does not have a deterrent effect because until now there are many traffic violations, the lack of personnel in the line of duty, inadequate number of vehicles Pekalongan is owned by traffic Police, there are still people who do not know about the traffic rules, there is still a cultural one, that there are parents that when her son gets ranking in school, then bought a motorcycle as a gift. The solutions or efforts made to overcome obstacles in enforcement by the Traffic Police Pekalongan: Enforcing the law indiscriminately through seminars and trainings, submitted a letter to the leaders for additional personnel, proposed the budget and facilities and amenities, add socialization schedule traffic rules, instilling a culture of orderly traffic among early age.Keywords: Law Enforcement; Traffic Ticketed; Traffic Violations.

Penelitian ini bertujuan untuk Menganalisis efektifitas penerapan program e-tilang dalam mewujudkan penegakan hukum lalu lintas di Wilayah Hukum Polres Bone, serta faktor-faktor apa sajakah yang mempengaruhi upaya penegakan hukum berlalu lintas melalui program e-tilang. Berdasarkan analisis terhadap data dan fakta penulis berkesimpulan bahwa penerapan program e-tilang sudah cukup efektif dalam mewujudkan penegakan hukum lalu lintas bebas korupsi di Wilayah Hukum Polres Bone. Hal ini dapat dilihat melalui peningkatan jumlah pelanggaran yang terjadi antara tahun 2016 ke tahun 2017 yang meningkat secara signifikan. Hal ini menunjukkan bahwa program e-tilang sangat efisien dan cukup efektif menekan angka pungli. Pada sistem e-tilang, oknum tidak dapat lagi melakukan negosiasi terkait dengan pelanggaran lalu lintas, karena sudah tercatat secara digital dan harus selesai sampai dengan adanya putusan pengadilan. Faktor-faktor apa sajakah yang mempengaruhi upaya penegakan hukum berlalu lintas melalui program e-tilang di Wilayah Hukum Polres Bone meliputi Faktor hukum, Faktor penegak hukum, Faktor sarana, Faktor masyarakat, dan Faktor kebudayaan. This study aims to analyze the effectiveness of the application of the e-ticketing program in realizing traffic law enforcement in the Bone Police Legal Area, as well as what factors influence the effort to enforce traffic law through the e-ticketing program. Based on an analysis of the data and facts, the author concludes that the application of the e-ticketing program has been quite effective in realizing the enforcement of corruption-free traffic law in the Bone Police Legal Area. This can be seen through the increase in the number of violations that occurred between 2016 and 2017 which increased significantly. This shows that the e-ticketing program is very efficient and quite effective at reducing extortion rates. In the e-ticketing system, the person can no longer conduct negotiations related to traffic violations, because it has been digitally recorded and must be finished until a court decision is made. What factors influence traffic law enforcement efforts through the e-ticketing program in the Bone Police Regional Law Area include legal factors, law enforcement factors, facility factors, community factors, and cultural factors.

AbstractThe purpose of this study was to determine the effect of the implementation of the Electronic Traffic Law Enforcement policy carried out by the police in building legal awareness of the people of the city of Surabaya during traffic. The research method used is empirical juridical method. Order in traffic is one of the efforts in realizing a state based on law. As is known, there are still many in the community who do not care about good and correct driving procedures in traffic. As a side effect, many people violate traffic rules and cause road accidents. In this case, the government has made efforts by issuing various policies to build public awareness in traffic, one of which is Electronic Traffic Law Enforcement. Sebagai efek sampingnya, banyak dari masyarakat yang melanggar aturan-aturan lalu lintas hingga terjadinya kecelakaan di jalan. Di dalam hal ini pemerintah telah berupaya dengan mengeluarkan berbagai kebijakan untuk membangun kesadaran masyarakat dalam berlalu lintas salah satunya dengan Electronic Traffic Law Enforcement. Upaya yang demikian penting untuk dilakukan agar dapat terciptanya keamanan dan ketentraman dalam berlalu lintas di jalan raya.

Botswana has one of the highest rates of increase in road traffic accidents and fatalities in the world. The amendment of road laws came with stricter penalties for road offences which included higher fines and longer jail terms. This study uses multiple regression analysis subjecting variables to backward stepwise regression with a view to assessing the impact traffic law enforcement has had on fatalities in Botswana after the review of the Traffic Act of Botswana in 2008. The study uses secondary data and interview data obtained from law enforcers. The findings reveal that the enforcement of the new road laws has achieved little in the reduction of fatalities. Increasing the minimum driver licensing age may be a panacea to road accidents. Licensed drivers in the age group 30 to 45 years have the lowest rate of fatalities. The study questions the ability of punitive policies (i.e. road fines) to reduce fatalities. It offers that driver behaviour should be studied to come up with relevant policies.
