In the territorial profile of the European Union, large differences may be observed between economically better and less developed regions. Therefore, in its policy, much attention is focussed on the less developed regions. Such regions include disadvantaged, remote, sparsely populated and border regions. The Lubuskie voivodeship examined in the article should be included among them. This paper attempts to define the similarities and differences of this province in comparison to other regions of the European Union on the basis of typical features such as its geographical location and area, population density, land use and climatic conditions. For this purpose, 266 EU regions were studied, of which a group of 33 similar regions was identified by means of the complete linkage method. Next, these regions were analysed to indicate which of them, with similar geographical and natural conditions, could constitute a model for it, achieving more favourable economic results measured by the level of GDP per capita. The similarity between regions was examined by applying the Gower distance measure for quantitative and qualitative characteristics. The test results were visualised using a dendrogram and a taxonomic chart of the object under study. The data for the research was taken from the databases of Eurostat, the European Statistical Office, and Climate-Data.org. The collected data define the situation in EU regions as of 2017 or the last year available. Based on the conducted research, 9 EU regions can be selected as model regions for the Lubuskie voivodeship. These are regions from the following countries: Germany (5 regions), as well as France, Austria, Belgium, and the Czech Republic (1 region each). More closely examining the management methods of the regions from the above-mentioned countries, the functioning of industry, agriculture and transport in their area, and the promotion of regionally produced products would be reasonable for the needs of the regional policy of the Lubuskie voivodeship.

The potential and position of Poland in comparison with other EU countries in the field of solid biomass production and the possibilities that flow with the use of this raw material for energy purposes are presented. To assess changes in the biomass market in EU countries, tabular, graphical and descriptive methods were used. Due to its geographical location and climatic conditions, Poland is developing the RES sector using its own resources, which gives it one of the leading positions in the EU. This has a significant impact on the difficulties that Poland is facing to achieve the EU’s 15% renewable energy share in final gross energy consumption.

Grapevine is a worldwide crop and it is also subject to global trade in wine, berries and grape vine plants. Various countries, including the countries of the European Union, emphasize the role of product origin designation and suitable methods are sought, able to capture distinct origins. One of the biological matrices that can theoretically be driven by individual vineyards’ conditions represents DNA methylation. Despite this interesting hypothesis, there is a lack of respective information. The aim of this work is to examine whether DNA methylation can be used to relate a sample to a given vineyard and to access a relationship between a DNA methylation pattern and different geographical origin of analysed samples. For this purpose, DNA methylation landscapes of samples from completely different climatic conditions presented by the Czech Republic (Central Europe) and Armenia (Southern Caucasus) were compared. Results of the Methylation Sensitive Amplified Polymorphism method confirm uniqueness of DNA methylation landscape for individual vineyards. Factually, DNA methylation diversity within vineyards of Merlot and Pinot Noir cultivars represent only 16% and 14% of the overall diversity registered for individual cultivars. On the contrary, different geographical location of the Czech and Armenian vineyards was identified as the strongest factor affecting diversity in DNA methylation landscapes (79.9% and 70.7% for Merlot and Pinot Noir plants, respectively).

In between the writing of this editorial and the publication of this issue of EuConst, the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union, in everyday parlance the ‘Fiscal Compact’, will have been signed by the representatives of the governments of the contracting parties — the member states of the European Union minus the United Kingdom and the Czech Republic. The Fiscal Compact is intended to foster budgetary discipline, to strengthen the coordination of economic policies and to improve the governance of the euro area.

The research represents a real attempt to show the contemporary competition and conflict that erupted between countries to control the countries that affected by The Arab Spring. Especially the oil-rich, including Libya, which has a distinguished geographical location, so this is what made France and Turkey engage in a political adventure, an economic competition, and an attempt to establish influence in Libya. The State of Libya was completely destroyed in order to control its oil, which is targeted by Western countries and their oil companies. The Turkish government tried to exploit its Islamic identity to influence the emotions of the Libyan parties and provided support for them. Then, it made an agreement with the Libyan government headed by Fayez al-Sarraj to demarcate the maritime borders, which gave it space to pressure against its opponents in the Mediterranean, after its negotiations to join the European Union failed due to France's refusal to join. The research was divided into five parts, the first dealt with contemporary Turkish-French relations, while the second one dealt with Turkey's position on the French intervention in Libya in 2011. The third one showed France's position on Turkey's accession to the European Union. The fourth one clarified the Turkish-French relations after the 2011 Libyan crisis. The fifth one included the contemporary French strategy in Libya, and finally the sixth one revolved around the impact of the Turkish-French competition on Libya. The important part of the increase of regional potential is the farming of the land fund. The economic conditions for its utilisation have been already prepared. They are based especially on the drawing of funds of the European Union, namely for the period after the accession of the Czech Republic to the European Union and for the years 2007–2013. The measures concerning the land are included in the prepared programme documentation, especially in the Horizontal Rural Development Plan (HRDP) and in the Operational Programme “Agriculture”. The farmers will obtain the direct payment per area (SAPS) in addition to supports on foregoing measures. The requirements for environment-friendly farming of land will be increased in the future. The economic conditions for next period will concentrate on these priorities. It will concern the securing of public benefit contributing to the sustainable development of rural areas. The project assurance of these trends and their regional monitoring and evaluation will be important.
