Festival value in multicultural contexts: City festivals in South Africa

Worldwide, the number and variety of cultural festivals have grown dramatically. Many areas see festivals as an important way to attract tourists, and their spending, to a region, resulting in a positive economic impact. While they offer important opportunities for artistic producers and audiences, there is growing pressure for festival organizers to demonstrate their value to society beyond their economic impact. Like many countries, South Africa has a strong focus on increasing diverse cultural participation, demonstrating the social, nonmarket values of events that receive public funding. Using data from two South African festivals, the article uses a valuation framework developed by the South African Cultural Observatory to demonstrate measures of audience diversity, the use of quality of life measures to gauge the impact of culture on well-being, and the use of community focus groups to assess the impact of participation on social cohesion and capacity building.

Corporate rescue in South Africa has been bedevilled by many challenges. The new South African Companies Act 71 of 2008 (hereafter referred to as “the Act”), which came into effect in May 2011 contains a new chapter titled “Business rescue and Compromise with Creditors”. Post commencement finance (PCF) is finance or credit approved for a company in business rescue, which is regulated by section 135 of the South African Companies Act. The Act provides for companies to secure PCF as turnaround investment to secure its financial well-being. However, it is difficult for a distressed business to access PCF as it is challenging to operate on a cash basis when they face the likelihood of insolvency or forced sale of their assets to remain sustainable. This was evident during the recent global financial crises when obstacles to accessing PCF were identified as the chief deterrent for businesses that require rescue or reorganization (Pretorius and Du Preez, 2013). A review was performed to assess what the impact was, of a distress company obtaining PCF in KZN. Empirical research includes a qualitative research design engaged to explore the impact of PCF on the success of business rescue efforts for distressed companies in KZN. Insights and understandings were drawn from the participation of business rescue practitioners in Kwa Zulu Natal. This included addressing the challenges of obtaining PCF and what finance is available. The findings from the literature review confirm that the barriers to obtaining PCF are the most limiting factors in rescuing businesses in distress in KZN and the challenges include the time frame within the business rescue plan and that financial institutions are not prepared to support a business rescue without collateral.

AbstractThis study examines the establishment of Islam in colonial Natal, attempting to fill a void in and correct the existing historiography.1 In comparison with other parts of Africa, the lack of a historiographical tradition on Islamic South Africa is conspicuous, but understandable given that traditionally the impact and consequences of racial segregation occupied the attention of most historians. Although Islam is a minority religion in South Africa, apartheid has created an impression of population density not reflected in the census figures. According to the 1996 census, there were 553,585 Muslims in a total population of forty million.2 Indian Muslims make up one of the two largest sub-groups, the other being Malay¸.3 There are 246,433 Malay and 236,315 Indian Muslims.4 The majority of Indian Muslims are confined to KwaZulu Natal and Gauteng, while most Malay Muslims live in the Western Cape. There is thus very little contact and interaction between them; indeed there are deep differences of history, culture, class and tradition. Muslims have played an important role in the social, economic and political life of the country. The many mosques that adorn the skylines of major South African cities are evidence that Islam has a living presence in South Africa, while the militant activities of the Cape-based People Against Gangsterism and Drugs (Pagad) in the post-1994 period has ensured that Islam remains in the news. This study demonstrates that, apart from obvious differences between Indian and Malay Muslims, there are deep-seated differences among Indian Muslims. The diversity of tradition, beliefs, class, practices, language, region, and experience of migration has resulted in fundamental differences that have generated conflict.

Social economy, as a relatively new concept, is considered the ‘third sector' of the economy in government discourse. It plays significant roles in socio-economic and political spheres of any nation. Emphasis on social economy has been as a result of the global recession which caused economic depression in several countries all over the world. In South Africa, the impact of the economic recession has reflected mostly in increased unemployment and poverty levels resulting in maximization of discrepancies between the rich and poor with inequalities, creating disenabling environments for foreign investments. These social problems have called for an examination of the role of the social economy in liberating the South African economy from its current dire state. This chapter on tracing the developmental agenda of the South African government, will examine how the social economy has fed into the National Development Plan and the impact of implementation of government policies and regulatory frameworks to ensure achievement of various national imperatives aligned to the Millennium Development Goals in the context of the social economy. The authors state that whilst there is a growing trend towards the social economy in the current context of government, multi-faceted effects of poverty needs to be targeted through robust entrepreneurial opportunities for growth and development of the economy.

