The gold mining industry of the Russian Far East has a great development potential, whose economic growth largely depends on the efficiency of developing a unique mineral resource base. To do this, it is necessary to solve a number of tasks, including the management and organization of economic activities of enterprises engaged in the extraction of placer gold in medium and small volumes. Gold mining companies themselves positively assess the prospects for the development of the industry, despite the preservation of external restrictions imposed by Western countries. At the same time, the current position of the modern gold mining industry is determined not only by the state of the Russian economy, but also by a number of branch features related to the management of gold mining at the enterprise level. At the present time, there are increasing questions about the feasibility of consolidation of small and medium mining enterprises, which will allow them to overcome current trends in the economic development of the industry, by combining their own resources. At the same time, in practice, reverse phenomena are observed, indicating that the industry is segmented and the number of mining companies developing placer deposits is gradually increasing. However, consolidation processes, in the form of integration associations, represent one of the directions of development and effective functioning of Russian gold mining enterprises, therefore they require comprehensive research and remain relevant.

The mining industry belongs to the leading sectors of the global economy. However, the technologies used in it can not always be called innovative. This is due to both the specifics of the industry and the general technological lag of Russian economy. At present, it is almost impossible for individual enterprises to achieve significant success apart. In order for the process of innovative technological development to proceed more intensively, it is necessary to consider it through the prism of the ecosystem, i.e. a set of participants and the corresponding environment of this process, allowing to achieve a synergistic effect. The concept of an innovative ecosystem is based on the triple helix model, which is in turn based on a partnership between the state, science and business. They can interact effectively on the basis of technopark structures, which are a key element of the modern innovation ecosystem. The study was conducted on the basis of the Kemerovo region – a region in which a significant part of the Russian mining industry is concentrated. One of the tools for implementing the ecosystem approach to managing the development of the mining industry should be the main element of the innovation infrastructure of the Kemerovo region – the Kuzbass Technopark.

Federal tax revenues from the main sectors of the Russian economy after the 1998 crisis are examined in the article. Authors present the structure of revenues from these sectors by main taxes for 1999-2003 and prospects for 2004. Emphasis is given to an increasing dependence of budget on revenues from oil and gas industries. The share of proceeds from these sectors has reached 1/3 of total federal revenues. To explain this fact world oil prices dynamics and changes in tax legislation in Russia are considered. Empirical results show strong dependence of budget revenues on oil prices. The analysis of changes in tax legislation in oil and gas industry shows that the government has managed to redistribute resource rent in favor of the state.

Having analyzed the present state of the Russian economy the authors come to the conclusion that the only reasonable goal of its modernization is achieving high competitive capacity of production. External and internal competitive capacity is analysed in detail basing on broad statistics as well as competitive capacity of institutions and their changes, the adaptive model of transition economy. According to the authors implementation of competitive capacity policy as a national idea should take into account long-term perspective.

The problem of interaction between Russian currency appreciation and positive dynamics of macroeconomic indicators is studied. Main economic factors of ruble appreciation are analyzed. Consequences of the Russian Central Bank's policy directed to oppose ruble appreciation and problems in financial area due to the increase of money supply through the exchange market are considered. Influence of exchange rate appreciation on economic growth, inflation, export, import, capital flows are discussed. It is concluded that Russian ruble appreciation stimulates an increase in efficiency of the Russian economy.
