This article analyzes developments in the forms of social work with young refugees and the legal framing of such work in Germany from 1990 to the present. In particular, it addresses the reactions of politicians and the child and youth welfare system to the sharp rise in the number of refugees in 2015 and 2016, and the concomitant significant increase in the number of unaccompanied minor refugees. It underlines the need for an approach based on children’s rights, and the necessity for social workers, especially those involved in helping youth, to resist the policies of deterrence that are aimed at keeping refugees out of Germany.

This book aims to approach the phenomenon of shame, especially in the context of social work. It explores the profoundly damaging experience of shame on the identities and potential of many service users, who, through, for example, the stigmatised experiences of poverty or abuse, are silenced within and disconnected from full participation in societies and communities. The book considers shame as a social, moral, and politically generated phenomenon, but equally focuses on the powerful, painful experience of each individual subjected to shaming. Having set out key contextual issues and theoretical approaches to understand shame, the book turns its attention to service users, more specifically young people and the poor. Finally, it offers examples of shame in relation to how social workers experience this in organisations and through, for example, human mistakes and limitations. In relation to shamed social workers and shamed service users, attention is given to how it might be possible to begin to address this painful state.

The article is devoted to the topical problem of psychosocial assistance to people with addictive eating behavior, which is common among teenagers and young people, leads to tragic consequences, but still lacks a sufficient scientific basis and a comprehensive solution. The purpose of the study is to determine the place of social work and the content of the social workers’ activity in the system of assistance to persons with addictive eating behavior. Theoretical analysis of research of the food deviations problem, the concrete definition of terms «dysfunctional eating», «eating disorders», content and comparative analysis of professional functions of social workers in the context of helping people with addictive eating behavior are used as methods to achieve the goal of the research. It is determined that the professional activity of a social worker with persons with dysfunctional and disordered eating takes place in medical institutions, social services and secondary schools. The most common task of social work with persons with food addictions is the prevention. Special functions of a social worker in an inpatient (medical) institution are administrative and organizational work with eating disorders patient. Educational, social support and rehabilitation function are predominant in the activities of a social worker in social institutions. Instead, the specialist carries out for the most part diagnostics and monitoring, formation of eating habits, socio-pedagogical support of young people with dysfunctional eating in educational institutions. The leading role of a social worker at all stages of intervention and the need for a multidisciplinary approach in the prevention, correction and rehabilitation of people with addictive eating behavior are identified.

Hans Thiersch was born on May 16, 1935 in Recklinghausen, Germany. His work became particularly influential since the 1970s, when he applied the concept of lifeworld orientation to social pedagogy. Indeed, Thiersch can be considered one of the representatives of a critical social pedagogy. Since his retirement in 2002, he has been a professor emeritus of Education and Social Pedagogy at the University of Tübingen. He has also co-edited the handbook of social work / social pedagogy. Professor Thiersch has published extensively on a variety of topics related to education, social work, youth welfare, residential care, morality and justice. However, because most of his publications are in German, his work is not well known outside of Germany. On a rainy evening of October 2013 in Frankfurt, I had the opportunity to have a conversation with Professor Thiersch.

Carsten Schröder, author of this chapter, analyses the production of emotional atmospheres as a part of emotional labour. He argues that emotional labour, as work on their own emotions and the emotions of others, is an integral part of professional social work. He shows examples from a project in which he ethnographically observed social workers within a residential care home. His work focuses on how professional social workers create emotional atmospheres through emotional labour as a part of their interventions. In his example he focuses on the production of an emotional atmosphere that aims to reinforce a rule within the setting of the care home, in order to discipline the young residents. Carsten Schröder points out how harmful the experience of shame can be and raises therefore the question whether these interventions can still be viewed as professional interventions.

This ethnographic article addresses social work’s participation in exclusionary practices performed by migration authorities in Sweden, leading to extreme precariousness among young people searching for protection. Through ethnographic descriptions of young people who fled from Sweden to other European countries, we argue that Swedish social workers played an active role in depriving young people of their social rights. A central concept in the article is administrative violence. Such institutionalised violence risks being excluded from a moral assessment. We argue that moral responsibility is not about following state rules, but may instead involve acting in a way that rules do not support. If social work accepts the boundaries of the nation-state, its border work and the logics of neoliberal ideologies, it cannot live up to the ethical standards of social work and its emphasis on social justice.

The article traces social work’s development in Israel’s Palestinian society from 2007 until a reform of the welfare bureaus in 2018, based on primary and secondary written sources, interviews with Palestinian social workers employed at the time, and a survey of social workers throughout the country’s Palestinian local authorities. Despite gains, social work in this society continued to face historical government-based obstacles to its professionalisation, namely, significantly reduced resources compared to its Jewish counterpart, absence of the Palestinian narrative in service provision and lack of Palestinian representation in policy formulation. The result was a continuing dual welfare system: one for the country’s Jewish citizens; and a significantly more restricted one for their Palestinian compatriots.

Young migrants defined as ‘unaccompanied’ tend to be constructed as a homogeneous group with specific vulnerabilities and strengths in social work practice. ‘Unaccompanied’ young migrants placed in kinship care in Sweden are constructed with further vulnerabilities. Such constructions of these young people and their situations may have consequences for how social support for them is designed. The aim of this study is to explore how the social workers employed at a non-governmental organisation mentoring programme construct young migrants’ situations in kinship care in a Swedish suburb, and if and how these constructions change during the course of the programme. Methods used are semi-structured interviews with the social workers at the youth centre where the mentoring work takes place and analysis of the non-governmental organisation’s policy documents. The results consist of three constructions of situations the young people are in: (1) loneliness and (a lack of) support in the kinship homes; (2) alienation in the local neighbourhood and the kinship home and (3) social, cultural and family contexts creating a sense of safety. The results show variation in how the mentors describe each situation with both vulnerabilities and strengths. This highlights a complexity in the constructions that contests the image of young migrants in kinship care as merely vulnerable. These results reveal consideration of individual differences and contexts, and are used to discuss how people’s struggles and resources can be dealt with in social work.

INTRODUCTION: Empathy is associated with engagement, compassion, social support and emotional sensitivity, and it is a hallmark of good social work practice. Empathy rightfully receives much attention in social work practice, however, interspecies empathy has yet to be included. This article has been written to address this gap.METHODS: Two main research questions guide our conceptual discussion of young people, interspecies empathy and social work: (1) Why is empathy important to social work with young people? (2) What can an Australian RSPCA Humane Education Programme (HEP) teach social workers about the benefits of interspecies empathy for young people? After our literature review, we examine our illustrative example, which is an HEP offered mostly to newly arrived refugee and migrant young people living in the outer suburbs of Melbourne, whose prior experiences of and/or attitudes towards animals may not have been positive. FINDINGS: Social workers are wise to prioritise empathy because extensive research has shown that, across a diverse range of fields, modes of practice in and beyond social work, empathic practitioners are more effective, achieving better outcomes with their clients. From the letters the young people sent to the RSPCA Victoria after completing an HEP, we note their self-reported increases in empathy for animals, including those they had previously feared or shunned.CONCLUSION: There are many potential benefits of recognising, fostering and valuing interspecies empathy through humane education programmes. However, for these to be ethical, care and empathy must be shown towards the wellbeing of the animals involved, not just the human participants.
