The paper describes the methodology and experience of conducting independent evaluations of the development of general professional competencies in students (future teachers) and their compliance with the requirements of the professional standard for teachers as well as the federal state educational standards for general education. The system of independent evaluation of professional competencies in students of teacher training programmes was tested twice within the project of modernization of teacher education with the assistance of participating universities. The evaluation involved more than 6300 students in 51 universities of the Russian Federation. It is argued that this evaluation helps to create competency-based individual and group profiles for future teachers and to assess how effective the university is in training students in accordance with the requirements of the professional standard for teachers.

The experience of the Samara region in the development and implementation of programs for additional vocational education in accordance with the requirements of the professional standard "Pedagogue-psychologist (educational psychologist)" is described. The course of implementation of the federal state educational standard of higher education in the direction of training 44.03.02 Psychological and pedagogical education (bachelor's level) is analyzed according to the requirements for the development of professional competencies among university graduates. The problem of compliance of these requirements with the requirements of the professional standard "Pedagogue-psychologist (educational psychologist)" and the possibility of its partial solution through the system of additional professional education are considered. The examples of specific programs for additional vocational education developed by the specialists of the State Budgetary Institution of Additional Vocational Education of the Samara Region "Regional Sociopsychological Center" and aimed at forming the missing professional competencies of pedagogical psychologists are given.

The paper considers the problem of forming the semantic reading strategies at students - future teachers as that being the universal educational actions [hereinafter - UEA], which they should master in the university in order to be able to use them in teaching schoolchildren. These requirements are set forth in the Federal State Educational Standards for Higher Education [hereinafter referred to as the Standard] and in the Standards for Primary General, Basic General, Secondary General Education [hereinafter referred to as the Standards for General Education], which defines the lines of their continuity. Relevance of the problem is the need to develop of semantic reading strategies for the students - future teachers - to work with students in accordance with the requirements of General education Standards, on the one hand. On the other hand, first-year students who are starting to study pedagogy, did not study at school according to the new Standards and do not know the strategies of semantic reading. Modern children have changed a lot over the past decades (they have a new "system-semantic type of consciousness"), and in a different way than adults perceive, process and assimilate information, which requires the development of new approaches and technologies for their education and upbringing. Purpose of the paper is to reveal the essence and specifics of innovative quantum technologies aimed at forming semantic reading strategies at students – future teachers as universal educational actions, which will ensure the continuity of educational programs of general education and pedagogical education. The methodological basis of the problem under study is the psycholinguistics of child development (within the framework of the A.A. Leontyev’s scientific school), which studies the issues of the interconnected development of personality and consciousness of up-to-date children in the process of mastering speech activity in the context of multilingual education (in their native, non-native, foreign language, “subject language”). In the course of the study, the following methods were used: comparative analysis of scientific papers, questionnaires, training experiment, Quantum express method, analysis and evaluation of students' activity products. The results of the study confirmed the hypothesis and proved the effectiveness of Quantum technologies for forming semantic reading strategies based on the Quantum express method. In the course of studying the discipline "Pedagogy", students mastered the strategies of semantic reading, everyone was able to prepare a "student's Pedagogical Navigator" as a product of project research activities.

The paper describes conceptual approaches to the assessment of ICT competency in teachers following requirements of the professional standard for teachers. It provides an analysis of the existing approaches. ICT competency is considered as a teacher’s ability to plan, organize and implement teaching/learning activity in an educational context according to the requirements of the Federal State Educational Standard in General Education, to actively participate in the development of an educational organization, and to continue to develop professionally. The paper outlines the authors’ approach to designing test frameworks for ICT competency assessment. The materials of this paper represent the outcomes of a research carried out by the Federal Institute for Education Development on the topic “Conceptual Approaches to Assessing ICT Competency in Teachers with Regard to the Professional Standard”. This paper was written as a part of work carried out for the Ministry of Education and Science № 27.302.2016/НМ on the topic «Conceptual Approaches to Assessing ICT Competency in Teachers with Regard to the Professional Standard».

The article presents the experience of the development and implementation of basic professional educational programme in Pedagogical Education (Teacher of Basic General Education, master's degree). Special attention is drawn to the implementation of the competency-based approach. In the process of testing the programme modules, 263 graduate students took part in stages 1, 2 and 3. Based on the results of the evaluation of the educational programme carried out by teachers and practitioners involved in this process, it was concluded that the target, content, technological, and evaluation characteristics of the programme modules meet the requirements of the Federal State Educational Standards of Higher Education (master's level) in Pedagogical Education (44.04.01) as well as those of the Professional Standard for Teachers. The modules also comply with the requirements of the Federal State Educational Standards on General Education in the context of modernization of teacher education.

