The article is devoted to the study of the content of the category "human potential" and the basics of its management. According to the results of the study, it was found that the socio-economic conditions of the state directly affect the quality of human potential formation at all levels. In addition, the process of formation of the human potential of the region must be the basis for the formation of such a potential at all levels. Qualitative formation of human potential will directly affect not only the formation of other potentials of economic systems, but also the total human capital of the state as one of the most important components of national wealth.

Human capital is one of the main factors in the development of the modern economy. Its condition and trends are determined by the specific conditions in each country. The purpose of this report is to examine the extent to which the different political and socio-economic conditions in Bulgaria and Russia affect the main characteristics of human capital. The analysis of the state of human capital is presented in quantitative and qualitative aspect. Quantitative characteristics are mainly related to changes in the population, its age structure and the state of its health. The educational level of the population and the quality of the educational training are considered in a qualitative aspect. The comparative analysis shows that Bulgaria and Russia have many similarities regarding the state and development of human capital, but the differences prevail. In Bulgaria, the population, as well as labor resources, are rapidly declining, and in Russia the changes are in a positive direction. Russia still manages to maintain a good quality of education, and Bulgaria is retreating from its good positions. On this basis, it is concluded that the different political and economic conditions in the two countries form a specific profile of their human capital, but generate similar problems. This imposes the need for rapid and effective measures aimed at modernizing education and health care systems, changing the funding model and its results, as well as adapting external models and policies to national specifics and traditions.

Introduction. In the past, the wealth of a country was measured in gold and silver. Later, wealth started including means of production. Nowadays, the national wealth of a country includes three main components: natural capital, productive assets and human resources. The purpose of this paper is to highlight historical aspects of assessing the wealth of countries, identify its most important components in the modern world, and analyze of the interests of young people in Ukraine in learning. Results. The concept and composition of national wealth has undergone revision and transformation from the 18th century to the present day. Over time, in addition to gold, silver and means of production, human capital was added to its composition. Rich countries have a high share of produced and intangible assets compared to natural resources. The features of capital that are relevant to human capital, in contrast to human potential, are the ability to accumulate and generate income. For the emergence, as well as the productive functioning of human capital, it is necessary to create appropriate conditions. It is important to achieve a certain standard of living, have support of the state and non-state institutions, make available of modern and progressive knowledge and its effective transfer to the object of educational process, and create conditions for the preservation and development of human capital. Low wages in Ukraine are a primary cause of poverty. Since most European countries have a better standard of living and quality of life, many Ukrainians consider migration to be the only and the most reliable way to improve their lives. During 2015–2019, the share of young people who do not work, study or acquire professional skills amounted to about one sixth of the population aged 15–24. Conclusion. Lack of education and/or high skills of a worker does not affect the level of wages in the cross-country comparison, thus Ukrainian youth loses motivation to learn. The territorial proximity of some regions of our country to Hungary, Poland, Slovakia and Romania and higher wages there create favorable conditions for labor migration of young people. This situation stresses the need for appropriate measures at the state level.

In this study, one important thing will be discussed, namely about what is performance, its services, especially for the state civil apparatus (ASN). Since personnel are so important from both the employee and organizational point of view, an efficient evaluation orders related evaluations to the organization. The main objective of this research is to assess the importance of evaluating the performance of the civil service to increase public efficiency as a special type of human capital. This concludes with the steps necessary to ensure the efficient use of the capacity of the civil service of the state. This study uses a qualitative approach with a literature review method to explain the performance of the State Civil Apparatus as a development of the quality of human resources.

This article presents the results of a study aimed at identifying problematic aspects of monitoring the physical health of Chinese students and establishing strategic directions for its improvement within the framework of the state project "Healthy China - 2030". In the course of the study, the reasons for the low effectiveness of the current monitoring system were considered in detail, which allowed us to identify strategic directions for its modernization, taking into account the prevailing socio-economic conditions in the field of education, physical culture and China as a whole. The significance of this research lies in the established strategic directions, according to which it is possible to implement a number of measures that will significantly improve the quality of monitoring the physical development and fitness of Chinese students and improve the management process in the field of physical education.

