To achieve universal energy access will attract huge capital investments. If sub-Saharan Africa is to realize anything close to the ambitious goals set for its energy access, then new actors, innovative funding mechanisms and sustainable technologies will have to be attracted. Finance is needed for activities such as rural electrification, clean cooking facilities, diesel motors and generators, other renewable energy technologies, oil and gas infrastructures, etc. Finance is also needed in research and development of suitable technologies and funding options as well as investment in the capacity to formulate and implement sound energy policies. This chapter examines the varied financing options for energy access in sub-Saharan Africa. It argues that with appropriate laws in place and effective mechanism for implementation, African countries can significantly engage private sector financing, international financial institutions and foreign donors. The role of the law here will be in creating an enabling environment for financing.

Objective - The purpose of this paper is to study how the technological innovation can achieve and promote sustainable development particularly in Africa. It considers forms of innovation technology that could enhance sustainable development. Methodology/Technique - The data used in this paper includes 54 African countries and the study period is from 2000 to 2014, using data on IT that measures the stock of telecommunications infrastructure as telecommunications investment. The GDP series represents annual real GDP in the prices of 2000. Annual series for IT and GDP were collected from the World Development Indicators of the World Bank database in 2015. Findings - The paper presents the concept and strategies of Sustainable Economic Development, discusses existing technologies in sustainable development, shows the role of technology in sustainable development, and presents the information and communication technology to promote economic development in Africa and the obstacles to set up policies for innovation technology in Africa. Novelty - The results have major implications. Firstly, the access to telecommunications services contributes towards economic growth. Secondly, an appropriate regulatory environment is necessary to realize the potential growth in telecommunications demand generated by increased income. Generating and developing knowledge societies is a key element for sustainable development as defined in the 2030 Agenda for Sustainable Development Goals adopted by the United Nations in 2015. Based on a limited natural resource base, Rwanda chose to take an approach to development that differs from that of its neighbours by making ICTs the cornerstone of its development. With this focus, government of Rwanda (GoR) took a Pro-ICT led public policy that has led to several public reforms such as but not limited to liberalization of the telecom sector, enactment of laws to govern electronic messages, signatures, transactions, data protection, cyber-security and ICT usage, development of relevant infrastructure and establishment of key institutions such as the Rwanda Utilities and Regulatory Agency (RURA) and Rwanda Information Society Authority (RISA). These reforms have in turn led to a fast-growing ICT sector in Rwanda compared to that of the neighbours. To-date, Rwanda is one of the fastest growing African countries in ICT. In 2015, Rwanda emerged as the third best ICT country in Sub-Saharan Africa behind South Africa and Seychelles. In 2016, it moved one position up and emerged 2nd behind Seychelles. The fast-growing ICT sector has stimulated entrepreneurial creativity and growth across the economy. This chapter examines the best practices that Rwanda has applied in her journey to a knowledge society that could possibly help other countries in the region pursuing the same objective. The chapter also briefly reviews challenges and gaps in Rwanda's journey to a knowledge society and suggests recommendations for further improvement.

The chapter seeks to provide insights on the alternatives for financing sustainable development in the Sub- Saharan Africa (SSA). It has been highlighted in the chapter that the region faces the danger of not attaining the SDGs due to poor political systems, climate change, high population growth and restricted economic growth and development. This comes in the midst of declining and unpredictable Official Development Assistance (ODA) plus other domestic and foreign financing instruments. Despite the constraints, the chapter has explored the potential for the region to attain and maintain the Sustainable Development Goals (SDGs) way beyond 2030. Sub-Saharan Africa has a lot of natural resources and a favorable demographic structure. Furthermore, the region has shown some signs of industrial development of late and increasing regional integration which are key to economic transformation. Finally, the chapter has highlighted some policy recommendations in order for the region to realise its potential and attain the SDGs.

Purpose The purpose of this paper is to question the extent to which Sub-Saharan African cities are progressing towards promoting pro-poor economies through pro-poor tourism (PPT). It specifically examines how African cities are resilient towards attaining sustainable urban tourism destinations in light of high urbanization. Design/methodology/approach The methodological framework is interpretive in nature and qualitative in an operational form. It uses meta-synthesis to evaluate the causal relationships observed within Sub-Saharan African pro-poor economies to enhance PPT approaches, using Accra, Ghana, Johannesburg, South Africa, and Harare, Zimbabwe, as case studies. Findings Tourism development in Sub-Saharan Africa has been dominantly underpinned by neoliberal development strategies which threaten the sustainability of tourism in African cities. Research limitations/implications The study is limited to three Sub-Saharan African countries. Further studies may need to be done in other developing countries. Practical implications It argues for good governance through sustainability institutionalization which strengthens the regulative mechanisms, processes and organizational culture. Inclusive tourism approaches that are resilient-centered have the potential to promote urban tourism in Sub-Saharan African cities. These findings contribute to the building of strong and inclusive Institutions for Sustainable Development in the Sub-Saharan African cities to alleviate poverty. Social implications These findings contribute to the building of strong and inclusive institutions for sustainable development in the Sub-Saharan African cities to alleviate poverty. Originality/value The “poor” are always within the communities, and it takes a community to minimise the impact of poverty among the populace. The study is conducted at a pertinent time when most African government’s development policies are pro-poor driven. Though African cities provide opportunities of growth, they are regarded as centres of high inequality.

