This Brochure captures the content of the Workshop held last year August 24, 2021 on 'International Good Practices and Lessons learned in Post Disaster Reconstruction in The Bahamas' with national stakeholders participation as well as international experts. The objective of the Workshop was to share international experiences of (i) how "post-disaster public agencies" in each case study country were established; (ii) how they prepared reconstruction master plans; (iii) how they effectively implemented their post-disaster reconstruction programs.

AbstractThis study evaluated the build-back-better considerations in post-disaster recovery, following the devastation of Chipinge and Chimanimani communities by Cyclone Idai-induced floods in 2019. Conducted in 2020, the study assessed the impact of Cyclone Idai-induced floods on communities in Chipinge and Chimanimani Districts of Zimbabwe; evaluated the build-back-better considerations; and analyzed the lessons learned. Based on a qualitative approach and case study design, the study depended on focus group discussions, interviews, and researcher observations to gather data from 85 participants. The findings indicate that Cyclone Idai-induced floods seriously impacted human lives, infrastructure, and livelihoods of communities that had been living with flood risk and vulnerability. Build-back-better considerations were absent in much of the post-disaster recovery effort to address the cyclone disaster impact. There are important early lessons for both practitioners and community members to learn from the Cyclone Idai event. These lessons still can inform policy and disaster risk reduction practice in the medium and long term. Build-back-better should be a mandatory objective in the recovery from any disaster impact. Continuous training is also recommended to improve the disaster knowledge of stakeholders and increase local ability to cope with future disaster events.

Mobile fare payment applications are becoming increasingly common in the public transportation industry as a convenience for customers and as part of an effort to reduce fare management costs and improve operations for agencies. However, there is relatively little literature on vulnerabilities and liabilities in mobile fare payment applications. Furthermore, few public agencies or supporting vendors have policies or established processes in place to receive vulnerability reports or patch vulnerabilities discovered in their technologies. Given the rapidly increasing number of data breaches in general industry IT systems, as well as that mobile fare payment apps are a nexus between customer and agency financial information, the security of these mobile applications deserves further scrutiny. This paper presents a vulnerability discovered in a mobile fare payment application deployed at a transit agency in Florida that, because of the system architecture, may have affected customers in as many as 40 cities across the United States, an estimated 1,554,000 users. Lessons learned from the vulnerability disclosure process followed by the research team as well as recommendations for public agencies seeking to improve the security of these types of applications are also discussed.

The outcome of post-disaster housing in Malaysia, particularly in Kuala Krai Kelantan, has remained unexplored. Therefore this paper attempted to discover the project impacts in Kampung Manek Urai Lama by investigating occupants' housing adaptation and modification. This study employed a case study method involving 18 respondents through purposive sampling. Findings revealed that the original house design does not consider several spatial needs and living traditions. The result established that these shortcomings were the main factors affecting housing modifications. The outcome of this study presents discoveries that can facilitate disaster management in Malaysia, particularly when planning for future post-disaster housing. Purpose The 2010/2011 Canterbury earthquakes were one of the most devastating events in New Zealand’s history. Due to the large scale of disruption and losses, the central government created a separate body, the Canterbury Earthquake Recovery Authority (CERA), to manage and oversee recovery activities. Working with local authorities and stakeholders, CERA plays a major role in driving the recovery in Christchurch. This paper aims to analyse CERA’s decision-making process and the effects of some of its critical decisions on the recovery outcomes. The paper takes a “build back better” (BBB) perspective to understand the decisions taken and processes used. Design/methodology/approach The case study adopted a mixed-methods research design (Creswell, 2013) and was conducted by reviewing official CERA documents and publications related to its recovery assessments and by conducting interviews with key officials from CERA. Collecting data from both qualitative and quantitative data sources enabled the process of triangulation. Findings Lessons learned from the Canterbury experience in terms of recovery best practices are reported. CERA’s recovery policy aimed to give confidence to the community and renew and revitalise the damaged city. Compared with the BBB theory, the community-driven recovery strategy and the multi-stakeholder approach worked well. Other critical decisions aligned with the BBB theory include land zoning, empowering community and integration with existing developmental plans. Originality/value BBB can be used as a tool for the implementation of recovery and restoration measures following a large disaster. However, a set of practical indicators to measure the level of BBB is needed.

Faculty development programs are critical to the implementation and support of curriculum innovation. In this case study, the authors present lessons learned from ten years of experience in faculty development programs created to support innovation in technology enhanced learning. Stages of curriculum innovation are matched to stages of faculty development, and important lessons for success as well as current challenges are delineated and discussed.
