The authors raise the problem of the scientific and educational vector of the formation of the network component of social and human capital in Russian regions. The development of the network component is becoming one of the policy directions for the formation of the region’s human capital through the creation of certain network centres. The emerging network connections of world-class scientific and educational centres in Russian regions are analyzed, which create conditions for transforming the existing human potential of the territory into the human and social capital of the country. Based on the definition of social capital by P. Bourdieu and M. Paldam as a group resource for obtaining social connections, the authors analyze the process of forming network connections between the educational, scientific environment of the region, its business community and government bodies at the sites of world-class scientific and educational centres operating in Russia, which is the basis for the formation of the social capital of the territory. The conclusions of the study are to determine the structure of ties in the scientific and educational vector of social and human capital through the functioning of network RECs, which become interregional coordination structures for the scientific and educational space of the country.

The article is devoted to the study of the content of the category "human potential" and the basics of its management. According to the results of the study, it was found that the socio-economic conditions of the state directly affect the quality of human potential formation at all levels. In addition, the process of formation of the human potential of the region must be the basis for the formation of such a potential at all levels. Qualitative formation of human potential will directly affect not only the formation of other potentials of economic systems, but also the total human capital of the state as one of the most important components of national wealth.

Spatial effects in human development levels among different regions of a territory are important to study in the context of the core-periphery model. We use different methods to study human development index (HDI) for 85 Russian regions. The authors studied the human development index (HDI) for 85 Russian regions. Methods of spatial statistics (econometrics) are used to estimate the ‘spatial gradient’ in economic geography (Moran’s global and local I, Geary’s C, Getis-Ord global G indices). As a weighting matrix we used a contiguity matrix, taking into account the HDI levels only in neighboring regions. Analysis of the global indices of Moran’s I, Geary’s C and Getis-Ord G and Morans scatter plots showed the presence of time-inconsistent spatial autoregressive dependence of the level of HDI in regions of Russia. The ‘spatial gradient’ of the level of human development in Russia is influenced by historically existing imbalances (due to strong oil and gas export-oriented nature of the economy) and insufficient use of human capital. To our view the regional differentiation in human development among the regions is caused primarily by the ‘catching up’ style of Russian economy: human capital is concentrated in regions with already high level of development, although in terms of growth rates Moscow and St. Petersburg are not the leaders. The territorial and geopolitical policies of Russian Federation also influence HDI distribution. For example, huge public investments in the regions of Russian Far East are often ineffective.

Such concepts as human and intellectual capital as well as their interrelation are considered in this article. Their infl uence on professional education process is estimated. Problems of introduction of innovations in educational process are shown. According to the author, the main problem of introduction of innovations is that standard tests of knowledge assessment don't correspond to innovative methods of training.
