The problems of ensuring environmental safety of the enterprises of food and processing industry of agroindustrial complex on the basis of the stimulating economic tools are considered. Need of attraction of investments into the sphere of modernization of the equipment as the outdated equipment is not capable to ensure environmental safety of technological processes at the enterprises of food and processing industry is proved in article. In this regard the possibility of involvement of both the state, and private institutes to a problem of increase in environmental efficiency of processing of agricultural products is considered. Special attention is paid to such modern tool as public-private partnership at implementation of nature protection projects in food and processing industry of agrarian and industrial complex. Use of this tool will allow not to increase investment attractiveness of projects on modernization of fixed assets in the food industry, but also will significantly reduce their risks due to effective management of them on the basis of optimum redistribution between participants. The state support will consist in implementation of various projects and programs and also compensation actions. Private structures will be able to get access to modern ecologically safe technologies on favorable terms. For the purpose of attraction of financial resources in projects on introduction of the modern equipment at the enterprises of food and processing industry of agro-industrial complex it is offered to use preferential crediting which will provide to investors additional incentives. Development of insurance tools at implementation of nature protection projects in food and processing industry will allow to minimize risks of inverters and to warn the probability of approach of adverse events, including ecological. Use of preferential taxation, in turn, will allow to reduce taxable base that will also favorably affect investment attractiveness of ecological projects in food and processing industry.

Environmental performance is a matter of major concern both for policy makers and for firm managers. In this paper we interpret firms' environmental performance as their ability to reduce polluting wastes while maintaining observed levels of inputs and desirable outputs. Making use of data envelopment analysis techniques, we compute waste-specific environmental efficiency measures for a sample of ceramic-tile producers located in the eastern Spanish region of Valencia. Our results show that there exists substantial room for improving environmental performance, which would have highly beneficial consequences for the local environment. In a second stage of analysis, we find that affiliation to the regional Technological Institute, ITC, which aims to promote technological innovation within the ceramic-tile industry, improves tile firms' environmental efficiency. In addition, firms located in the local industrial district of the Plana Baixa enjoy what we have broadly defined as ‘environmental spillovers’, which enhance their environmental performance. Also, ceramic-tile firms which outsource the management of wastes show better environmental performance.

Economic development in China requires lots of energy to support it, but how to acquire an adequate energy supply is a difficult problem. Meantime, environmental pollution caused by energy consumption is a problem that immediately needs to be solved. To adapt to China’s rapidly emerging economy, and based on existing policies, giving more consideration to energy saving and environmental safety is more important. Therefore, to investigate China’s regional environmental efficiency and its factors has key importance. In order to evaluate the environmental efficiency input in China, this study first selects some indexes of environmental efficiency and applies the Data Envelopment Analysis (DAE) method to measure the efficiency of input and output. Then, the relative index of environmental efficiency input is selected as the input variable and the efficiency value as the output variable. The Backpropagation neural network is employed to learn and establish the prediction model and achieve high prediction accuracy. The performance of the model is improved by optimizing the index of environmental efficiency investment, adopting the latest data, and increasing the learning samples. This method is not only suitable for the evaluation of macro-environmental efficiency investment, but also suitable for enterprises in specific industries.

now the enterprise of heat power engineering represents the interconnected complex of technical means, de-vices and mechanisms which main purpose-accumulation and transfer of energy to the final consumer. Due to the specifics of its work at each stage of the thermal power plant performed a variety of tasks. Depending on the tasks, the system of the complex itself is formed with the selection of installations, energy storage facilities, as well as treatment facilities. In the process of realization of their direct functions, such enterpris-es have an impact on the environment, which is rather negative. Therefore, the problem of interaction be-tween heat and power enterprises and the environment is particularly acute. Both the work of the enterprise itself and the work on its construction cause irreparable harm to the envi-ronment. Plant interventions such as fuel selection and energy conversion efficiency measures reduce emis-sions of many air pollutants, including CO2, per unit of energy generation. Optimization of energy efficiency in the generation process depends on many factors. However, it is impossible to make the enterprise com-pletely environmentally friendly for many reasons, however, it is necessary to assess correctly the possible risks of operation of this type of production and take adequate measures to minimize the harm caused to the environment.

