The South African agricultural sector has experienced various transformation processes over the past 25 years, from a predominantly white commercial sector to a black focused sector with an emphasis on smallholder farming. The government is committed to supporting the smallholder farming sector through interventions that include land reform and access to water, amongst others. Despite these efforts, smallholder farmers remain vulnerable, especially during drought periods. Smallholder farmers are not homogeneous; instead, they are diverse, and their farming needs also differ according to their livelihood needs. Due to the diversity of smallholder farmers, it is difficult for the government to effectively respond to their needs. The 2015–2018 drought is a case in point. This paper assesses the challenges of defining and classifying smallholder farmers in South Africa. The complex Western Cape classification system is presented as a case study. The study concludes that there is a need for a simpler method of grouping the smallholder farmers based on their livelihoods to develop relevant support systems.

South Africa is classified as a water-scarce country, and depends on agriculture for food production. The irrigation sector is the largest consumer of water in the country, accounting for about 62% of water utilisation, but also losing 30–40%. Given the threat of drought and climate change, efficient irrigation systems have become a necessity, especially in the smallholder farming sector where most losses occur. Smallholder irrigation schemes (SIS) were developed to improve rural livelihoods through sustainable food production for food security and poverty alleviation, but these development objectives remain largely unfulfilled. The objectives of this review were to assess challenges facing SIS and explore opportunities for revitalising the schemes. The focus was on government policy and strategies to support smallholder farmers. A review of government policy showed that although the needs and interests of smallholder farmers are high on the national agenda, there is insufficient financial support to the sector, suggesting that smallholder agriculture is not really seen as a potential driver of the economy. The core focus of the government on repairing irrigation infrastructure while neglecting the soft components relating to capacity building has partly been blamed for the failure of SIS in South Africa. Capacity building is one of the missing links in smallholder irrigation development and many failures have been attributed to lack of adequately trained farmers and extension staff, particularly in irrigation water management. Land tenure insecurity has been singled out as a major institutional challenge leading to poor performance of irrigation schemes. The diversity of schemes means that different kinds of interventions are needed to respond to varying farmers’ needs, resources and agricultural contexts. These findings point to the need to balance the soft and hard components of the irrigation schemes for sustainability. It is therefore evident that the government needs to review its priorities in revitalisation of SIS. Land tenure policies allowing increased access to arable land need to be developed urgently, together with the promotion of alternative cropping systems that are suitable forthe smallholder farming sector.

South Africa is considered a food-secure nation; however, food insecurity is still a major challenge for many poor rural households that rely on cash incomes and government grants for survival. Furthermore, these grants are not always adequate to meet households’ basic needs and fail to provide them with the food required for food and nutrition security. Some of these households rely on agriculture to supplement their food needs, and an important aspect of this agricultural production is the seed system. Smallholder farmers in rural areas rely on informal seed systems, and use traditional knowledge and methods to produce, harvest, store, and sell their produce. This research combined quantitative and qualitative methods to assess the role of informal seed systems in promoting food production in rural smallholder agricultural households in South Africa. The narrative review showed reword that while smallholder farmers acquire seed from informal seed systems, they face numerous challenges that affect their production activities. These challenges include poor seed quality and assessment, poor storage and harvesting facilities, which limit proper seed production and affect crop yield and marketing. Due to these challenges, the ability of rural smallholder farmers to access mainstream markets is limited and as a result, they are confined to local markets that offer lower prices. Moreover, South African policies do not recognize the informal seed system as one of the contributors to food security. This is a major limitation as farmers may not receive the support and assistance they require. Formal recognition and support for informal seed systems would go a long way in improving smallholder farmers’ access to quality seed. This would have ripple effects on their yields and productivity. When properly implemented and given recognition by the government, informal seed systems have the potential to contribute to rural food security and livelihoods.

Many scholars have written on the challenges of ensuring access to water in South Africa, and much research has been done on the national water policy of the South African Government, yet major challenges facing the water sector persist. This study presents a human rights approach as a theoretical foundation for investigating the basic right to water access, with a specific focus on the sustainable development goals (SDGs) in the three tiers of governance. Existing literature on the history of water access was explored regarding the global as well as the South African history of water rights. The main focus of this study was SDG no. 6, which is related to issues regarding water access in South Africa. The study concluded that the human right of having access to water is a crucial issue to be treated with caution by the government in order for the poor to have basic infrastructure.