This paper focuses on the clinical and social diagnostics of stroke-like symptoms in Limpopo Province, South Africa. The research questions addressed here are: what are the lay understandings of strokelike symptoms and what are the health-seeking behaviours of Tsongan Mozambican refugees and South Africans in this area? The study site is ten villages in the Agincourt sub-district of Limpopo Province which are within the health surveillance area of the Agincourt Health and Population Unit (AHPU) of the University of Witwatersrand. The population are Tsongan who speak Shangaan and comprise self-settled Mozambican refugees who fled to this area during the 1980s across the nearby border and displaced South African citizens. The latter were forcibly displaced from their villages to make way for game reserves or agricultural development and moved to this area when it was the former ‘homeland’ of Gazankulu. The team collected data using rapid ethnographic assessment and household interviews as part of the Southern Africa Stroke Prevention Initiative (SASPI). The main findings are that stroke-like symptoms are considered to be both a physical and social condition, and in consequence plural healing using clinical and social diagnostics is sought to address both these dimensions. People with stroke-like symptoms maintain their physical, mental and social well-being and deal with this affliction and misfortune by visiting doctors, healers, prophets and churches.

Purpose: The purpose of this article is to estimate the economic impact of biltong hunting in South Africa. Problem investigated: Higginbottom (2004), indicate there are no reliable global estimates of the economic impact of wildlife tourism, but one thing is certain, it generates considerable sums of money. This same accounts for South Africa's game industry, especially biltong hunting, where there is little to no information regarding the economic impact. Therefore the question to be investigated was what is the economic impact of biltong hunting in the South African economy. Research methodology: A non-probability method was used and a convenience sample was drawn from all the members (N = 17066) of the South African Hunters and Game Conservation Association (SAHGCA). A pilot study of 87 questionnaires was conducted in August and September 2004 in the North West Province at the Hartbees branch of SAHGCA. For the national survey, the questionnaires were mailed together with the members' monthly magazine (named SA Hunters/Jagters) during July 2005. A total of 1 024 (n) questionnaires were received back. Data was captured in Microsoft™ Excel™ and a Computable General Equilibrium (CGE) modelling approach was thereafter used to determine the economic impact of biltong hunting in the South African economy. Findings/implications: The contribution to real GDP is estimated to be in excess of R6 billion, with thousands of jobs being created by the increase in activities/services. In addition, the related improvements to the infrastructure of the country, especially the transport sector, will benefit productivity in the longer term and so lead to further increases in GDP. Originality: A significant contribution that this article has made is that this is the first time that the economic impact of biltong hunting in South Africa has been determined. It is also the first time that CGE modelling has been completed with regard to research in this sector in South Africa.Conclusion: This supports the opinion that biltong hunting is a viable and important sector of the tourism industry. The results clearly show that more should be done to expand hunting in South Africa as hunting affects, not only the economy, but also the price (and therefore the value) of game.

Given the globalised nature of work in the twenty-first century, labour and social security law issues relating to worker-posting are sure to increase in the years to come. The purpose of this note is to assess critically the social protection of workers posted abroad from a South African perspective. The contribution addresses this topic by discussing various questions. It concludes by stressing the need for the adoption of a coherent approach as far as social protection for posted workers is concerned by, inter alia, promulgating an act of parliament to regulate the social security and labour law entitlements and obligations of these workers as well as their employers.In addition, it emphasises the need for and the importance of bilateral and multilateral social security and labour agreements between South Africa and other countries, particularly those where South African companies have established themselves. A sizeable number of South African companies (such as MTN, Vodacom, SABMiller, Sasol, Woolworths and Debonairs) have established, or are successfully establishing themselves, in African countries and beyond. At the same time, foreign companies (such as BMW, Levi Strauss, Barclays Bank and Vodafone) have registered, or are in the process of registering, in South Africa at an unprecedented rate.  It is true that these companies do employ locals. However, situations do arise requiring a global company to send a worker for a limited period (usually not exceeding twelve months) to carry out work in the territory of a State other than the State in which he or she normally works. This scenario is commonly known as worker-posting and does yield some benefits (including international exposure) to the (posted) workers, their employers and the economy in general. Nevertheless, if not properly regulated, worker-posting may have an undesirable effect, particularly on workers. For example, posted workers may find themselves concurrently covered (ie, at home and abroad) by social insurance schemes or not covered at all. As will be explained later, this can yield undesirable results. For example, it unnecessarily raises the costs of doing business for transnational employers. Furthermore, the period of stay for posted workers is limited and, as a result often does not lead to any entitlement to benefits. In addition, in the labour law sphere, posted workers may fall victim to abuse as regards the basic conditions of employment (eg, relating to pay and working time). The purpose of this paper is to assess critically the social protection of workers posted abroad from a South African perspective. According to the Asian Development Bank (ADB), “social protection” consists of policies and programmes designed to reduce poverty and vulnerability by promoting efficient labour markets, diminishing people’s exposure to risks, enhancing their capacity to protect themselves against hazards and interruption/loss of income”. The aim of social protection for that reason, is to avert or minimise social risks – in that way preventing or minimising human damage – by increasing capabilities and opportunities. As noted by the UN Commission: “The ultimate purpose of social protection is to increase capabilities and opportunities and, thereby, human development. While by its very nature social protection aims at providing at least minimum standards of well-being to people in dire circumstances enabling them to live with dignity, one should not overlook that social protection should not simply be seen as a residual policy function of assuring the welfare of the poorest – but as a foundation at a societal level for promoting social justice and social cohesion, developing human capabilities and promoting economic dynamism and creativity”. This contribution addresses this topic by discussing the following questions: What is the social protection status, with reference to social security and labour law, of workers posted to and from South Africa? Is the present social security and labour law protection framework ideal for extending social security and labour law protection to posted workers? To the extent that it is not, where and what are the gaps and challenges that are likely to hinder efforts to extend or strengthen social security and labour law coverage to this category of workers? Finally, what are the alternatives for improving, in a worker-posting context, the current social protection framework?

