Use of funding formulas to allocate public funding to public primary educational institutions (2019)

Educational institutions are increasingly challenged to provide relevant and rigorous programs to students who demand variety in learning venues, delivery platforms, degree options, and quality assurance. Like many evolving fields, career and technical education (CTE) is additionally challenged by its history, the scope of its mission, a perceived lack of a unifying definition and purpose, a complex of funding formulas and allocations, and the blurring of boundaries among educational providers. This chapter discusses myths regarding CTE that obscure its mission, provides evidence of CTE effectiveness, and illustrates how CTE is transforming itself to meet the demands of multiple stakeholders having diverse agenda and varying needs.

Purpose. The aim of the article is the development of a mathematical model that can be used to determine the ranking of the best educational institutions in the region and systematize educational institutions into appropriate clusters, taking into account their industry significance, ownership, efficiency of public funding and own revenues that effectively use innovation and research potential. Methods of research. The methodological and theoretical basis of the study was the theories and views presented in the works of scientists. The results of the study were obtained using both general and special methods of scientific knowledge. The general theoretical context of the research is considered on the basis of the dialectical method; the method of analysis and synthesis was used in identifying global problems of institutions in world-class higher education. Argumentation of theoretical provisions that characterize the patterns of functioning of research, production and educational institutions in the global space, formed on the system analysis, the laws of logic, the method of scientific abstraction. Mathematical tools were used to determine the amount of fixed assets, total expenditures and revenues of general and special funds of the budgetary institution. Findings. An economic and mathematical model and a simplified formulation of the optimization problem have been developed. Mathematical modelling was performed, which made it possible to construct a model as a system of mathematical relations describing certain technological, economic or other processes. Originality. The article singles out and substantiates the model that allows, unlike existing ones, to form clusters of educational institutions with the help of economic and mathematical modelling, taking into account their sectoral significance, form of ownership, efficiency of public funding and own revenues that effectively use innovation and research potential. Practical value. The results of clustering based on a substantiated model of educational institutions will allow to obtain additional funding for higher education institutions. The ground is shifting at our educational institutions. We are asked to demonstrate the value of our research to a wider public, particularly as public funding comes with requirements of openly sharing funded research results. At the same time, we are witnessing an educational shift from students as consumers of knowledge to students as co-creators of new knowledge. How can libraries, the traditional keepers and guardians of knowledge, grow to support this changing world? Our library will offer a new space that brings together partners at our academic institution to support the entire research cycle from the conception of an idea to the creation and dissemination of new knowledge in service of advancing research for the public good. Through this paper, we will share our process for creating this new space and how it will open opportunities for the production and sharing of scholarship beyond the academy.

The article is devoted to the analysis of tools for popularization of technical sciences. The levels of public funding in the leading countries, as well as the number of popular science editions in the different countries of the world are considered. The objective of this article is to identify the factors of science development, taking into account the number of popular science periodicals, the level of English language proficiency as well as the level of research funding in these countries; to analyze the number of popular science editions in general and to single out the periodicals of exactly technical nature in order to have a broader understanding of the ways of science popularization among young audiences; to trace the relationship between promotion of science and science level in general. To achieve this objective, the methods of analysis of documentary information, as well as the method of generalization were used. The dependence of the level of development of science on the level of its state funding and the number of popular science editions has been proved. Popularization is necessary for further development of science in Ukraine and involvement of young people to enter technical educational institutions, which will increase the level of science and economy in the country.

Pondok Pesantren is one of the Islamic educational institutions that aim to form human beings who have noble character, so that created a human who has a balance between physical and spiritual. Some educational institutions offer various models of learning to balance the current development so that its existence is still recognized by the community. While boarding school in dealing with the development of the times, has a commitment to make new innovations by presenting the pattern of education that can give birth to a reliable Human Resources. Especially pesantren currently has a challenging enough weight in facing the era of "Demographic Bonus". Demographic bonus is a phenomenon in which the structure of the population greatly benefits the community from the side of development in various sectors, because the productive age is more than the non productive age. This means that the dependency burden will decrease with the ratio of 64 percent of the productive age population to bear only 34 percent of the nonproductive age population. With all kinds of scholarships and skills given to students, students are expected to compete in all fields, especially in the face of Indonesia gold in 2020 to 2035.
