The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The authors of this article briefly note the relevance of this topic; give the composition of the Arctic zone of the Russian Federation; consider the features of the development and functioning of this zone; briefly analyze the rich and diverse natural resource potential of the Arctic zone of Russia with the identification of natural and anthropogenic trends in the state of the zone and areas of international cooperation in the Russian Arctic with the identification of environmental threats. The authors in a concise form consider some features of the spatial development of the economy of this Arctic zone, as well as the formation and development of the Northern Sea Route, highlight the most important problems in the western, central and eastern parts of the zone. In conclusion, the authors draw brief conclusions from the entire set of problems they have considered.

The article states the new technical basis of production, which is socio-cyberphysical systems and intellectual space, and also analyzes the current state of studies on the problem regarding the development of socio-cyberphysical systems and intellectual space. The concepts definition is described – socio-cyberphysical systems and intellectual space. The paper proposes to take the target subspaces of the Arctic territory of the Russian Federation as a territory for application of socio-cyberphysical systems and intellectual space. There are seven types of target subspaces for the Arctic development as the targets for the ideology of socio-cyberphysical systems and intellectual space: base cities, mobile filed camps, territories for mineral resources extraction, recreational areas, fishing grounds, northern sea route, safe existence protection infrastructure. The article outlines the concept of building socio-cyberphysical systems and intellectual space. The global conceptual goal of the Russian Arctic development is stated as a transition to the functioning of the Arctic zone in the mode of sustainable development on the basis of socio-cyberphysical systems and intellectual space. The targeted integrated programs have been conceptually selected as a tool for arrangement and management of the socio-cyberphysical systems and intellectual space development in the target sub-spaces of the Arctic zone of the Russian Federation.

New plans for the development of the Russian Arctic caused certain reactions from both the external and internal environment. In March 2018, the President of the country announced new guidelines for the development of the Northern Sea Route (NSR). The documents for the strategic development of the Arctic zone of the Russian Federation were asserted. One of the main directions in these documents is the development of the NSR as a competitive national transport means of communication of the Russian Federation on the world market. As a part of the research, the political and economic aspects of the external environment were studied, which affect the development and functioning of Arctic communications in the water area of the NSR. The informational basis was provided by expert assessments of scientists and politicians, as well as by publications of news outlets and experts’ interviews. The specificity of the institutional legal field of the NSR is considered. The article reveals the phenomena of "Arctic dualism" caused by the clash of national and international law, when changes in the national legal field lead to a response from other Arctic states and an increase in political risks related to increased competition. The main business trends in the development of the NSR were also identified. The period considered in the article is characterized by the strengthening of the domestic economic policy of Russia, which is aimed at enhancing business processes in the Arctic zone of the Russian Federation. At the same time, the considered trends within the external environment indicate a number of restrictions for the use of the NSR as an international transit highway. The processes considered indicate that in the near future, the use of the NSR can only be considered in the context of meeting the industrial needs of the Arctic business.

The relevance of the article is determined by the increasing role of the Arctic transport system in the economy of the Russian Federation: involvement of territories of the Arctic zone of the country in economic activities, an increase in their social and economic potential. The development of the northern territories is directly related to existing and future capabilities of the Arctic transport system, for successful functioning of which it is necessary to provide it with feeder transport network.The objective of the work is to determine the scenarios according to which development of these feeder roads can be carried out. When writing the article, the methods of systemic, comparative, and statistical analysis were particularly used.The paper clarifies the definition of the Arctic transport system. It is noted that scenarios for development of feeder routes to it should be linked to its general development, as well as to the development of the Arctic zone of the Russian Federation. The European and Ural Arctic subregion is highlighted, where development of feeder routes is most important in connection with the growth of economic activity on Yamal Peninsula. With reference to the works of domestic and foreign authors, strategic planning documents of the Russian Federation, it is assumed that according to the degree of achievement of target indicators of traffic volumes along the Northern Sea Route, optimistic and pessimistic scenarios for formation of feeder network can be activated. The final implementation of one of those scenarios is determined by political, natural, and other risks.When developing scenarios for formation of transport feeder network to the Arctic transport system, the emergence of new modes of transport should be considered. New modes of transport can provide linking of remote objects to the trunk transport networks or eliminate the gaps emerging in them.The use of new modes of transport in the Russian Arctic should be carried out only after testing at specialized test sites, where their safety for transportation of passengers and goods, as well as for the environment, will be determined.The work was carried out within the framework of the comprehensive program of fundamental scientific research of the Ural Branch of the Russian Academy of Sciences for 2018–2020 and is associated with the need to increase the capacity of the main ports of the European and Ural Arctic and the volume of traffic along the Northern Sea Route.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
