The authors analyze the criminalistic methodology of investigating the sales of narcotic drugs and potent substances on the information and telecommunication network Internet. They present statistical data and examples of the new ways and means of distributing narcotics and potent substances through Internet platforms. The authors have analyzed the causes and conditions for the mass dissemination and use of narcotics and potent substances in the situation of modern society’s transition to the new era of innovative technologies. They examined the issue of the development of the sales of narcotics and potent substances using the platforms RAMP and HYDRA, and the possibilities of bulk phone text messaging of links to these sites. The authors suggest measures on improving the cooperation of the law enforcement bodies with other agencies with the goal of preventing the distribution and sales of narcotics and potent substances on the Internet.

The purpose of the article is to highlight the possibility of quantitative identification of narcotic drugs, psychotropic substances and their analogues in the context of studying the composition of liquid mixtures for smoking (vapes), to propose a method. Methodology. A set of general scientific and special methods was used to achieve this goal. In particular, using theoretical methods (analysis, generalization, comparison, modeling), systematized theoretical materials on the problems to be solved; the state of practical elaboration of the problem is empirically determined; organizational and experimental means (diagnostic, ascertaining, formative, corrective experiment) in combination with qualitative analysis and mathematical processing of the obtained results confirmed the effectiveness of the proposed method. The reliability of the results is ensured by the use of modern instrumental physicochemical, mathematical, statistical methods of analysis, as well as software processing of experimental data. Scientific novelty. The composition of liquid mixtures for smoking was determined using physicochemical methods of research, for the first time the possibility of quantitative identification of synthetic cannabinoids and α-PVP in the composition of vapes was proved. Conclusions. The composition of liquid mixtures for smoking (vapes) was determined and the possibility of quantitative identification of narcotic drugs, psychotropic substances and their analogues using various instrumental methods based on modern scientific research, in particular the content of synthetic cannabinoids and α-PVP in liquid mixtures for smoking by thin-layer, gas chromatography and using mass spectrometry. The effectiveness of current methods of researching synthetic cannabinoids was tested on specific examples and a contribution was made to the future development of methods for studying the composition of drug-containing liquid mixtures for smoking and those containing psychotropic substances, the demand for which is currently growing on the world market and in Ukraine. A method for isolating synthetic cannabinoids and α-PVP from a solution of smoking mixtures has been developed. The general approaches to the choice of the scheme of research of synthetic narcotic drugs and psychotropic substances depending on the questions, form (liquid), type and quantity of the objects submitted for research are offered.

Although far from the propagator of the drug wars, the UN enabled the creation of a uniform global legal framework to effectively legalise, or regulate, their pursuit. This book thereby answers the question of where the international legal framework for drug control came from, what state interests informed its development and how complex diplomatic negotiations resulted in the current regulatory system, binding states into an element of global policy uniformity.

Relevance of the problem outlined in the article is due to increasing levels of crime in the sphere of illicit trafficking in narcotic drugs, psychotropic substances, their analogues or precursors using information and telecommunication systems. The aim of the article is a comprehensive analysis of the problem of the use of electronic evidence in proving crimes of trafficking in narcotic drugs, psychotropic substances, their analogues or precursors. To achieve the goal were used to theoretical, historical comparative methods and logical analysis; application of dialectical method allowed to reveal the meaning of concepts "electronic evidence The article presents the most common methods of communication in the sale of drugs, psychotropic substances, their analogues or precursors through such means of communication as messengers, social networks, online games, proprietary programs. It is established that the main causes of drug trafficking crimes include: insufficient legal regulation of cyberspace, the lack of geographical boundaries, the spread of information about drugs on the Internet, especially in Darknet), the uncontrolled development of the cryptocurrency market. The definition of electronic proof in the Ukrainian legal system, as well as the forms and features of electronic proof are considered.

The relevance of the study is due to the change of activity of organized criminal groups involved in the circulation of psychoactive substances towards the organization of the mentioned activity through the Internet. The purpose of this work is to investigate the current problems of combating drug trafficking by using the worldwide web through contactless sale of narcotic drugs and psychotropic substances. It is necessary to strengthen the analytical component of law enforcement activities in the detection and analysis of content on the Internet through the introduction of information technology in law enforcement activities, the dissemination of knowledge about OSINT. The materials of the article are of practical value for the higher education graduates of police specialties, police officers of the criminal block and specialists in the field of operational search activities.

The article intends to examine, with the help of doctrinal method, the utility of India’s strict penal policies against cannabis in the light of various contemporary issues. India Criminalized cannabis under Narcotic Drugs and Psychotropic Substances Act, 1985 pursuant it’s international commitment as a signatory to three United Nation’s drug conventions. The primary objective behind criminalization was to reduce the incidences of drug abuse. But the experience from the past few decades has been that such law is producing more harm than it actually prevents. Criminalization of cannabis not only violates individual’s right to autonomy and self determination but also creates numerous other issues like increasing the incidences of incarceration, economic stress on the legal system, hindrance to medical research, etc.