The purpose of the article is to improve the strategic management of human capital in the context of digitalization. In modern conditions, the development of human potential is closely linked with the spread of digital technologies, which are being implemented and rapidly evolving in all spheres of the economy and society. In this context, the effectiveness of the processes of adaptation and competitiveness of socio-economic systems in the long run depends on the development and implementation of the concept of human capital development which takes into account the impact of digitalization processes on the formation of human capital, as well as on the relevant qualitative characteristics that will best meet the needs of the national economy in the transition to a digital model of governance. Methodology. The article is based on international legal acts, laws and bylaws of Ukraine in this area of legal regulation of human capital in the context of digitalization. Both general scientific and special methodology were used for the research: methods of analysis and synthesis, method of description, method of induction, method of deduction. Results. It is proved that the state policy in the field of human capital development in Ukraine today does not meet the modern challenges associated with the rapid development and spread of digital technologies. The consequences of this are already growing disparities in the labor market, shortage of highly qualified specialists with digital competencies at the appropriate level, growing trends in emigration of intellectual capital and gene pool of the nation abroad, reduction of the "middle class" and intensification of social degradation. Solving these problems requires the development and implementation of a Unified State Strategy for Human Capital Development, which will stimulate its formation, development and effective use in the vector of transition to a new technological system, ensure economic growth and high living standards. To this end, the concept of strategic development of human capital in the context of digitalization is substantiated. It systematizes the goals, principles, strategies and tasks of the state to ensure effective processes of human potential formation and its transformation into human capital in the context of implementing the strategy of sustainable development of the national economy under the influence of digital technologies. Conclusions. The strategy of human capital development in the conditions of digital transformations is substantiated. It is a system of interrelated directions, actions and mechanisms aimed at implementing the concept of formation, motivation and use of human capital, which meets the needs of the economy and society and contributes to the competitive advantage and continuous human development in the long run.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

Abstract. Agricultural regions of the Russian Federation, whose strategic economic sector is agriculture, have significant opportunities for economic growth and development. They are highly important for ensuring the country's food security and depend significantly on the state of human capital of their rural territories. In this regard, the research objective of this study is to analyze the socio-economic conditions for the formation and development of human capital in rural areas of the Kurgan region (as a traditional agricultural region of the Ural Federal District and one of the ten depressed regions of the Russian Federation identified as such by the Government of the Russian Federation). Results. The article presents the results of assessing the level of development of the agricultural sector of the economy and the state of the social infrastructure of the region as the most important conditions for the formation of human capital accumulated within its territory. On the basis of theoretical generalizations, a rigorous analysis of statistical data, results of the surveys it was offered summarized information, indicating that (1) the economic conditions for the development of rural areas favor the formation and development of human capital of the required quality due to the current positive trends in the field of specialization of production, its technical equipment, technological innovation, stimulating state policy, (2) in the village there is a low level of development of social infrastructure, leading in turn low attractiveness of rural areas for highly professional, educated, creative professionals who are the basis of human capital in any field of activity. Scientific novelty. The results obtained in this research have theoretical novelty and practical value, including: 1) justification of the importance of creating a decent socio-economic environment for the development of remote territories; 2) conclusions confirming the need to provide special conditions for attracting unique specialists to rural areas; 3) arguments for stimulating convergence processes necessity in the levels of socio-economic development of all rural territories.

The article shows that the activities of the State in the field of social support and social protection are aimed at addressing the needs of the lower levels of Maslow’s pyramid of motivation: physiological needs, the needs of a safe existence. Currently, we are fighting poverty, while we need to create conditions for the formation of an active life position of citizens, which is aimed at the development of the human capital of the country, on the quality of which the successes of modern society depend. This task is achieved by forming motivations of the highest levels of the pyramid: the need for social contacts, self-affirmation and self-expression. The development of the Concept and Program for Human Capital Development would allow to coordinate and link all activities of a socio-economic nature, both already being implemented in the country and formulated in the Address of the President to the Federal Assembly on January 15, 2020.

The most important indicator of the level of socio-economic development of the state is the quality of the provision of public services. However, their quality does not always correspond to the requirements of today. Therefore, one of the system links that need theoretical generalization and streamlining is the financial mechanism for the provision of public services. Thus, the issues of improving the financial mechanism are relevant. The purpose of the study is to analyze the financial mechanism for providing public services. Following the goal, the following research tasks are set: to study the state of the financial mechanism for delivering public services; to analyze the forms, methods, and tools for financing public services; to study the process of planning the financing of public services. The practical significance of the work lies in the fact that the materials of the article can be used by public authorities to increase the efficiency of spending budget funds. Besides, they can be applied in the teaching of economic disciplines.

The article is devoted to the analysis of the COVID-19 pandemic impact on human potential in the context of overcoming social inequality and ensuring its optimal fulfillment in the face of unexpected and unpredictable threats. The nature of the pandemic impact on economic and social sphere, as well as the most vulnerable areas of the human potential formation and development has been studied. The degree of social inequality influence on the level of social and economic systems of different levels vulnerability, the role of human development indicators in the ability to respond quickly to pandemic threats, to ensure required level of security, and availability of necessary benefits has been defined. It is substantiated that lower levels of human development increase social inequality, deepen problems and crises, neutralize efforts to overcome and prevent the spread of threats, and erroneous decisions and ineffective short-term measures can have a devastating impact in the strategic perspective. Determinants influencing the degree of social and economic systems readiness to respond objectively to the challenges of the pandemic, overcome spatial and social constraints, ensure the continuity of formation and effective fulfillment of human potential are identified. The study revealed necessity to restructure strategic planning of cities as the main centers of human development, which play a critical role in the system for preventing the spread of pandemic threats and are able to maximize economic and social resources to develop effective solutions and consolidate society's efforts in the face of future pandemic risks. The main directions to improve long-term urban planning in order to prevent manifestations of inequality, to ensure quality conditions for building, preservation, development and effective fulfillment of human potential are outlined.
