The analysis of the current practice of financial monitoring in Russia is given. A study of the main directions, methods and forms of its implementation in the budgetary sphere and commercial organizations was carried out. The procedure for its implementation, participants, methods and techniques of verification are considered. On the basis of the comparison, common features and differences of external financial monitoring in commercial organizations and the budgetary sphere were identified, conclusions were formulated.

The author analyzes the periods of origin, formation and development of the military education system. The problems of military education in general and the training of officers in particular, which cannot be solved without the integration of military professional education and education in military training centers at civilian universities, are touched upon. Using the example of M. A. Bonch-Bruevich St. Petersburg State University of Telecommunications, a new approach to the formation of the personnel potential of the Armed Forces – officers’ training at a civil educational institution is shown.

The concept of V. I. Vernadsky about the geological eternity of life from the very beginning provoked fierce resistance from the official Soviet ideology. As a result of constant pressure from censorship, his work did not receive scientific discussion, recognition and development. The most fundamental and important books were published long after the death of their author. The revival of the concept of the biosphere began only in the 1960s. Today, we are on the verge of recognizing the scientific paradigm of the new geocentrism, resulting from the biosphere cosmology of V. I. Vernadsky.

The paper studies the size of the clutch and morphometric features of eggs, the growth and development of chicks of the great tit. Their dependence on many factors regulating the number of individuals and influencing the formation of the population as a whole is shown. The impact of exogenous factors on birds is perceived differently, due to their heterogeneity, which subsequently manifested itself in the ratio of large and small clutches, and a decrease in their number.

Some features of wild boar ecology in the natural and man-made landscapes of the Tambov region have been studied. The dynamics of the number, distribution, food ration, breeding characteristics, limiting factors and protection of wild boars in the region have been analyzed.

Possible solutions for reconstruction of residential buildings of standard series are considered. The analysis of studies on the reconstruction of buildings in the world practice is conducted. The existing methods of technical and economic assessment of the effectiveness of the reconstruction of apartment buildings are analyzed. Using the example of the housing stock of the Tambov region, a study of the values of the technical and economic indicators of the space-planning solution of the building was carried out; the cost estimation of reconstruction with the construction of superstructures or extensions to the building was made in order to find the most optimal solution.

A passive acoustic method is proposed for monitoring the dispersed composition of air bubbles, which determines the efficiency of wastewater treatment in facilities with aeration systems, in treatment facilities with aeration systems. The principal possibility of applying the method has been demonstrated on an experimental plant assembled on the basis of a flotation column. The size of the bubbles created by the flotation column aeration system was determined photometrically. It is shown that the error in determining the bubble radii by the proposed method relative to the photometric method was no more than 17.5%.

In modern foreign language teaching, a variety of approaches is used to meet the learners’ needs in acquiring language skills for professional communication. One of them is Content and Language Integrated Learning (CLIL), an innovative language teaching method that combines learning a foreign language and profession-related content. In this paper, we describe the experience of designing a course in English for students of Biomedical Engineering with elements of the CLIL approach. A theoretical foundation for implementing CLIL within the competency-based approach is provided. The core principles of CLIL are discussed. The paper focuses on the course design and its structure as well the main requirements to selecting the learning materials. The examples of sample tasks and activities for the course are presented.

The results of the use of thermally modified kieselguhr sludge from the production of vegetable oils (TKSH500) of the initial and activated with a 30 % solution of nitric acid (TKSH500k) and 1M sodium hydroxide solution (TKSH500sh) for purification of model solutions from the dye methylene blue (MB) are presented. The maximum activating effect was achieved as a result of acid treatment, which leads to a 38 % increase in the total acidity of the sorption material in comparison with the initial one. It is shown that the sorption isotherms of the dye on the initial and activated samples of TKSH500 have an S-shaped form. In the region of low dye concentrations, a monolayer is formed; with an increase in the dye content, sorption becomes polymolecular. Analysis of the IR spectra of sorption materials after adsorption of the MB dye showed a shift to the low-frequency region of the positions of the bands in the regions corresponding to the vibrations of the O–H and C = O bonds, which indicates the ionization of hydroxyl and carboxyl groups present in the sorption materials, and the formation of a bond between them and the MB molecule.
