We propose and substantiate criteria of objective assessment of quality of work of medical staff in a hospital facility in order to restrict a length of inpatient treatment, to improve work of a doctor and a whole department and to achieve adequate material stimulation and appropriate wages. The criteria consider economic, medical and social aspects, allow computerized analysis of a doctor's and a department work, systematic analysis on clinical conferences and disclosure of factors worsening the quality of inpatients treatment.

Annotation. The article is devoted to the problems of motivation of modern specialists of humane professions at the stage of their formation. The most humane profession of humanity is the profession of a doctor. Therefore, the purpose of the article was to study the essence of motivation of medical staff of medical institutions of Ukraine, to determine the problem of managing the system of incentive of medical staff, to generalize and systematize the stages of designing stimulation of medical workers of medical institutions. Materials and methods of research were the analysis of domestic and foreign scientific sources, logical-theoretical procedure; method of system analysis and union; method of generalization (to study the quality of work of medical staff and identify problematic aspects of increasing work motivation). An anonymous survey on the motivation of professional activity of medical workers according to the method of K. Zamfir in the modification of A. Rean and a study on the practice of A. Leonov, S. Velichkovska on the differential assessment of the reduced working capacity of medical workers. Thus, the essence of motivation of medical staff of medical institutions of Ukraine was investigating, problems of management of system of inducement of medical staff are defined, stages of designing of stimulation of medical staff of medical institutions are generalized and systematized. To ensure quality management of motivation of medical staff of the medical institution, the manager must identify and eliminate the causes that negatively affect the reduction of stimulation for successful activities of medical staff and make timely and informed management decisions.

The limitation or elimination of the competence gap can be achieved by applying a broad spectrum of assessment methods, including methods allowing to diagnose: manager’s competence profile, progress in achieving objectives, quality of work as well as manager’s utility in a workplace and allowing to develop a  manager career path. For the purpose of the article it was assumed that the variety of applied methods creates the conditions for obtaining a comprehensive and objective assessment of the owned and used managerial competences in the current activity. The aim of the article was to present methods for diagnosing the competences of management staff and to show the scope of their use in the practice of enterprises.

The article is devoted to the problems of studying an urbanized territory using geoinformation technologies. One of the methods used in this work is the method of spatial analysis. The Rostov region was chosen as the object of the study. The paper considers the issues of socio-economic development of the region, which is due to the urgency of the task of improving the quality of life. The analysis of various methods for studying urbanized territories made it possible to make a choice of research tools. The applied method of constructing cartograms made it possible to visually see the dynamics of changes in the socio-economic situation in the region in a long-term perspective. To obtain an objective assessment of the results obtained, the data normalization algorithm was applied. We selected data describing various social aspects in the life of the region. With the help of geoinformation technologies, the obtained indicators were ranked. This made it possible to identify bottlenecks and in the future will allow for a more detailed analysis and formulate steps to improve the socio-economic situation in the region. A similar analysis can be carried out for other groups of social objects, which is a great advantage of using this method

Given the cyclical nature of economic crises, this paper aims to demonstrate the importance of employment as a means of promoting the expansion of individual capabilities. It analyzes the Brazilian labor market and its characteristics, eliciting the relevance of addressing the quality of work, especially about its precarity, focusing in reducing inequalities and social exclusion. The paper also outlines about public policies applied by the Brazilian government and points out some alternatives for the country’s labor market based on the expansion of personal freedoms.

An experience of material and non-material stimulation of participants of project activity in executive authorities abroad has been examined. Possibilities of adaptation of methods and tools of material and non-material stimulation in Russia have been established. It has been recommended to increase the quality of formal personnel procedures and to use the criterion of «personal eff ctiveness», when paying for civil servants employed in project management. The obtained results will allow adjusting the current approach to material and non-material incentives for project activity participants in the executive authorities of the Russian Federation.
