The article presents the results of the implementation of the Youth educational project “Student+” by the Russian Public Organization “Federation of Psychologists of Education of Russia” — the winner of the competitive selection of applications from socially oriented non-profit organizations for the grant of the Mayor of Moscow in 2019 in the category “Volunteering”. The “Student+” project was created with the aim of involving university and college students in volunteer activities aimed at preventing negative phenomena in the youth environment, including primary prevention of chemical addiction among student youth. The main principle of the implementation of the prevention of drug addiction and alcoholism among students, implemented in the Project “Student+”, is the principle “an equal teaches an equal”, which involves special training of student volunteers in the design of preventive measures and scientific and methodological support during the implementation by students of copyright classes with the participation of peers. During the implementation period of the “Student+” Project (October 2019 — September 2020), a program of educational activities was developed and tested, aimed at developing skills in the field of primary prevention of illegal consumption of narcotic drugs and psychotropic substances in the student environment; content of the program, including for distance learning (website студентплюс.рф); methodological recommendations for universities on the organization of primary prevention of illegal consumption of narcotic drugs and psychotropic substances in the student environment, based on the principle “an equal teaches an equal”.

The article deals with the organization of primary prevention of drug abuse in an institution of higher education. Effective psychological and educational prerequisites include: early detection of illegal use of narcotic drugs and psychotropic substances; raising students' awareness of the legal consequences of abusing narcotic drugs and psychotropic substances; informing all participants in educational process on how to obtain medical and social help in the regions they live (are educated); organizing of educational activities in a higher school aiming at creation of possibilities for students to take part in active prosocial work; development of psychological and educational competency of teachers and parents (or legal representatives) in the field of prevention of addictive behavior among the youth; arrangement, carrying out and methodological support for peer training; psychological assistance for students, including educational and developmental work, psychological help and support, as well as psychological counselling.

The activity of trafficking in narcotic drugs, psychotropic substances is inextricably linked with medical and pharmaceutical activities.Analysis of the executive discipline by medical and pharmaceutical specialists in compliance with the law in the field of trafficking in narcotic drugs and psychotropic substances revealed the most problematic aspects of the activity and the need to revise certain aspects of regulatory and legal activities, based on the modern requirements of practical medicine and pharmacy.

This article provides a classification and characteristics of persons convicted for crimes in the field of narcotic drugs and psychotropic substances illicit trafficking. The article deals with the statistics in this sphere over the past five years. Based on the collected empirical evidence the authors analyzed the qualitative indicators of convicted drug offenders. The examination of statistical data from investigative and judicial practice on crimes in the field of narcotic drugs and psychotropic substances illicit trafficking made it possible to sketch a criminal profile of a person sentenced to imprisonment: a citizen of the Russian Federation, a male between 18 to 39 years, having a secondary general or vocational education. Moreover, the personality of a convicted person is characterized by his internal criteria deformation devaluing the norms and rules that express and consolidate public interests. The authors also conducted a comparative analysis of offenders convicted both in the Russian Federation and in such federal subjects as Saint-Petersburg and Leningrad region. The choice of St. Petersburg as one of the objects of this research is justified by the fact that it has been among the leaders of the regions with the largest number of recorded drug-related crimes for several years.
