It is necessary to understand what cross-subsidization is - good or bad, evil or good, a problem that needs to be solved, or a necessity that should exist now. In my report, I will talk about the essence and history of the emergence of the phenomenon of cross-subsidization, I will describe the current state in order to understand where we are now, and the promising trends of this phenomenon that exist in public space, legislation, the heads and minds of science and government. I will also present a model for assessing the functioning of a consumer under conditions of work in the power system and in the case of his transition to its own generation with different amounts of cross-subsidization, I will dwell on the results of the simulation. The generated model is a toolkit for market participants that will help them choose the most profitable and efficient way of supplying energy.

As scientific community as businessmen discuss the problem of cross-subsidization in the electric power industry. This problem has long remained relevant. The main topic of economic discussions is fairness and validity of the rules for the tariff formation in the electric power industry. The different tariffs allow reducing the financial burden of some consumers and shifting it to others. The aim of the issue is to develop the main vectors of solving problems and government regulation measures. They are expected to level the negative economic effects of cross-subsidization. The purpose of the study is revealed through solving the following problems: a) to determine the socio-economic nature of cross-subsidization and regulatory problems at the current stage of development; b) to study the experience of foreign countries in cross-subsidization policies; review public policy mechanisms related to cross-subsidization. The subject of the issue is economic relations between different economic participants and their interests arising in the process of cross-subsidization policy. The results of the issue are the development of the main directions of the transformation of the state regulation of the energy complex in terms of reducing the negative effects of cross-subsidies. The scope of application of the obtained results is determined by the possibilities of developing and implementing a balanced state policy that takes into account the interests of all participants in economic processes, eliminating the creation of social tension in society that supports the growth of the well-being of the population. The following general scientific and special methods were chosen as scientific tools for conducting this study: content analysis method, system analysis method, retrospective analysis method, statistical survey methods. The information base of the study was the analytical development of the materials of the Federal Antimonopoly Service, the Federal State Statistics Service, regulatory acts of the Russian Federation governing the development of the electric power complex. The basis of the presented study was the basic definitions of cross-subsidies, methods of reducing the negative consequences of cross-subsidies, principles and approaches of state regulation of the electric power complex.

The construction of intelligent power supply systems for rural consumers (microgrids) is a promising concept for the development of the energy infrastructure of agricultural facilities. In the process of designing and operating micro-networks, a large number of technical, organizational and legal issues arise, the correct answer to which affects on the reliability, quality and efficiency of electricity supply to agricultural facilities. The analysis of the documentation regulating these processes is of particular relevance. (Research purpose) The research purpose is in analyzing the documentation regulating the construction and operation of intelligent power supply microgrid systems for rural consumers. (Materials and methods) The article reviews regulatory documents in the field of regulation of the electric power industry, distributed generation facilities, renewable energy sources, and the functioning of retail electricity markets. Authors used the method of system analysis, methods of comparisons and analogies, and expert assessments. (Results and discussion) The article presents the issues of functioning of micro-networks of rural consumers as part of the power system, in retail electricity markets; implementation of technological connection and integration of micro- networks into distribution networks. Authors evaluated the regulatory and technical documents regulating the general technical requirements for the design and operation of micro-networks. Domestic and foreign standards for the connection and parallel operation of micro-networks with distribution networks as part of the power system and special documents on micro-networks has been studied. (Conclusions) The article proposes measures for the development of GOST R based on the European IEC TS 62898-1 «Microgrids», harmonized with the requirements of Russian standards, taking into account the features of the Russian electric power industry and agriculture. The article notes the need to make changes to the Russian network codes to ensure the integration of rural micro-networks. The measures of state support aimed at stimulating the spread of intelligent power supply systems for rural consumers were cited.

The electric power industry is a basic sector of Russia's economy that creates necessary conditions for the activity of productive forces and life of the population. The results of electric power industry reorganization in our country are rather ambiguous. The structural changes were carried without taking the vertical integration principles in consideration, which had a significant impact on the pricing policy and investment programs. The results of studying the current state of the sector in the Russian Federation are presented, and recommendations on solving the existing problems based on the vertical integration principles are given. It is pointed out that vertically integrated companies that manage generation, distribution, transmission, and sales do not come in contradiction with the market conditions and, what is more, guarantee the power supply reliability. The relevance of this problem is stemming from the fact that the prices for electricity have a significant influence on the country economy as a whole. Under the currently existing conditions of the rapidly changing world policy, it is especially important to use vertical integration for gaining the maximum efficiency. Thus, these principles are the basis for creating an optimal market structure.

