The paper considers the problem of forming the semantic reading strategies at students - future teachers as that being the universal educational actions [hereinafter - UEA], which they should master in the university in order to be able to use them in teaching schoolchildren. These requirements are set forth in the Federal State Educational Standards for Higher Education [hereinafter referred to as the Standard] and in the Standards for Primary General, Basic General, Secondary General Education [hereinafter referred to as the Standards for General Education], which defines the lines of their continuity. Relevance of the problem is the need to develop of semantic reading strategies for the students - future teachers - to work with students in accordance with the requirements of General education Standards, on the one hand. On the other hand, first-year students who are starting to study pedagogy, did not study at school according to the new Standards and do not know the strategies of semantic reading. Modern children have changed a lot over the past decades (they have a new "system-semantic type of consciousness"), and in a different way than adults perceive, process and assimilate information, which requires the development of new approaches and technologies for their education and upbringing. Purpose of the paper is to reveal the essence and specifics of innovative quantum technologies aimed at forming semantic reading strategies at students – future teachers as universal educational actions, which will ensure the continuity of educational programs of general education and pedagogical education. The methodological basis of the problem under study is the psycholinguistics of child development (within the framework of the A.A. Leontyev’s scientific school), which studies the issues of the interconnected development of personality and consciousness of up-to-date children in the process of mastering speech activity in the context of multilingual education (in their native, non-native, foreign language, “subject language”). In the course of the study, the following methods were used: comparative analysis of scientific papers, questionnaires, training experiment, Quantum express method, analysis and evaluation of students' activity products. The results of the study confirmed the hypothesis and proved the effectiveness of Quantum technologies for forming semantic reading strategies based on the Quantum express method. In the course of studying the discipline "Pedagogy", students mastered the strategies of semantic reading, everyone was able to prepare a "student's Pedagogical Navigator" as a product of project research activities.

The article discusses the problem of the formation of functional literacy of primary schoolchildren as the main learning outcome that meets the requirements of the Federal State Educational Standard of Primary General Education. The article reveals the characteristics of the concept of “functional literacy”, which includes two groups of achievements of a younger student - subject and metasubject. The reader gets acquainted with the widespread pedagogical “mistakes” of the teacher, as well as the difficulties that children face in the learning process. The main types of educational activity are determined, which to the greatest extent contribute to the formation of functional literacy of primary schoolchildren, which primarily include search and research activities.

The article discusses the issues of organizing design and educational research activities of students using tutoring. The relevance of this topic is due to the need for high-quality implementation of the Federal State Educational Standards of General Education, which formulate the task of forming and developing design and research skills of students. The authors propose criteria and tools for diagnosing the success of tutor support, tested in pedagogical practice, cite the results of diagnostics, testifying to the positive influence of tutor support on the formation of schoolchildren’s internal motives and a steady interest in design and research, on the improvement of students’ skills in choosing a topic and formulating a project and research problem, on an increase in the quality of finished works. The article was prepared on the basis of research materials carried out in 2018–2021 in Ulyanovsk Gymnasium No. 34.

The presented article discloses the activities of the Museum of History and Local Lore of the Municipal Budgetary Educational Institution of Secondary School No. 16 of Kazminskoye village of the Kochubeevsky Municipal District of the Stavropol Territory from the standpoint of ensuring that students achieve the results of mastering the basic educational program. The educational function is considered as the main function of the school museum, which is realized through the technologies of museum pedagogy, which are based on the system-activity approach to teaching, which is the methodological basis of federal state educational standards of general education, which, according to the authors, determines the role of the museum as an effective means achieving educational results of students, reflected in the Federal State Educational Standards of General Education. The authors emphasize that the educational and up-bringing influence of the museum on students is manifested in the process of their direct participation in the implementation of various areas of museum activities. The article reveals the structure of management and external relations, provides examples of expanding the educational space of the school by means of the school museum. Considering the project and research activities of students as the main tool for achieving meta-subject results of mastering the main educational program, the authors demonstrate, with specific examples, the mechanisms of providing the museum with opportunities for students to acquire successful experience in project and research activities. At the same time, the participation of schoolchildren in olympiads, competitions, scientific conferences, festivals, gatherings is considered as a means of external assessment of the level of achievement of the results of mastering the basic educational program and an element of the individual «portfolio of achievements». The article tells about the organization of research work, exhibition activities, reveals the mechanisms of activating the processesof acceptance and implementation of the values of a healthy lifestyle by students, the need for sports and recreational activities by means of tourism and local lore activities, publishing activities are considered from the standpoint of the formation of skills to use information and communication technologies

