The mining industry belongs to the leading sectors of the global economy. However, the technologies used in it can not always be called innovative. This is due to both the specifics of the industry and the general technological lag of Russian economy. At present, it is almost impossible for individual enterprises to achieve significant success apart. In order for the process of innovative technological development to proceed more intensively, it is necessary to consider it through the prism of the ecosystem, i.e. a set of participants and the corresponding environment of this process, allowing to achieve a synergistic effect. The concept of an innovative ecosystem is based on the triple helix model, which is in turn based on a partnership between the state, science and business. They can interact effectively on the basis of technopark structures, which are a key element of the modern innovation ecosystem. The study was conducted on the basis of the Kemerovo region – a region in which a significant part of the Russian mining industry is concentrated. One of the tools for implementing the ecosystem approach to managing the development of the mining industry should be the main element of the innovation infrastructure of the Kemerovo region – the Kuzbass Technopark.

The article analyzes the possibilities for the development and transformation of the NIS of Russia into an ecosystem. A review of the features of innovation ecosystems has been carried out. Based on the quadruple helix that is the variant of adaptation of the triple helix model to Russian conditions and system economic theory, a structural model of an integrated national innovation system has been developed. The model is based on a quadrangular pyramid, the faces of which reflect the NIS macro-subsystems: science, government, education, and business. The pyramid is divided into three levels of the hierarchy (micro-, meso-, and macro), including the corresponding economic agents. The analysis of links uniting agents belonging to different levels and macro-subsystems of the NIS is carried out. It has been established that interaction between all agents should be based on ecosystem principles, such as mutual responsibility, information openness, equal access to public infrastructure, and others.

In the current global scenario, the relevance and the importance of social innovation becomes critical in order to face this situation of crisis. For its close link with the local area in which it takes place, social innovation is deeply rooted in the overall system, and thus involves the action of many different actors. The aim of this chapter is to highlight the presence of a new managerial model that is more suitable to promote social innovation within an ecosystem. This analysis has been developed focusing on a new and innovative framework, the Social Innovation Pyramid, and on the Trentino's ecosystem based in North-East of Italy.

The goal of the study is to demonstrate that the Triple Helix model neither sufficiently reflects the process of innovation development nor justifies the fourth helix, the indicators of which describe the real situation in the social and economic area of the country and are an important element of the innovation ecosystem. The study uses empirical methods: observation, measurement, description of facts; logical inferences; sampling of the required information, its grouping; system and statistical analysis; and comparison of the indicators under study. The analysis of the existing models of innovation development and their applicability in Kazakhstan practice has been carried out. Considering the Triple Helix concept of innovation development, a proposal is made to introduce a fourth player – the civil society, which ensures the influence and voice of the people and serves as a channel of communication with the authorities. The solution of the innovation problem presented in the article is of interest to the post-Soviet countries and emerging economies, where social issues and the welfare of citizens have not received sufficient attention, but the components of the Triple Helix (government, universities and business) do not work without their solution. The distinction of the study lies in the development of a model of the fourth helix of innovation development, which reflects the state of the civil society and socioeconomic processes in the country.

Every year, the importance of innovation policy as a part of economy’s sustainable development is growing. The state approaches this policy thoroughly enough and carefully searches for ways of the most effective formation of the national innovation infrastructure. In this regard, the "Triple helix" model must be considered as one of the most successful models of innovation development of mining regions’ economy. The analysis of the possibilities of its implementation in the mining region (on example of Kemerovo region, Western Siberia, Russia) should be based upon the experience of another mineral resource region – Tomsk oblast. Among the problems hampering the effective functioning of the triplehelix model in the Kemerovo region, the authors describe the reduction in the staff engaged in research and development, intellectual and business migration, low financial activity, lack of support from federal and regional authorities. Only by implementing a system of measures aimed at applying the "Triple helix" model as the basis for regional innovation system, Kemerovo region can change its way for sustainable development.

Innovation ecosystem is one of the tools to create conditions that increase the competitiveness of organizations in the national and regional economies. Based on the historical analysis of the formation of the management system in the scientific and technical sphere, carried out by the authors of the article, the elements of the ecosystem that make the main contribution to the overall potential of the Russian economy are considered. Since the main elements of the ecosystem are located in cities - in megalopolises and in specialized settlements - the problem of innovative development and territorial distribution are intertwined more closely than ever, creating both growth points and regions of stagnation. The article considers the types of innovation systems, analyzes the ecosystem approach in innovation policy and the necessary basic conditions for creating local innovation ecosystems.

The fundamental challenges faced by the global economy with the advent of the COVID-19 pandemic and the prospects for re-globalization provide opportunities for the intensification of the development of new forms of coordination of economic relations – innovative ecosystems (regional, industrial, entrepreneurial). It seems that economic relations are built within the framework of a particular ecosystem, and the scientific descriptive and predictive analytics are not sufficiently able to describe their nature and the main patterns of growth. In order to provide a theoretical and practical contribution to the developing ecosystem approach, the article presents an analytical model of the innovation ecosystem of a high-tech company, proposed for evaluating and comparing its level of development. Research methods include content analysis of scientific literature devoted to the study of innovative ecosystems and approaches to their assessment, system analysis and factor modeling. The research fundament is based on the dynamics of indicators of innovative development of the ecosystem of a large production company in the Sverdlovsk region for 2013-2019. The model was tested according to the indicators of 2018. Further directions of the research in the practical aspect will consist in a comparative analysis of other periods of the company’s activity, as well as in the application and verification of the model on the indicators of other organizations. Justification of the possibilities of creating technologies for managing the innovation ecosystem is seen as a theoretical component of future research.
