The paper discusses a pedagogical system of information-communicative competence development of students - prospective public relations experts. This competence is formed throughout the conscious human life and provides effective interpersonal and social interaction using obtained and processed information in accordance with professional tasks. The paper presents the authors definition of information-communicative competence of a public relations specialist. The authors describe theoretical and methodological foundations and their qualitative conditions and synthesize a pedagogical system of information-communicative competence development of undergraduate students majoring in advertising and public relations. The authors think that the theoretical model of this system is urgent, significant and has a practical value from the point of view of its use as a methodological basis for pedagogical experiment. The authors present the results of the practical implementation of this theoretical model: a system of designed practical training in basic subjects of the curriculum; systematization and selection of existing educational technologies; training manuals, reflecting the targets of the educational system as well as the means of achieving them; a developed and tested methodology of the pedagogical experiment. The proposed criterion-diagnostic apparatus allowed the authors to make a preliminary assessment of the results and carry out the correction of the developed system to ensure maximum efficiency.

The main goal of foreign language teaching is the development of foreign language communicative competence that implies the development of speech skills. Due to the prevalence of the competency-based approach in the methods, as well as based on the lexical approach, special attention is paid to the collocational competence development. Since the vocabulary acquisition is founded on the acquisition of the compatibility of words and phrases, and collocations are certain words in the language that tend to be used together, we should talk about the inclusion of collocational competence into the communicative competence. Informatization of education influences the methods of foreign language teaching. For the successful implementation of educational process in the modern world, the development of linguocomputer competence is necessary for both students and the teacher. Analysis of the methodic literature showed that the issue of the psychological and pedagogical conditions for the collocational competence development of students is not well covered in domestic and foreign methodic literature, and requires a more detailed study. In the presented study: 1) we conduct an analysis of the domestic and foreign scientists works on the psychological and pedagogical conditions for the competencies development; 2) we prove the importance of collocation competence development of students; 3) we study the issue of linguocomputer competence development of both students and teachers; 4) we identify the key place of the complex task “dictogloss” as a mean of collocational competence development, as well as a mean of linguocomputer competence formation and development.

A need related to organization of dialogical interactions within educational process at the higher school for achievement of personhood of students as subjects of social and professional communication has been shown in this paper. Intentionality concept provisions are considered as methodological justification of dialogue organization within teaching and educational process. The attention to consideration of intensions influence to students’ communicative competence development and increase of pedagogical communications efficiency has been paid. Some approaches related to organization of dialogical interactions in the teaching and educational process, directed on formation of intentional communications and promoting development of students’ communicative competence have been considered.

The issues of the student engagement in science-related activities and the development of students’ language communicative competence are especially relevant in a technical university, where due to the prevailing of the Sciences, the professional communicative competence has become increasingly vital. The goal of this article is to examine how interdisciplinary scientific conferences for students held in foreign languages can foster the foreign language communicative competence of students. In the article, we present the definition and the three basic models of communicative competence. A method of pedagogical observation is used that represents comprehension and analysis of goal-oriented preparation of students for practical scientific conferences. We reveal the fact that interdisciplinary scientific conferences for students held in foreign languages allow educators to foster the foreign language communicative competence of students and deepen their knowledge in professional area, as well as to equip them with research skills since students’ participation in the conferences increases their attention and focus, motivates them to practice critical thinking skills of high level.

The article considers topical issues of definition and qualification of crimes against human life in Ukraine and abroad. It is proved that the problematic issue of criminal law protection of human life is a significant differentiation of approaches to determining the moment of its onset, which reflects the medical and social criteria for the formation of an individual who has the right to life. It is shown that Ukrainian criminal law gives a person the right to life from birth, while the correct approach is to recognize the beginning of human life and appropriate criminal protection from the moment of onset 10 days after conception, which is consistent with European experience (in particular, France) and sufficiently reflects the medical features of the period of formation of a full-fledged embryo. The article also addresses the issue of the fact that Section II of the Special Part of the Criminal Code of Ukraine combines encroachment on two different generic objects - public relations for the protection of life and public relations for the protection of personal health. This provision of the criminal law of Ukraine does not correspond to the international practice on this issue. In addition, it is reasonable to believe that the two relevant categories of the object of criminal encroachment cannot be considered similar, as such an approach in certain cases can significantly complicate the classification of a criminal offense. It is emphasized that, given the exceptional importance of criminal law protection of human life, it is necessary to formulate a separate section of the Special Part of the Criminal Code of Ukraine, which covers only crimes against life as the main object of criminal encroachment.

Abstract—KSI infrastructure is a time-stamping and server-based signature solution deployed in Estonia to provide the integrity and timing information of data. With the goal of providing a personal signature that does not depend on the long-term secrecy of signing keys, Buldas et al. have proposed a BLT scheme that is based on the KSI infrastructure. Although Buldas et al. have shown that the (modified) BLT scheme is secure in the theoretical model, the fact that its practical implementation does not follow that description. In this paper, we will evaluate and provide two attack scenarios if the BLT schema is implemented in such a way, and then propose a solution to that problem. Tóm tắt—Hạ tầng KSI là một giải pháp chữ ký dựa trên máy chủ chứa thông tin thời gian được thử nghiệm triển khai ở Estonia để cung cấp tính toàn vẹn và thông tin về thời gian của dữ liệu.Với mục tiêu tạo ra một chữ ký số cá nhân mà không phụ thuộc vào tính bí mật lâu dài của các khóa ký, Buldas và các cộng sự đã đề xuất lược đồ BLT dựa trên nền của hạ tầng KSI. Mặc dù, Buldas và các cộng sự đã chỉ ra rằng lược đồ BLT (sửa đổi) là an toàn trong mô hình lý thuyết, nhưng triển khai thực tế của lược đồ này không hoàn toàn tuân theo mô tả đó. Trong bài báo này, chúng tôi sẽ đánh giá và đưa ra hai kịch bản tấn công nếu lược đồ BLT được triển khai như vậy, và sau đó đề xuất một giải pháp cho vấn đề đó.