The article highlights the individual fi ndings and conclusions resulting from scientifi c research work “Substantiation of principles of selection, structuring and organization of contents of professional programs in the logic of the Federal State Educational Standards of Preschool, Primary General, Basic General and Secondary General Education, Secondary Vocational Education) and the Professional standard “Teacher (teaching activities in the fi eld of preschool, primary general, basic general, secondary general education) (educator, teacher)””. The current stage of development of system of further professional education of teachers is characterized by sharpness of the integration process. On the one hand, the eff ective or being under development professional standards infl uence over the content of further professional programs, on the other hand — the Federal State Educational Standard of General Education. The authors consider the design of programs of further professional education and the role of heads of educational organizations in the process.

Introduction. Today, reading is one of the language activities that consists not only of transforming letters into sounds. It is one of the meta-subject skills, which affect learning success. One of the priority objectives set in the Federal State Educational Standard for Primary General Education is to create the necessary level of reading competence in junior students. Consequently, the level of reading competence in students, i.e., future primary school teachers, should be high. The study aims to identify the level of reading competence in first-year students of the specialty ‘Pedagogical education’ (44.03.01) majoring in Primary education. The objectives of the research are to carry out a theoretical analysis of the reading competence issue, identify criteria for reading competence formation in first-year students, identify their levels of reading competence, and propose tasks to develop reading competence in first-year students. Materials and methods. The paper is devoted to the analysis of reading competence in the first-year students majoring in Primary Education. The paper presents the results of the tasks completed by first-year students. Students’ results were analyzed according to the criteria of efficiency, flexibility, maturity, and activity. Results of the study. The analysis has indicated that, in general, reading competence in the students is at the average level. According to the criteria of ‘efficiency’ (a high level of understanding the information read), ‘flexibility’ (the ability to change reading strategies), and ‘maturity’ (the ability to switch from one form of information presentation to another), the students are mainly at a medium and low level. In our opinion, this is because many students do not have a well-developed ability to carefully read information, and identify the essentials. According to the criterion ‘activity’ (the ability to use the information obtained from reading), more than half of the first-year students showed a low level, which indicates that they are not able to analyze and express their thoughts on what they read. Based on monitoring of reading competence in the first-year students of specialty Pedagogical Education (44.03.01) majoring in Primary Education, we have developed and proposed tasks aimed at building reading competence. These, in particular, include keeping a literary dictionary; keeping a reader’s diary; analyzing literary works for children; self-analyzing of reading the literary works for children, with their systematization by the time of writing, themes, genres; a compilation of chronological tables on the development of children’s literature in Russia, and others. Conclusion. The paper proposes constant monitoring of reading competence, which will provide an objective picture of reading competence in students and the identification of factors affecting the quality of reading skills. The paper describes the methodology and experience of conducting independent evaluations of the development of general professional competencies in students (future teachers) and their compliance with the requirements of the professional standard for teachers as well as the federal state educational standards for general education. The system of independent evaluation of professional competencies in students of teacher training programmes was tested twice within the project of modernization of teacher education with the assistance of participating universities. The evaluation involved more than 6300 students in 51 universities of the Russian Federation. It is argued that this evaluation helps to create competency-based individual and group profiles for future teachers and to assess how effective the university is in training students in accordance with the requirements of the professional standard for teachers.
