The present study attempted to bridge some gaps in the existing literature evaluating the net economic worth of South Africa’s Working for Water (WfW) programme for eradicating invasive alien plant species (IAPS). Specifically, the study employed the social benefit-cost analysis (BCA) methodology to assess the impact of accounting for the opportunity cost of invested capital funds and treating labour as a social benefit on the social worthiness of the WfW programme in the Inkomati catchment. The study also used improved measures of the value of other ecosystem services, particularly the carbon sequestration values. Results of the social BCA provided strong empirical evidence in support of the continuation of IAPS eradication activities, as economically and socially worthwhile investment of the country’s resources. The programme generates higher net worth under lower rates of discounting future values. This confirms the importance of the water-saving benefits, which continue theoretically for ever, at zero cost to the society, as all direct and indirect financial costs cease upon completion of the eradication operations. The social net worth of the IAPS eradication programme obviously increases when expenditure on labour wages was considered a social benefit rather than a direct financial cost, even under strict project funding scenarios that require funding through private capital markets, i.e., paying commercial rates of interest. However, more strategic planning for the control of IAPS is critically important given their high cost. Challenges facing the sustainability of IAPS eradication programmes in the study area and South Africa include: raising sufficient funding from private and public sources, and introducing incentive systems to encourage higher collaboration and participation of private landowners in the currently primarily publicly driven IAPS eradication efforts. The study also suggests a number of policy and technological reforms to address the said challenges.

Achieving ambitious targets to address the global tuberculosis (TB) epidemic requires consideration of the impact of competing interventions for improved identification of patients with TB. Cost-effectiveness analysis (CEA) and benefit-cost analysis (BCA) are two approaches to economic evaluation that assess the costs and effects of competing alternatives. However, the differing theoretical basis and methodological approach to CEA and BCA is likely to result in alternative analytical outputs and potentially different policy interpretations. A BCA was conducted by converting an existing CEA on various combinations of TB control interventions in South Africa using a benefits transfer approach to estimate the value of statistical life (VSL) and value of statistical life year (VSLY). All combinations of interventions reduced untreated active disease compared to current TB control, reducing deaths by between 5,000 and 75,000 and resulting in net benefits of Int$3.2–Int$137 billion (ZAR18.1 billion to ZAR764 billion) over a 20-year period. This analysis contributes to development and application of BCA methods for health interventions and demonstrates that further investment in TB control in South Africa is expected to yield significant benefits. Further work is required to guide the appropriate analytical approach, interpretation and policy recommendations in the South African policy perspective and context.

Worldwide, the number and variety of cultural festivals have grown dramatically. Many areas see festivals as an important way to attract tourists, and their spending, to a region, resulting in a positive economic impact. While they offer important opportunities for artistic producers and audiences, there is growing pressure for festival organizers to demonstrate their value to society beyond their economic impact. Like many countries, South Africa has a strong focus on increasing diverse cultural participation, demonstrating the social, nonmarket values of events that receive public funding. Using data from two South African festivals, the article uses a valuation framework developed by the South African Cultural Observatory to demonstrate measures of audience diversity, the use of quality of life measures to gauge the impact of culture on well-being, and the use of community focus groups to assess the impact of participation on social cohesion and capacity building.

Extent of plant invasions has been expected to be low in protected areas such as national parks due to low anthropogenic activities and high wilderness. However, recent researches across the world have revealed that plant invasions can be severe in the national parks with negative impacts on the protected species and ecosystems. Unfortunately, the status of plant invasions in the national parks of Nepal is mostly unknown. In this study, we sampled at seven locations inside the Parsa National Park (PNP) to document diversity and abundance of invasive alien plant species (IAPS) and their impacts on tree regeneration. Altogether, 130 quadrats of 10 m × 10 m were sampled. We recorded 14 IAPS in the PNP. Three of the IAPS (Chromolana odorata, Lantana camara and Mikania micrantha) were among the 100 of the world’s worst invasive alien species. C. odorata was found to be the most frequent IAPS with the highest cover. The frequency and cover of the IAPS were higher at the sites close to the settlements than at the sites away from the settlements. The species richness of the IAPS was also higher at the sites closer to the settlements than away. The sapling density of the tree species was found to have declined with the increasing cover of the IAPS suggesting that the IAPS had negatively affected tree regeneration. Our data revealed that the PNP has already witnessed massive plant invasions with widespread occurrence of three of the world’s worst invasive species. Therefore, it is high time to integrate management of invasive alien species in the management plan of the park.