The first part of the paper is devoted to the problem of optimal control in the area of electric power industry which is described on the basis of a one-sector variant of Glushkov integral model of developing systems. The authors consider the ways uncertain conditions of future electric power system development influence the optimal service life. The results of calculations for the Unified Electric Power System of Russia are presented and analyzed. The second part of the paper deals with the application of Prony method to identification of the Volterra equations in the two-sector models of developing systems. The authors suggest a numerical method for identifying the efficiency function parameters. An illustrative example is given.

Frequency and severity of some extreme weather events are increasing, and weather can impact the power system and its components in a number of ways. This paper identifies key technical issues facing the electric power industry, related to global climate change. The technical challenges arise from: 1) impacts on supply and demand balance; 2) impacts on system operating strategies, and power generation scheduling; 3) impacts on power grid structure, and power infrastructure response to extreme weather events; and 4) impacts on operation parameters of power system. The objective of this paper is to facilitate continued discussion of power systemclimate change interactions. To this end, this paper identifies key issues relating to the interactions between the electric power industry and global climate change. These issues will not be resolved quickly, and it requires sustained attention if they are to be resolved successfully.

The Crimean Peninsula is the flagship of the development of renewable energy, as it is not only an actively developing region, but also a resort center. The energy complex of the Crimean Peninsula in recent years has increased due to the construction of new power plants (Balaklava TPP and Tavricheskaya TPP) with a total capacity of 940 MW, as well as the construction of new 220 and 330 kV transmission lines, which ensured that the peninsula’s power supply deficit was covered. A review of the regional development and use of renewable energy sources is carried out. Based on the data obtained, an analysis is made of the problems and prospects for the development of renewable energy in the region. The development of renewable energy for the Crimean Peninsula plays an important role in order to achieve environmental safety and develop the economic potential of the region. The paper substantiates the priority use of renewable energy in the region, as well as the solution of emerging problems with an increase in the share of renewable energy in the total generation. The appearance of excess electricity in the power system and the possibility of balancing the generated power of renewable energy and thermal power plants, while reducing the cost of electricity. Investment attractiveness and active population growth in the region leads to an increase in generating capacity and an increase in the maneuverability of the energy system with a significant impact of RES. The efficiency of renewable energy in the energy system, the world experience in managing renewable energy generation, the actual impact of renewable energy on the energy system in conditions of electricity shortage, and forecast work schedules of the SES wind farm provided by the electric power industry entities in the assigned way are taken into account when forming the dispatch schedule and are accepted at the request of the subject. The available experience of existing SES in the power system of the Republic of Crimea and the city of Sevastopol requires additional research, including through field testing of generating equipment. Further full-scale tests should be carried out under the conditions of a real electric power mode of the power system, which requires the introduction of modern information technologies that ensure the exchange of technological information and the implementation of appropriate control actions. The work is underway to create a regulatory framework for the control of renewable energy source operation.

Determination of reserves of generating capacity is one of the main tasks in planning the future development of electric power systems. There are many problems that affect the rational level of redundancy of generating capacities in Russian power industry. Modern changes in the Russian electric power industry concerning the level of redundancy of generating capacity in the long-term planning of the development of the Unified Power System (UPS) of Russia are analyzed in the article. The optimization problem of determining the necessary reserves of generating capacity in the power system, based on the assessment of adequacy, taking into account the modern features of the development of the UPS of Russia is presented. The results of assessing the adequacy of the UPS of Russia at the level of 2022 and the value of the optimized reserves of generating capacity in the UPS of Russia are showed in the final part.

The main objective of the electric power industry is to provide for uninterrupted and reliable operation of power systems in order to meet the demand for electric power. The introduction of digital technologies in the wholesale electricity and capacity market is aimed at improving the efficiency, safety and continuity of its operation. The author highlights the features of legal support of digitalization in the wholesale electricity and capacity market, and proposes the possibility of expansion of the experimental legal regime to the wholesale electricity and capacity market. Information security issues are considered taking into account the fact that market participants may suffer not only financial and reputational losses from the implementation of security threats, but also damage to the life and health of people, the environment and the market infrastructure. The author concludes that it is necessary to develop means of legal protection of interests of owners and users of electronic software systems, as well as legal regulation of automated actions carried out in the wholesale electricity and capacity market. The article highlights one of the unsolved problems of the Russian power industry management. In most of the works, cross-subsidization in the electric power industry is considered in negative connotations. It is shown that in the design of the electricity tariff with cross-subsidization, along with the negative side, there is also a positive side. The article presents views on the problem of people who are active in decision-making, but pas-sive in the public scientific space.
