Strategic Environmental Assessment (SEA) is a proactive and collaborative method for environmental management designed to integrate environmental considerations into decision-making; and it is good for Sierra Leone. To understand whether SEA would be useful in the context of Sierra Leone, the authors interviewed 64 out of 78 experts face to face from March to July 2019. In addition, government policies and regulatory documents on environmental management and sustainable development, published articles served as secondary sources of data. Data were analyzed using descriptive statistics. These Sierra Leonean experts agreed that SEA would be useful for integration and achievement of improved sustainable urban planning strategies. However, the barriers identified to integrating SEA include: not addressing environmental issues during the preparation of policies and programs, insufficient political will, the absence of clear objectives, targets, principles and approaches, overlapping mandates among environmental institutions, and inadequate institutional coordination and non-integrated development framework as barriers to integrating SEA into their work. The study shows that SEA has the potential to have a positive impact on environmental concerns in decision-making, but it would need to be supported by stronger political will, legal frameworks, and improved technical guidance from the policy perspective. Moreover, we propose a conceptual framework for the inclusion of SEA into the urban planning process in Sierra Leone.

Strategic Environmental Assessment (SEA) has been recognised worldwide as a tool that helps to assure the inclusion of environmental aspects in the formulation of policies, plans and programmes (PPPs) and citizen participation into the higher levels of decision-making processes. Despite of its relevance, Mexico is to date one of the few Latin-American countries which do not have this tool inserted in its legal and institutional frameworks. In this paper we present the results of a literature review of the historical development of SEA in the world and its legal framework and current state in Mexico.

The article analyzes the process of adaptation of the national legislation to the European standards in accordance with the Association Agreement between Ukraine and the EU. In particular, in the sector “Environmental management and integration of environmental policy in other sectoral policies”, the implementation of Directive 2001/42/EC on the assessment of the effects of certain plans and programs for the environment and Directive 2011/92/EC on the assessment of the impact of certain public and private projects on the environment was considered. The influence of environmental management tools and the integration of environmental policy on other sectoral policies have been determined and their interrelation with the rest of the sectors in the field of environmental protection has been established. It has been established that environmental assessment is the main instrument for ensuring environmental considerations in the development of plans and programs and contributes to sustainable development through the promotion of environmental protection issues in economic and social development. The procedures of strategic environmental assessment and environmental impact assessment have been characterized; their subjects and objects have been clarified. The peculiarities of these procedures, stages and advantages of their application in the national practice of public environmental management are presented. The way of implementation of strategic environmental assessment and environmental impact assessment at the level of the European community is considered, and examples of their practical application at the level of the EU member states are presented. It is indicated that strategic environmental assessment and environmental impact assessment are procedural tools used to prevent any possible negative effects of economic activity on the environment and public health. A comparative analysis of these procedures was carried out and links and differences were identified. It has been proved that the effectiveness of strategic environmental assessment in preventing environmental hazards is significantly higher than environmental impact assessments. The problem aspects and perspectives in the field of practical implementation of legislation in the field of environmental assessment in Ukraine are highlighted.

Climate change has been highlighted as an apparent and urgent challenge in environmental research fields, with increasing recognition that it has caused various issues such as temperature and sea level rising, season alternation changing, more frequent flood and storm and extreme events. Thus, it is deemed necessary to modify the existing environmental management system so as to cope with the challenges China is being confronted with. Actually, adverse impact is one of the key drives for incorporating climate change into Chinas strategic environmental assessment, while another is improving Chinas SEA system. This paper contributed to proposing a mechanism which helps to make Chinas SEA put full consideration on issues related to climate change. Finally, a framework where climate change is systematically integrated into SEA was demonstrated.

In recent years, mounting attention has been paid to ecological environmental management in coal mining areas in China. This paper conducts a system dynamics (SD) model for ecological environmental management in coal mining areas. Firstly, the whole causal loop diagram of the system is built to illustrate the general system. Secondly, five subsystems are presented according to the causal loop diagram. Then, given the stable investment for ecological environmental management in coal mining areas, our objective is to find a better allocation that can get the best ecological environmental quality in coal mining areas. Notably, we present six allocations of the investment for ecological environmental management in coal mining areas. The results show that, in allocation 4, we can get the best ecological environmental quality in coal mining areas. That is, the best improvement of mining environment can be achieved by distributing the treatment cost highly on the proportion of investment in green vegetation.

Considerable attention has been given to the role of strategic environmental assessment (SEA) in policy, plan and program assessment; however, there is very little consensus on an appropriate methodology for SEA. Two basic perspectives on SEA methodology emerge from the literature: first, that appropriate SEA methodologies are readily available based on the application of project-level EIA approaches to strategic assessment questions and second, that SEA requires a different, more broad-brush approach than project-level EIA. If SEA is to advance in application and effectiveness, then appropriate SEA methodologies need to be established. Despite calls for SEA to develop more independently of project-level assessment, existing SEA methodologies tend to be based on project-level EIA principles. It is argued here that while SEA can perhaps utilise many of the existing methods from project-level EIA, it requires a different, more broad-brush, but structured methodological approach. This paper reviews the current state-of-the-art of SEA methodology, and presents a generic SEA methodological framework and example based on the notion of the "best practicable environmental option".

The aim of this article is to analyse the current state of legal regulation of public participation in the strategic environmental assessment (hereinafter – SEA) procedure, to study the mechanism for exercising this right and to identify its possible shortcomings. The article concludes that there are some problems that do not properly exercise the public’s right to participate in SEA. They are the follows: 1) the procedure of public discussion during the SEA needs to be improved in terms of informing the public; 2) the mechanism of guaranteeing and protecting the right to participate in SEA is imperfect and does not provide adequate protection in the event of a violation of this right. On author’s opinion the list of mandatory measures, defined in the SEA legislation of Ukraine, does not fully ensure the effective informing of the public and involving it in the discussion of state planning documents. The information that really aims to engage the general public should include not only print media but also a broad social media campaign, engaging journalists in radio and television coverage. However, there is a risk that detailed regulation at the legal level of ways of informing the public in this area would lead to unjustified costs of SEA customer’s budgets. Particular attentionin the article is paid to the study of ways of protecting the rights of the public in case of improper informing or neglect of public comments during the SEA. It is concluded that ways of protection of the investigated right may be the next: to challenge the decisions, actions or omissions of participants of the SEA process and to bring to justice for the violation of the requirements of the SEA legislation. However, The SEA Act makes no mention of such mechanisms. The Code of Administrative Offenses and the Criminal Code of Ukraine also do not contain the relevant types of offenses. The author considers this situation unacceptable and proposes to supplement the Code of Ukraine of Administrative Offenses with the relevant offenses in the field of SEA. The article concludes that mediation is an important mechanism for resolving conflicts that may arise in the conduct of SEA. This procedure may be applied at any stage of SEA. If it is obvious that conflict will not be avoided, mediation should be applied as soon as possible. At the same time, its terms should not be too long, so as not to paralyze the development of draft state planning document.