In Gramara (Private) Ltd. & Others v. Government of Zimbabwe & Others (‘‘Gramara’’)1 and Von Abo v. Government of South Africa (‘‘Von Abo’’),2 the legitimacy of Zimbabwe’s land reform program has once again come under the judicial microscope. In Gramara, Judge Patel of the Zimbabwean High Court refused to enforce a decision of the Southern African Development Community (‘‘SADC’’) Tribunal that declared the program inconsistent with a range of human rights protections. By contrast, in Von Abo, Judge Prinsloo of the South African High Court virulently condemned the South African government’s failure to afford the applicant farm-owner diplomatic protection in relation to the government of Zimbabwe’s confiscations of land owned by South African nationals. The decisions throw into sharp relief both the potential and the limitations of the application of international law in the domestic context.

There are low levels of farm mechanization in South Africa despite government efforts to improve access to infrastructure and finance through the Comprehensive Agricultural Support Programme (CASP). The objective of this study is to assess the levels of mechanisation in the emerging sector and the determinants thereof. The sample size consisted of 163 randomly selected maize and sunflower emerging farmers in North West Province. Data was collected using a structured questionnaire. Descriptive statistics were used to assess level of mechanization and the Tobit regression model was used to analyze factors that influence usage of farm machinery. The study revealed that variables including land tenure (p < 0.05), financial assistance (p < 0.01), access to loans (p < 0.05), and accessibility to road infrastructure (p < 0.01) positively influenced usage of mechanization. In addition, the variable age (p < 0.01) had a negative statistically significant influence on farm mechanization. Based on the results of this study, it is recommended that the government should consider scaling up the CASP to finance more farmers and review its land reform policy to ensure ownership of land to more young smallholder farmers who can use mechanization services for efficient agricultural production.

Lack of government intervention in South Africa's mining industry has worsened conflicts associated with limited water resources. With the advent of democracy, new legislation demands that all South African citizens have the right to a clean, safe environment, including access to potable water, and that the country develop in a sustainable manner. But conflict remains due to the historical partnership between the government and the mining industry, as well as due to cumulative impacts associated with mining, which has polluted natural ground water sources. In this article, an historical overview of the mining industry in South Africa is presented, along with a simple economic model to describe behavior of the mining industry over time. Legislative frameworks used to address mine waste and mine water management are evaluated and suggestions are made for how to use an understanding of resource driven conflict to improve the outlook of mining and access to water for all in South Africa.

Background: One-third of wine producers in South Africa are experiencing negative net farming revenues. The wine industry is close to the heart of South Africans and South Africa is known for its production of quality wine in the world. However, the wine-producing sector faces many difficulties that threaten its survival. Besides the possible impact of the land reform drive of the government, the industry is experiencing financial and operational pressures, which have been exacerbated by drought and high temperatures affecting the crops. These factors affect not only the wine producers but also the complete wine supply chain.Objectives: This article provides insight into the supply chain risks of producing wine. The study was conducted among wine producers in the Stellenbosch region of the Western Cape province of South Africa.Method: An exploratory, qualitative, case-study approach was adopted in this study. Data were collected through in-depth semi-structured interviews with 10 participants at five wine producers’ sites selected on a non-probability convenience sample basis. Thematic analysis was used to process the data.Results: The most critical supply chain risks factors identified through this study centre around the sourcing of dry goods, agricultural activities, wine-making activities and financial risks. It also came to light that the wine farmers do not formally analyse their risks.Conclusion: Wine producers can put in a greater effort to improve the relationship with suppliers of dry goods and they will more efficiently mitigate some risks if they actively analyse and manage their risks on an ongoing basis.


The study examines the process of acquiring large-scale land for investment in the Pru district. Ghana has become one of the destinations for large-scale land deals in Africa, attracting high foreign investments in the agricultural sector. Over the past ten years, the Government of Ghana have leased out large tracts of land for investors, mainly foreign investors. The Pru district in the Bono East Region have large-scale land acquisition by investors. This study aims to examine the process through which large scale land are acquired in the district. The study employed a mixed method approach, where smallholder farmers were interviewed. Focus group discussions were conducted to achieve the objective of the study as well as computing statistical analysis for the socio-demography for the respondents. Both primary and secondary data were employed in the study and the qualitative data was analysed thematically whiles inferential and descriptive statistics with the help of Statistical Package for Social Sciences (SPSS Version 20). The study found out that process of acquiring large tract of land for investment purposes include identification of vacant lands, deciding to lease the vacant lands, advertising the vacant lands, assessment of the land by prospective investors, negotiating terms of leasehold and documentation and transfer of ownership. The findings revealed that occupants of farmlands do not participate in decisions leading to the acquisition of those lands by investors, which has a significant influence on the effects of large-scale land acquisition on the livelihood of smallholder farming households. The study recommended that households should be given the opportunity to negotiate for better terms of compensation from investors and the government especially for farming households losing their farmlands.

