The publication features information on research done during the Bibliotheca Lituana project. In particular the focus is on collections of memory institutions, new perspectives on library and other memory institution, i.e. archives, museums, research. Modern library history has adopted relevant theoretical perspectives from social and cultural theory. Currently these perspectives incorporate not only the activities and collections of the aforementioned institutions but also the more widely interpreted information infrastructure, that do not have libraries as their main frame of reference. Problems faced publishing archival sources are also examined. It was determined that insufficient attention is given to research and publication of old catalogues, inventories and book listings. On the other hand a unified system and methodology for publishing of the aforementioned sources does not exist. We come to a conclusion that through new research paradigms, an interdisciplinary approach and change of thought in the archival, librarian and museology communities, we can start systematic research of libraries and other memory institutions. Their results would complement the pages of the continued Bibliotheca Lituana publications.

The modern Library or Information Service (IS) cannot, and should not, operate in isolation from the strategic planning of its wider organisation. Most IS units already tie their aims and objectives to the organisation's strategic mission, but how can the IS move from the confines of its traditional role to have greater influence and responsibility within the wider organisation? How can building relationships with key individuals/departments strengthen the overall role of the IS?

Purpose The purpose of this paper is to demonstrate how to apply traditional information retrieval (IR) evaluation methods based on standards from the Text REtrieval Conference and web search evaluation to all types of modern library information systems (LISs) including online public access catalogues, discovery systems, and digital libraries that provide web search features to gather information from heterogeneous sources. Design/methodology/approach The authors apply conventional procedures from IR evaluation to the LIS context considering the specific characteristics of modern library materials. Findings The authors introduce a framework consisting of five parts: search queries, search results, assessors, testing, and data analysis. The authors show how to deal with comparability problems resulting from diverse document types, e.g., electronic articles vs printed monographs and what issues need to be considered for retrieval tests in the library context. Practical implications The framework can be used as a guideline for conducting retrieval effectiveness studies in the library context. Originality/value Although a considerable amount of research has been done on IR evaluation, and standards for conducting retrieval effectiveness studies do exist, to the authors’ knowledge this is the first attempt to provide a systematic framework for evaluating the retrieval effectiveness of twenty-first-century LISs. The authors demonstrate which issues must be considered and what decisions must be made by researchers prior to a retrieval test.

The continuous and almost unprecedented popularity of Robinson Crusoe, Part i, has been variously explained. In accounting for the book's superiority to the imitations which it has inspired, several critics have praised Defoe for allowing his island adventurer barely enough in the way of tools and equipment to keep himself alive and gradually to improve his condition. It is often held, too, that Crusoe manifests unusual mechanical ability. But the facts do not support either of these assumptions, and I believe that the reader who makes them has failed to recognize a perennial source of the book's charm.James Sutherland, Defoe's biographer, commends the author for restricting his hero to “only a few things saved from the wreck,” with which he “proceeds to build up a new life.” In his introduction to the Modern Library edition of Robinson Crusoe, Louis Kronenberger agrees with others who, he says, have pointed out that “Defoe allowed Crusoe just enough in the way of equipment and fodder and tools for him at the outset to stay alive, and in the course of time to be made comfortable.” Paul Dottin remarks that Defoe has simplified his task by allowing the castaway “tout ce qui peut etre utile.”

The relevance of the study of a new type of library as a cultural universal is due to the fact that the modern library remains the most democratic tool in the world for access to knowledge for all citizens, regardless of their age and social status. The library, being a social organism, cannot exist outside of the spiritual life of society, it is one of the most important tools of its development. Changing role of information in modern society directly affects the transformation of some functions of libraries. The study of the ontological foundations of the library can help to reveal its mission at the turn of the epochs. The aim of the study is to consider the phenomenon of the library in the historical context as an institution of culture, providing circulation of social experience. Transformations in the life of society and in the activity of the library as a social organism create the task of defining a strategy for its development. When considering this problem, a systematic approach was used. Culture is considered as a system of supra-biological programs, in which the library acts as an element of this system. General logical methods of cognition such as analogy, analysis, synthesis, generalization and prediction were also applied. The material of the article characterizes the library of a new type as a cultural universal, accumulating and broadcasting social experience. The article presents the philosophical foundations of the library in the context of the universals of culture, describes its main functions, reveals the essence and characteristics of the library of a new type, identifies socio-cultural practices as an important factor in the formation of information mobility of students. As a result of the study the following conclusions were made: 1. The ontological foundations of the traditional and modern library are common, which characterizes it as a cultural universal. 2. The transformation of the functions of modern libraries led to the emergence of a new type of library. 3. Consideration and study of the philosophical foundations of the library of a new type let to reveal its mission at the turn of the epochs, as well as to predict further ways of its development.