The specifics of the application of the professional standard "Pedagogue-psychologist (educational psychologist)", which sets the requirements for the qualification of specialists, in the system of additional professional education are discussed. The recommendations on the development of a personified model of additional vocational education in the form of advanced training based on technology for diagnosing the level of competencies of specialists are considered. It is emphasized that it is expedient to determine the necessity, form and direction of additional vocational education for pedagogical psychologists, taking into account the results of the analysis of the qualification requirements contained in the professional standard, the qualification characteristics of the staffing of organizations, as well as the requirements of federal state educational standards for general education. This conclusion is based on the discussion of the results of approbation of the technology of the qualification test, developed by the Moscow State University of Psychology and Education.

Aim. To develop and introduce into the pedagogical practice a competency-oriented education module. It would be included in all professional competencies of the Federal State Educational Standard for OPHTHALMOLOGY. Material and methods. A nosological form, retinopathy of prematurity, was chosen to create the module. The material was created primarily on the basis of Federal clinical guidelines (FKR), retinopathy of prematurity, active phase. For the electronic information and educational environment of the university and for contact work, tests and case studies were prepared and competency-oriented tasks were compiled for all 12 professional competencies (PCs) registered in the Federal State Educational Standard for Ophthalmology, dated October 27, 2014 (No. 34470). Results. The educational module, including all PCs, was developed and introduced into practice in the Department of Ophthalmology at North-Western State Medical University named after I.I. Mechnikov; this can serve as a reference model for the development of similar modules in other important and relevant areas in ophthalmology to enhance both the residency program in ophthalmology and cycles of thematic improvement for practicing ophthalmologists. Conclusion. The competency-oriented tasks developed for the module are a useful resource in both learning and evaluation of residency programs in ophthalmology and thematic improvement of ophthalmologists.

Pedagogical activity is multifunctional in nature. Multifunctionality of the teacher's activity is obliged by the requirements of the Federal State Educational Standards of Higher Education as well as the teachers professional standard. Multifunctional training of future teachers is the process (and result) of mastering by the pedagogic bachelors and masters of set of competencies aimed at fulfilling various teacher functions. There are six basic functions of the modern teacher identified: pedagogical, project, research, methodological, managerial and cultural-educational. The pedagogical function is complex in nature and includes a number of other functions: tutoring, education, developing and correction. All of them are interrelated. The article outlines characteristics of mentioned above functions, describes the track record of training of future teachers at Faculty of Natural Sciences and Geography of Samara State University of Social Sciences and Education as part of baccalaureate and magistracy programs of pedagogical education. This consists of updating of courses content that are implemented according to the student selection, development and realization of new ones, organization and execution of training and production practices, educational and research works of students, scientific conferences, student competitions and olympiads, publication of scientific collected papers (including student ones). Article also presents the results of surveys of graduates on the quality of their preparation for the various teaching functions.

This article represents experimental studies of the teacher’s professional competencies buildup and development in the field of inclusive education in school. The research participants were teachers of the general education establishment that implements adapted educational programs in accordance with the requirements of the Federal State Educational Standard of Primary General Education for students with disabilities. The education of students with special health care needs is established by law as one of the prioritized areas of State policy. The implementation of the inclusive education principles in accordance with the requirements of the Federal State Educational Standard requires teachers to continuously develop professional competencies and form teacher’s personal and professional orientations in the inclusive education field. The professional teacher competence in the field of inclusive education is a combination of built-up competences that determine the ability to perform professional functions in inclusive education, taking into account different educational needs and ensuring the inclusion of children with disabilities in the environment of educational institutions and creating conditions for their development and self-development. In the course of the research, there were selected specific activities to implement the programme for building up teacher’s professional competencies for implementing inclusive education in school. The solution of these tasks assumed building up the components of teaching competence: motivational, value, operational and reflexive ones, as well as a new type of teaching activity – implementing inclusive education in school.

The article is a description of the Power Query technology training methodology implemented within the framework of the Federal State Educational Standard for Higher Education 3++ taking into account professional standards in the direction of the bachelor’s program “Business Informatics”. The authors propose a set of laboratory works in the form of situational tasks and cases that allow to create professional competencies and labor functions of a future specialist (business analyst) as part of the development of the ETL process for processing data using Power Query technology. The use of situational tasks and cases allows to effectively implement the development of a set of professional competencies, which are elements of generalized labor functions, without tying the material in question specifically to any discipline. As part of the implementation of situational tasks and cases described in the article, bachelors not only learn to use the basic elements of Power Query technology, but also gain the skills and abilities associated with the application of the studied technology in performing standard professional tasks stipulated by a professional standard. The format for describing the methodology is presented in the form of the traditional “Key-by-Key” technology, widely used in obtaining professional IT competencies.
