The 21st century is envisaged to be an era of the highest growth of the higher education (HE) system with multiple qualitative and developmental changes. Namely, public universities are faced with numerous challenges: reduction of public funding, public accountability, cost efficiency, digitization, marketization, social corporate responsibility, and competition. In order to cope with these changes, governments have been implementing new strategies with the aim to improve the economic efficiency of HE systems and achieve optimal utilization of public resources. Hence, there is a growing demand for the measurement, management and reporting of university performances. Based on the developed conceptual framework of integral performance measurement and evaluation system of universities in Serbia, this chapter provides a framework for intellectual capital (IC) reporting system according to the needs, characteristics, organization, and functions of the Serbian public universities.

Abstract The National Course Examination (ENC), as a mechanism of external evaluation, is not limited to a diagnosis. Understanding the importance of the academic community's involvement in its own discussion process and accompaniment of the courses, competes to higher education institution to systematize and to analyze the data and to enrich the evaluation system. The University of Itajaí Valley (Univali) uses the Report of Institution/Inep/MEC with results obtained in the test and opinions emitted by its students in the Research Questionnaire as subsidies to detect strong and vulnerable points, to improve projects and pedagogic practices and to start new actions, integrated in the continuous improvement of the courses. This way, we presented, in this work, the data systematization in the Economy Course, submitted at the ENC/1999, in which it obtained a "D" concept, and in 2000, a "B" concept, in order to elaborate an Integrated Plan of didactic-pedagogic actions for 2001. Keywords: National Course Examination; procedural evaluation; systematization and integration.

Private higher education has become an indispensable part of Chinese higher education currently. Compared with government funded education, private higher education institutions lack a performance evaluation system that accords with their characteristics and strategic requirement of development. The performance evaluation of private higher education institutions is constructed creatively by using the balanced scorecard, a systematic performance evaluation tool guided by strategic objectives. The system can enhance the core competence of private higher education institutions and boost healthy development of private higher education institutions.
