Examining the links between performance and financial issues has been, and still is, subject of a great number of researches both in the business and in the non-profit environment. In this respect, the world of sports has not been bypassed either, using concepts and / or instruments from accounting, economics or statistic areas in order to analyse a firm or an NGO in the sport industry and his success. The present study represents one of the first attempt to value the Romanian sports federations’ activity which is not based solely on the scores attained following places and medals won by athletes participating in the national and international competition system. And it is intended to identify an appropriate methodology to highlight how efficient the sports federations have been in 2019 year, reporting the results obtained to the resources used, from a domestic perspective (meaning the participation in national sports events and the scores obtained). This paper addresses 12 Romanian sports federations (out of 75 federations on sport branches) and their efficiency, through the lens of several input, output and outcome indicators, using public data gathered from various sources - the Romanian Ministry of Finance, the National Institute of Statistics, the Romanian Ministry of Youth and Sports. Using statistical tools, such as Spearman rank correlation, as well as statistical methods, such as standardization, we developed an efficiency calculation methodology, which could be used to support managerial team to improve and / or reshape federations' activities, if necessary.

In September 2017, the Ministry of Education, Ministry of Finance, and the National Development and Reform Commission jointly announced the first batch of “double first-class” construction universities, aiming to improve China’s education level and strengthen the country’s core competitiveness. In addition to first-class teaching and first-class scientific research, first-class universities should also have first-class campuses. The campus of a first-class university should have a complete range of infrastructure, scale, and function to meet the requirements of school-running and scientific research; it should also advocate sustainable development, which includes the concept of energy-saving, smart, and green. The traditional production methods and management models of the construction industry are far from being able to meet the needs of the construction and development of first-class campuses. Digital, intelligent, and informatized construction models are the only way for current campus construction.

AbstractThe indicator that is commonly used to assess the long-term fiscal sustainability of public finances in EU member states (“S2”) is also defined if government borrowing rates are assumed to be permanently lower than the growth rate of GDP. Under these circumstances, however, it no longer provides a reliable orientation for fiscal policy. I illustrate these findings based on simulations prepared for the Fifth Sustainability Report published by the German Federal Ministry of Finance. In addition, I discuss the interpretation of the indicator in a low-interest environment and the assumption that relevant interest rates may continue to be low if there are substantial challenges for fiscal sustainability, e.g., through demographic ageing.

The state's privilege right to tax receivables in bankruptcy cases is regulated differently under various laws and court decisions in Indonesia. In general, tax receivables in bankruptcy have privilege position over other creditors, including secured creditors such as banks, mortgage holders, fiduciary guarantees and finance companies, preferential creditors and concurrent creditors. The creditor’s tax debt to the state should be paid first before any payment to other creditors. However, the Director General of Tax under the Ministry of Finance of the Republic of Indonesia often faces problems in claiming the payment as the Ministry claims for the payment are always rejected by the Court. Each of the existing legal rules and decisions provides different answers to this problem, resulting in legal uncertainties. This research is conducted using the normative juridical approach and supported by the empirical analysis. The data collection is conducted by document studies and supported by court decisions. This research aims to inquire and analyse the position of tax receivables in the distribution of bankruptcy estate of debtors among other creditors, the role of the curators, both state and private curators, in the bankruptcy estate distribution in order to find a legal solution to the aforementioned issue according to the normative legal provisions that apply.

The strategy of economic security of the Russian Federation for the period up to 2030 defines various directions of ensuring economic security, one of which is to improve the activities of control bodies, including the Federal Treasury, which, in turn, is carried out through the application of various measures, in particular, information, which includes the creation and organization of information systems aimed at automating control activities. The presented research is devoted directly to the analysis of the legal regulation of these information systems. The article discusses the legal foundations of the organization and functioning of information systems specified in the Letter of the Ministry of Finance of the Russian Federation No. 02-10-07/74315, namely the GIS of public Finance management “Electronic Budget”, GIS “Official website of the Russian Federation in the information and telecommunications network “Internet” for posting information on the implementation of state (municipal) financial audit (control) in the field of budgetary legal relations” and GIS “Unified Information System in the field of procurement”. In addition, a study of the legal regulation of systems not mentioned by the Ministry of Finance of the Russian Federation among those contributing to the conduct of state financial control is presented — an automated system for planning control and supervisory activities of the Federal Service for Financial and Budgetary Supervision in executable modules and GIS “Standard cloud solution for automation of control (supervisory) activities”. The impossibility of using the second of these systems when carrying out state financial control measures has been established. In conclusion, the specific directions of the use of the considered information systems in carrying out control measures by the Treasury of Russia are presented.

The Bank of Russia in its systemic documents, published in 2020, presents solution of a wide range of topical issues of the Russian financial system and economy related to providing the real sector with long-term money, the lack of which is one of the key factors restraining the growth of investments and the Russian economy for years. However, implementation of measures proposed in the documents may take more than one year until the economy begins to feel their effect. In this regard, it seems important to consider more systemic mechanisms that will allow to expand the volume of long-term money. In particular, we are talking about approaches based on interaction of the national central bank and the national ministry of finance. Besides, more and more countries in the world are actively applying the indicated mechanisms.
