This paper is based on the premises of economic development through the creation of economic enclaves across the region-seeking industrialization in the context of India. The study suggests that Special Economic Zones policy has attracted a considerable amount of export-oriented investment and production, employment creation, and technical know-how. However, the policy has not met the desired results considering the objective of economic development. Assessment leads to understanding that competitiveness of domestic firms and linkages with foreign affiliates can be strengthened by the adoption of institutional re-structuring to create the conducive environment for further industrialization. It may lead to related spillovers to have positive impacts on the overall economy.

The article examines the expediency of establishing special economic zones in different regions in order to promote the socio-economic development of the regions in the Republic of Azerbaijan. The article analyzes the implementation of social and scientific-technical goals in the creation of special economic zones, the integrated development of backward regions, the provision of high-quality goods to the national market, increasing the efficiency of production forces and infrastructure.

The article contains material on the princi-ples and special conditions for the function-ing of special economic zones of technology-innovation type. Since the creation of the first free economic zone (FEZ), there have been many changes. There have been both successful projects and weak experiences that have already been analyzed. Regular revision, generalization, and updating are required for many regulations governing the creation and operation of these territories with special conditions. At the same time, potential SEZ residents – entrepreneurs – need an explanation of the complex lan-guage of regulatory acts. This work was based on the generalization of methodologi-cal documents and practical experience. It focuses the reader on the principles and conditions that allow nowadays to create promising, successfully developing SEZs. The paper can become the basis for updat-ing regional and local regulatory acts to im-prove conditions for the advanced develop-ment of territories.

One of the ways to stimulate the social and economic development is the stimulation of entrepreneurship by the creation of appropriate conditions for the activity of the enterprises.There are good reason why sometimes entrepreneurship is called the fourth factor of production,alongside with the labor, land and capital. Creation the special economic zones (SEZs) in theweakly developed or affected by problem of high unemployment areas is one of the solutionsthat facilitate doing a business. SEZs were created not only to attract the investments fromoutside, but also to stimulate the local entrepreneurship.This study should clarify the influence of SEZs on the entrepreneurship development.According to the presumptions the lands belonging to the special economic zones have bettereconomic indicators than adjacent areas. The analysis can answer the question: What is theinfluence of tax reliefs and other preferences used in the SEZs on the entrepreneurship development?

The author explore the creation and regulation of special economic zones in Russia on the basis of a systematic approach. Such territories are considered by the government as a way to diversify the production of goods for export, increase the labor force and exchange technology between enterprises. The author conclude that this approach hinders business activity and hinders the vital competitive and collaborative behavior of firms within these economic zones.

Статья посвящена рассмотрению вопроса о необходимости создания особой экономической зоны в республике Карелия. Авторы рассматривают цели создания, анализируют созданные в Тульской и Псковской областях особые экономические зоны, которые были выбраны в качестве примеров для создания подобной зоны в Карелии. Особое внимание уделяется рассмотрению размещения данной зоны в поселке Вяртсиля. This article is devoted to the issue of the need to create a special economic zone in the Republic of Karelia as a border zone. The reasons and goals of creation, alternative accommodation were considered, the special economic zones created in Tula and Pskov regions are studied, which were considered as an example for its creation in Karelia. The sources of financing and payback, the costs associated with the creation of the SEZ and whether they were taken into account when creating it in Vyartsilya are considered. Particular attention is paid to the consideration of the location of this zone in the village of Vyartsilya.
