The precise agricultural operations research models claiming complex solutions and specialized software tools may appear too complicated to truly support the decision making process on the farm level. The specific balance between the simplifications made and the correspondence to the real problem must be found when building decision support for a local farmer. In this paper, a decision support model for agricultural production planning in the Czech Republic is developed covering both the randomness of parameters entering the problem and the complex crop succession requirements. Crucially, the model can be approached using software tools commonly available to farmers. The structure of the simplified model is described in detail, its validity proved by the recently suggested simulation procedures and the general applicability of the model structuring for a local agriculture decision support is discussed.

SummaryThe paper describes the history of medical informatics in Czechoslovakia and the Czech Republic. It focuses on the topics of medical informatics education and decision support methods and systems. Several conferences held in Czechoslovakia and in the Czech Republic organized in cooperation with IMIA or EFMI are described. Support of European Union and Czech agencies in several European and national projects focused on medical informatics topics highly contributed to medical informatics development in Czechoslovakia and the Czech Republic and to the establishment of the European Center for Medical Informatics, Statistics and Epidemiology as the joint workplace of Charles University in Prague and Academy of Sciences of the Czech Republic in 1994.

This article is focusing on exploring parameters, which are needed to determine the most suitable location for public logistic centres in the Czech Republic. There is a wide range of factors, which will have an impact on the chosen location. It is not easy to define all the factors and include them into one model, especially because some of them are difficult to quantify. The aim of the research is to design a suitable tool to support the decision making process for the location of the public logistic centres. As public logistic centres will be partly financed by the Czech government, it is necessary to find a sensible tool as decision support.

Presented paper Model of cost and price relationships for municipal waste management of the Czech Republic introduces an integrated waste management model of the Czech Republic which was developed as a balanced network model for a set of sources (mostly municipalities) of municipal solid waste (MSW) connected with a set of chosen waste treatment facilities processing their waste. Model is implemented as a combination of four models including environmental and economic point of view. It enables to formulate the optimisation problem in a concise way and the resulting model is easily scalable. It can be used for waste management planning as a decision support tool. In this case, aggregated emissions of greenhouse gases expressed as CO2 equivalent have been minimised. Model involves composting energy utilization, material recycling, and landfilling. Its size (number of sources and facilities) depends only upon available data. Its application was used as a decision support tool in the case study of optimizing the planning allocation of potential facilities of waste management of the Czech Republic.

The delimitation of less-favoured areas (LFA) on the territorial and the farm level in the EU member states varies in many ways. The Commission emphasizes the unification of criteria on the territorial level. But the EU countries use very different criteria for the eligibility area definition and for the eligibility on farm level. This makes the comparison very difficult. The CR belongs to the countries with a lower level of differentiation of payments rates. The eligibility area is restricted to the grassland in the CR and degresivity of payments is not applied. In particular, collective farms as the owners’ association play an important social role in the country of the Czech Republic and some other countries in the Central and Eastern Europe. It would be necessary to find such differentiation of payment system that would reflect these specific conditions. The holdings with different size and different form of farming as well as the effect of other subsidies to holdings should be taken into account. The support potential within the axis III of the Rural Development Program would be necessary strengthen to elimination of the adverse impact due to further lay-off of the employees in agriculture
