The author analyzes the reform of the Russian legislation regulating the activity of courts for consideration of civil cases, the reform, which began in the 1990s and continues to this day. Highlights the main stages of the reform related to the adoption of the Constitution of the Russian Federation 1993, changes in the judicial system, with the adoption of the Commercial Procedure Code of the Russian Federation in 1992, 1995, 2002, with a major change of Civil Procedure Code of the RSFSR 1964 and the entry into force of the current Civil Procedure Code of the Russian Federation, 2002. In addition, the author calls the current trends in the development of procedural legislation, including reforms made by Federal Law of 28 November 2018 No. 451-FZ.

The article discusses aspects that determine the economic interests of the Arctic countries and affect the provision of economic growth and economic security of the Russian Federation. The author examines the current trends of economic activity in the Arctic, analyzes state strategies and other documents that determine the policy of states in the Arctic region. The purpose of this work was to study international economic aspects affecting the economic security of the Arctic territories of the Russian Federation. To achieve this goal, the following tasks were formulated: to study the Arctic strategies of the Arctic states; to structure the most important economic aspects affecting the economic security of the Russian Federation; to determine the basis for the development of cooperation and interaction between the Arctic states. The article concludes that despite the emerging problems and distrust between the Arctic states, there is an interest in building relationships based on respect for mutual interests and equal dialogue.

The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.