Orientation: The impact and growth rates of Facebook and other forms of social media have made it imperative for all businesses to ensure they have social media strategies in place.Research purpose: The purpose of this study was to measure the influence of social media service quality on client loyalty in the South African banking industry.Motivation for the study: There are limited studies conducted in developing countries such as South Africa that focused specifically on the social media service quality and client loyalty in the banking industry.Research design, approach and method: The study used a quantitative approach and a descriptive research design to test the proposed hypotheses. An online survey on Facebook was used to collect the data from a sample of 377 respondents who had interacted with the five major banks in South Africa on the said platform. A snowball sampling technique was used to identify the appropriate respondents. The data was analysed with Structural Equation Modelling (SEM) to assess the model fit.Main findings: Findings of the research study proved that the social media system’s availability, fulfilment and privacy have a significant influence on the overall service quality of social media, which leads to client loyalty in the South African banking industry.Practical/managerial implications: The study recommended that managers and marketers should constantly evaluate, monitor and improve the overall service quality of social media offered to their clients, as it leads to a corresponding increase in client loyalty in the South African banking industry.Contribution/value-add: The study provided empirical evidence, which contributed to the body of business and marketing knowledge in a South African banking context.

BACKGROUND In March 2020, South Africa implemented strict nonpharmaceutical interventions (NPIs) to contain the spread of COVID-19. Over the subsequent 5 months, NPI policies were eased in stages according to a national strategy. COVID-19 spread throughout the country heterogeneously; the disease reached rural areas by July and case numbers peaked from July to August. A second COVID-19 wave began in late 2020. Data on the impact of NPI policies on social and economic well-being and access to health care are limited. OBJECTIVE We aimed to determine how rural residents in three South African provinces changed their behaviors during the first COVID-19 epidemic wave. METHODS The South African Population Research Infrastructure Network nodes in the Mpumalanga (Agincourt), KwaZulu-Natal, (Africa Health Research Institute) and Limpopo (Dikgale-Mamabolo-Mothiba) provinces conducted up to 14 rounds of longitudinal telephone surveys among randomly sampled households from rural and periurban surveillance populations every 2-3 weeks. Interviews included questions on the following topics: COVID-19–related knowledge and behaviors, the health and economic impacts of NPIs, and mental health. We analyzed how responses varied based on NPI stringency and household sociodemographics. RESULTS In total, 5120 households completed 23,095 interviews between April and December 2020. Respondents’ self-reported satisfaction with their COVID-19–related knowledge and face mask use rapidly rose to 85% and 95%, respectively, by August. As selected NPIs were eased, the amount of travel increased, economic losses were reduced, and the prevalence of anxiety and depression symptoms fell. When the number of COVID-19 cases spiked at one node in July, the amount of travel dropped rapidly and the rate of missed daily medications doubled. Households where more adults received government-funded old-age pensions reported concerns about economic matters and medication access less often. CONCLUSIONS South Africans complied with stringent, COVID-19–related NPIs despite the threat of substantial social, economic, and health repercussions. Government-supported social welfare programs appeared to buffer interruptions in income and health care access during local outbreaks. Epidemic control policies must be balanced against the broader well-being of people in resource-limited settings and designed with parallel support systems when such policies threaten peoples’ income and access to basic services.

Children were in many respects defenceless victims of discriminatory practices in ‘apartheid South Africa’. In fact, discrimination on the basis of gender, race and other inequalities were inscribed in the social fabric of the previous constitutional dispensation. The constitutional dispensation that came into effect on the 27th April 1994 was therefore designed to innovate social, political and legal structures that would be radically different from those of the country’s past history. In this contribution the impact of the Constitution upon the rights of children are considered. In order to fathom the impact. a general overview of constitutional principles and provisions necessary for the comprehension of the rights of children is provided. Thereafter the rights of children expressly mentioned in the Constitution will be addressed. Attention is also paid to the equal protection and nondiscrimination provisions of the Constitution, albeit only indirectly.
