An experience of material and non-material stimulation of participants of project activity in executive authorities abroad has been examined. Possibilities of adaptation of methods and tools of material and non-material stimulation in Russia have been established. It has been recommended to increase the quality of formal personnel procedures and to use the criterion of «personal eff ctiveness», when paying for civil servants employed in project management. The obtained results will allow adjusting the current approach to material and non-material incentives for project activity participants in the executive authorities of the Russian Federation.

Annotation Subject. Digital competencies of State civil servants of the Russian Federation Topic. The importance of digital competencies of civil servants of the Russian Federation in the system of public administration and the main approaches to their formation and development. Goals. Analysis of the results of the development of digital competencies in the public sector in order to form a unified approach to the methodology of teaching the basics of digitalization in the public sector. Methodology. Methods of statistical, graphical, system analysis, grouping methods, comparative analysis of statistical data, expert evaluation, as well as assessment of the regulatory framework in the field of competencies in the civil service of the Russian Federation were used in the research. Results. Based on the analysis of the results of the development of digital competencies in the public sector, it is possible to draw conclusions about the need for a high-quality study of the composition of digital transformation teams, a responsible approach to the appointment of digital transformation managers, as well as the need to develop a unified methodology for teaching the basics of digital transformation, both the teaching staff and civil servants of the Russian Federation. To solve this problem, it is proposed to form a single categorical and terminological apparatus, to define unified requirements and approaches for the appointment of those responsible for digital transformation in state bodies, as well as to develop methodological recommendations that define the main aspects of the organization of the learning process. In order to improve the quality of teaching the basics of digital transformation in the field, it is advisable to develop a course aimed at training the teaching staff. Scope of application. State authorities of the Russian Federation and the subjects of the Russian Federation. State Civil Service of the Russian Federation. Conclusions. The transition to the information society is characterized by the formation of new relationships between the individual and the government, the improvement of the quality of life, the emergence of conditions for business development, the use of innovative solutions. Today, there is a high demand for information technologies in the public sector, government agencies are focused on customer orientation, and actively implement an innovative approach. The process of mastering the digital competencies of state civil servants of the Russian Federation will allow optimizing the organizational work of state structures. The article deals with the issues of qualimetric assessment of the quality of project activities in the implementation of government programs, including an assessment of the quality of the organization of project activities and an assessment of the quality of project results. Such an assessment is necessary to monitor the organization of project activities in federal executive bodies and executive bodies of the constituent entities of the Russian Federation, as well as to identify and disseminate the best practices of executive bodies in organizing project activities. The relevance of the study is due to the achievement of the national development goals of the Russian Federation and the quality of the implementation of national projects.

This article provides a brief overview of the ongoing changes in the methodology for evaluating and selecting personnel in government agencies of the Russian Federation. The author analyzes the details of ongoing reforms in the current macroeconomic context. The article covers expected consequences of the planned unified approach to certification of civil servants in all state bodies of the Russian Federation using examples of existing business structures that already use the new methods. The author comes to the conclusion that disproportionate powers of managers in any departments and strictly formalized criteria for certification of civil servants, which came from the commercial sphere, will negatively affect the motivation of civil servants, the quality of their work with citizens, and lead to erosion of the civil service ethics. The ongoing reform may potentially result in a loss of public trust to state institutions.

The article examines the regional dynamics of the level of wages and the level of quality of life in the regions of the Russian Federation according to the ratings of RIA Rating. There was a discrepancy, with the exception of one region, in the composition of outsiders in the ratings of quality of life and the level of wages. At the same time, there is a high degree of correspondence between the level of wages of the population and civil servants in the Russian regions. The revealed trends suggest further research in the field of reducing the differentiation of the level and quality of life of the population of Russian regions and preventing unregulated labor migration from backward regions to the most developed.

The article examines the problems of implementing project activities of students in school education. Project activity allows students to assert themselves, self-actualize on an intellectual and creative level, showing their best qualities and character traits. The law "on education in the Russian Federation" also pays great attention to teaching the basics of project activities to schoolchildren. Today, this issue has gone beyond discussion and has become widespread in practice. Project activities are implemented not only in primary, but also in secondary and high schools. In many regions of the Russian Federation, school teachers are actively learning the basics of project activities in the framework of training platforms, teacher training courses, and the basics of project activities are studied in the curricula of pedagogical universities. However, the practice of implementing project activities in the educational process has caused a number of problems that significantly reduce the potential inherent in it. These include: the lack of internal motivation of students to implement projects, almost complete lack of successful experience in implementing projects by school teachers, the contradiction between the accepted forms of final certification (Unified state exam, General state exam) and the requirements for projects, the inability to assess the quality of completed projects by objective criteria. In this work, the sources of these problems are considered at the system level, the contradictions that cause their occurrence are formulated, and the directions for finding solutions to eliminate the above-described problems are indicated. Solutions are proposed to improve the efficiency and effectiveness of project activities of students at school.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].