To explore the role expectations of different stakeholders in the health care system on the roles and tasks that nurses and midwives perform, in order to clarify and strengthen these roles and shape the future of nursing education and practice in sub-Saharan Africa. Qualitative focus group discussions were held with different stakeholders (nurses, health service managers, patients and their caregivers, community members and leaders and other health professionals) in eight African countries in order to establish their role expectations of nurses and midwives. Three questions about their role expectations and the interviews were taped, transcribed, and translated into English and analysed. There was consensus amongst the stakeholders regarding eight role functions: taking care of patients; giving health information; managing the care environment; advocating for patients; services and policies; providing emergency care; collaborating with other stakeholders; and providing midwifery care to women, infants and their families. There was disagreement amongst the stakeholders about the role of diagnosis and prescribing treatment. Nursing derives its mandate from communities it serves, and the roles expected must therefore form part of nursing regulation, education and practice standards. Health planners must use these as a basis for job descriptions and rewards. Once these are accepted in the training and regulation of nursing, they must be marketed so that recipients are aware thereof.Om die rol verwagtings van verskillende rolspelers in die gesondheidsisteem aangaande die rolle en take van die verpleegkundiges en vroedvroue te ondersoek, om daardeur uitklaring en helderheid en bekragtiging van hierdie rolle te verkry, waardeur die toekoms van verpleeg-onderwys en praktyk in sub-Sahara Afrika gevorm kan word. Kwalitatiewe fokus groepe is met verskillende rolspelers (verpleegkundiges, gesondheidsdiens bestuurders, pasiënte en hulle versorgers, lede van die gemeenskap, leiers en lede van andere gesondheidsprofessies) in agt Afrika lande gehou om hul rolverwagtings van verpleegkundiges en vroedvroue te bepaal. Drie vrae is oor die rolverwagtings gevra. Die onderhoude is opgeneem, getranskribeer, in Engels vertaal, en geanaliseer. Daar was konsensus tussen rolspelers oor agt rol funksies: versorging van pasiënte; die gee van gesondheidsinligting; bestuur van die sorgomgewing; voorspraak vir pasiënte; dienste en beleid; voorsiening van nooddienste; samewerking met ander rolspelers; en voorsiening aan moeder en kindersorg vir vroue en hul gesinne. Ooreenstemming is nie bereik aangaande die rol van diagnose en voorskryf van behandeling nie. Verpleging kry sy mandaat van die gemeenskappe wat gedien word en daarom behoort die rolverwagtings deel te vorm van verpleeg-regulasie, onderwys en praktyk- standaarde. Gesondheidsdiensbeplanners behoort hierdie verwagtings as basis te gebruik vir werksbeskrywings en erkenning. Na die aanvaarding van hierdie verwagtings in verpleegopleiding en regulering, moet dit bekend gemaak word sodat die gemeenskap daarvan bewus is.

Sustainable development has become a mantra in politics, academia and development policy and practice. Indeed, many policy and practice strategies, such as the sustainable development goals, have been devised in order to achieve sustainable development. Although the contents and items in these agendas are human needs, the use of ‘human needs’ language is less emphasised/explicitly spelt out. In fact, the language of human needs is almost absent. In this article, I argue that the adoption of the human needs language will strengthen sustainable development practice, efforts and agenda. This is because, unlike other aspirations, human needs by nature are universal. Secondly, human needs are limited in number compared to wants, desires, goals and capabilities. This nature of human needs makes the human needs language effective in promoting the sustainable development agenda and efforts, thus, adequately meeting the needs of the current and future generations.

The International Organization of the Francophonie (Organisation Internationale de la Francophonie, OIF) which developed over the last decades of the twentieth century brings together, as of 2008, 53 State and government full members and 13 observer members, spread out over five continents. The Répertoire des bibliothèques nationales de la Francophonie, which is in its third edition (2008), presents index cards on every national library, or library fulfilling such a role, of each member or observer country. After presenting an overview of the International Organization of the Francophonie, this article looks at the creation of the national library in each country, legal deposit and national bibliography. Then, communication (websites) and international relations (membership of IFLA) are addressed. Of the 63 countries surveyed, only 9 countries do not have a national library, although the majority of these nine countries have another institution – a national documentation centre, public or parliamentary library or national archives – that normally fulfils the functions of a national library. It must be recognized that there is a large disparity between the national libraries of developed countries in Europe and North America and those in developing countries of sub-Saharan Africa, Asia and the Antilles. In some sub-Saharan African countries, the national library has only a nominal existence.