Оценка экологической эффективности функционирования судоходной компании позволяет определить экологические аспекты воздействия компании на окружающую среду. Подобный анализ обеспечивает определение способов наилучшего управления экологическими аспектами. При планировании снижения экологической нагрузки необходимо осуществить выбор показателей для оценки экологической эффективности. Выполнено структурирование целей и подцелей управления безопасностью, выбран критерий экологической эффективности судоходной компании. Обоснована необходимость определения коэффициентов важности каждой цели. Для оценки экологической эффективности выбран критерий максимума аддитивной технической полезности. Разработана методика анкетирования судоходных компаний для определения значимости и достаточности сформулированных целей в рамках оценки экологической эффективности судоходной компании. Проведено анкетирование ведущих российских судоходных компаний по выявлению степени значимости и достаточности состава целей, подцелей и процедур, используемых для оценки экологической эффективности системы управления экологической безопасностью компании. Выбраны виды характеристик технической полезности для всех процедур, характеризующих эффективность мероприятий, и обоснована оценка экологической эффективности судоходной компании. The assessment of the environmental efficiency of the functioning of a shipping company allows us to determine the environmental aspects of the company's impact on the environment. Such an analysis provides a definition of how best to manage the environmental aspects. When planning to reduce the environmental burden, it is necessary to select indicators for assessing environmental efficiency. The structuring of the goals and sub-goals of safety management was carried out, the criterion of environmental efficiency of the shipping company was selected. The necessity of determining the importance coefficients of each goal is justified. To assess the environmental efficiency, the criterion of maximum additive technical utility is selected. The methodology of the survey of shipping companies was developed to determine the significance and sufficiency of the formulated goals in the framework of the assessment of the environmental efficiency of the shipping company. A survey of leading Russian shipping companies was conducted to identify the degree of significance and sufficiency of the goals, sub-goals and procedures used to assess the environmental effectiveness of the company's environmental safety management system. The types of technical utility characteristics for all procedures that characterize the effectiveness of measures are selected and the assessment of the environmental efficiency of the shipping company is justified.


Introduction. The article is devoted to the analysis of the environmental policy of the EU countries on the regulation of public relations in the field of environmental safety. The article clarifies the legislative definition of environmental safety in Ukraine. It was found that the indicator that comprehensively reflects various aspects of the environment, the sustainability of ecological systems, as well as the effectiveness of state policy in the field of ecology is the index of environmental efficiency. The index of ecological efficiency in the context of the countries of the European Union is analyzed. The author calculates the dynamics of changes in the environmental performance index for EU countries. The division of EU countries by regions has been carried out. Summary of the main research results. The environmental legislation of the EU countries, in particular, Denmark, Slovakia, France and Malta, which have the highest indicators of the environmental efficiency index for 2018 in their region, is analyzed. The place of Ukraine in the specified rating is defined. It is determined that the environmental efficiency index for 2020 is calculated according to the new methodology, so it can no longer be used in retrospect.It is found that maintaining environmental safety is a complex concept that encompasses a wide range of measures, procedures and practices to maintain environmental safety and human security at the proper level of their existence, in order to protect them from anthropogenic impacts and natural changes. Conclusions. It is concluded that for the most part the structure and content of environmental legislation of the EU is similar to the Ukrainian, both in terms of specialization of laws and government agencies that ensure compliance with regulations. However, the low efficiency of our public services is still linked to the Soviet legacy (as in Slovakia). The need for a more detailed analysis and outline of prospects for the implementation of the Danish experience in Ukraine on the regulation of land relations, rules for the use of fertilizers, implementation of programs for the use of nitrates, opportunities for benefits for farmers. It is determined that the main leitmotif of EU environmental policies is the greening of the economy and large-scale use of renewable energy sources. Emphasis is placed on the urgent need for a comprehensive policy of environmental education of Ukrainian citizens, starting from school age.
