The article examines the reflection on the pages of the provincial government periodicals of the financial policy pursued at the end of the 19th century. It reveals the role of the Ministry of Finance in public administration of the period under review. Authors confirm the conclusion about the special significance of the activities of the Ministry of Finance for the economic development of the country.

В статье рассматривается судьба чиновника министерства финансов А.И. Мирецкого. На страницах организованного им в Киеве в 1911 г. журнала А.И. Мирецкий отражал настроения многочисленной группы малообеспеченных чиновников, недовольных условиями своего существования. Его деятельность способствовала знакомству чиновников с условиями труда и быта в других государственных учреждениях и частях Российской империи, осознанию ими собственных интересов и формированию стратегии по улучшению своего положения. The article is devoted to the fate of an official of the Ministry of Finance, A.I. Miretsky, who established a magazine in Kiev in 1911. On the pages of his publication, Miretsky reflected the moods of a large group of low-income officials who were dissatisfied with the conditions of their existence. The publishing activity of Miretsky contributed to familiarizing officials with working and living conditions in other state institutions and parts of the Russian Empire, forming a strategy to improve their situation.

The article aims to study the activities of customs inspectors and korchem guards as police units of the Ministry of Finance of the Russian Empire during the First World War, as well as to trace the subsequent transformation of this law enforcement unit during the Civil War. The object of the study in the article was the operational services of the Ministry of Finance of Russia (customs inspectors, korchem guards) who performed directly police functions during the protection of the customs border of Russia.

This article analyzes the role of external borrowings of the Russian Empire in the financing of railway construction in the Siberian region. In the context of the elimination of the State Railway Foundation, the Russian government at the initial stage of this process directed at the construction of the railroad Yekaterinburg-Tyumen a part of the proceeds of the VIIth Consolidated Railway Loan, which was placed not only on the Russian stock market, but also inGermanyand theNetherlands. The loan was implemented quite successfully, but the contemporary Russian Minister of Finance N. H. Bunge was criticized for issuing high-yield loan abroad. Since the beginning of the 1890-s, when the financing of the construction of the Trans-Siberian Railway was discussed, foreign investors offered their services, but after S. Y. Witte had joined the Ministry of Finance, priority was given to internal, governmental sources of financing. Thus, the Russian government consolidated the Siberian region as an integral part of the Empire, the entire political elite of the country being interested in its development.

Heads of the Russian mining administration in the Kingdom of Poland The article presents the transformation of the structure of the Russian administration of mining on the western outskirts of the Russian Empire, in the Kingdom of Poland. The authors describe the circumstances of the subordination of local administration government mining to the Ministry of Finance of the Russian Empire, and then describe the structural, territorial and legal changes of this administration. The key part of the article is the presentation personalities of the heads of the mining administration of the Kingdom of Poland.

The publication discusses the opening of a mutual credit society in Irkutsk. The legal basis for the activity of a credit institution is given. The policy of the Ministry of Finance of the Russian Empire in relation to this type of organization is described. The general results of the activity are presented. The article describes the process of nationalization of the company at the time of the Liquidation and Technical Commission for the Liquidation of Former Private Banks, established at the Irkutsk Gubfinotdele in March 1920.

Foreign trade policy and its role in the economic growth of the national economy are considered through the prism of history and comparison of the formation of the industrial economy in the Russian Empire and the North American United States. The author compares the protectionism of D. I. Mendeleev, described in his economic works, and the free trade thinking of the American scholar W. Sumner, who formulated the “misconceptions” of protectionism. Mendeleev’s proper protectionism is grounded on the basic principles (incentivizing internal competition, growth of consumption, bringing up of new industries ), which are relevant for contemporary Russia. The author gives a typical example of the formation and decline of the factory industry using the case of mirror factories in the Ryazan province. These historical analogies, the paper argues, are necessary for the correct assessment of the current situation and for coming up with valid solutions aimed at the development of the Russian economy.