The purpose of this article is to evaluate the engagement of farm beneficiaries in South Africa in the governance of restituted farms through communal property associations. The South African government has already spent millions of rands on land restitution to correct the imbalance of the past with regard to farm ownership by the African communities. Various methods of farm management to benefit the African society have been proposed, however, with little recorded success. This article argues that the South African post-apartheid government was so overwhelmed by political victory in 1994 that they introduced ambitious land reform policies that were based on ideal thinking rather than on a pragmatic approach to the South African situation. We used qualitative research methods to argue that the engagement of farm beneficiaries in farm management and governance through communal property associations is failing dismally. We conclude that a revisit of the communal property associations model is required in order to strengthen the position of beneficiaries and promote access to land by African communities for future benefit.

BACKGROUND The impact of climate temperature on the counts (number of positive COVID-19 cases reported), recovery, and death rates of COVID-19 cases in South Africa's nine provinces was investigated. The data for confirmed cases of COVID-19 were collected for March 25 and June 30, 2020 (14 weeks) from South Africa's Government COVID-19 online resource, while the daily provincial climate temperatures were collected from the website of the South African Weather Service. Our result indicates that a higher or lower climate temperature does not prevent or delay the spread and death rates but shows significant positive impacts on the recovery rates of COVID-19 patients. Thus, it indicates that the climate temperature is unlikely to impose a strict limit on the spread of COVID-19. There is no correlation between the cases and death rates, an indicator that no particular temperature range is closely associated with a faster or slower death rate of COVID-19 patients. As evidence from our study, a warm climate temperature can only increase the recovery rate of COVID-19 patients, ultimately impacting the death and active case rates and freeing up resources quicker to enable health facilities to deal with those patients' climbing rates who need treatment. OBJECTIVE This study aims to investigate the impact of climate temperature variation on the counts, recovery, and death rates of COVID-19 cases in all South Africa's provinces. The findings were compared with those of countries with comparable climate temperature values. METHODS The data for confirmed cases of COVID-19 were collected for March 25 and June 30 (14 weeks) for South African provinces, including daily counts, death, and recovery rates. The dates were grouped into two, wherein weeks 1-5 represent the periods of total lockdown to contain the spread of COVID-19 in South Africa. Weeks 6-14 are periods where the lockdown was eased to various levels 4 and 3. The daily information of COVID-19 count, death, and recovery was obtained from South Africa's Government COVID-19 online resource (https://sacoronavirus.co.za). Daily provincial climate temperatures were collected from the website of the South African Weather Service (https://www.weathersa.co.za). The provinces of South Africa are Eastern Cape, Western Cape, Northern Cape, Limpopo, Northwest, Mpumalanga, Free State, KwaZulu-Natal, Western Cape, and Gauteng. Weekly consideration was given to the daily climate temperature (average minimum and maximum). The recorded values were considered, respectively, to be in the ratio of death-to-count (D/C) and recovery-to-count (R/C). Descriptive statistics were performed for all the data collected for this study. The analyses were performed using the Person’s bivariate correlation to analyze the association between climate temperature, death-to-count, and recovery-to-count ratios of COVID-19. RESULTS The results showed that higher climate temperatures aren't essential to avoid the COVID-19 from being spread. The present results conform to the reports that suggested that COVID-19 is unlike the seasonal flu, which does dissipate as the climate temperature rises [17]. Accordingly, the ratio of counts and death-to-count cannot be concluded to be influenced by variations in the climate temperatures within the study areas. CONCLUSIONS The study investigates the impact of climate temperature on the counts, recovery, and death rates of COVID-19 cases in all South Africa's provinces. The findings were compared with those of countries with comparable climate temperatures as South Africa. Our result indicates that a higher or lower climate temperature does not prevent or delay the spread and death rates but shows significant positive impacts on the recovery rates of COVID-19 patients. Warm climate temperatures seem not to restrict the spread of the COVID-19 as the count rate was substantial at every climate temperatures. Thus, it indicates that the climate temperature is unlikely to impose a strict limit on the spread of COVID-19. There is no correlation between the cases and death rates, an indicator that there is no particular temperature range of the climatic conditions closely associated with a faster or slower death rate of COVID-19 patients. However, other shortcomings in this study's process should not be ignored. Some other factors may have contributed to recovery rates, such as the South African government's timely intervention to announce a national lockout at the early stage of the outbreak, the availability of intensive medical care, and social distancing effects. Nevertheless, this study shows that a warm climate temperature can only help COVID-19 patients recover more quickly, thereby having huge impacts on the death and active case rates.
