In China, universities are important centers for SR (scientific research) and innovation, and the quality of SR management has a significant impact on university innovation. The informatization of SR management is a critical component of university development in the big data environment. As a result, it is crucial to figure out how to improve SR management. As a result, this paper builds a four-tier B/W/D/C (Browser/Web/Database/Client) university SR management innovation information system based on big data technology and thoroughly examines the system’s hardware and software configuration. The SVM-WNB (Support Vector Machine-Weighted NB) classification algorithm is proposed, and the improved algorithm runs in parallel on the Hadoop cloud computing platform, allowing the algorithm to process large amounts of data efficiently. The optimization strategy proposed in this paper can effectively optimize the execution of scientific big data applications according to a large number of simulation experiments and real-world multidata center environment experiments.

Research and innovation are growing in India with significant investments being made towards institutions, researchers and research infrastructure. Although still under 1% of GDP, funding for science and technology in India has increased each year for over two decades. There is also increasing realization that public funding for research should be supplemented with that from industry and philanthropy. Like their counterparts worldwide, Indian researchers require access to professional research management support at their institutions to fully leverage emerging scientific opportunities and collaborations. However, there are currently significant  gaps in the research management support available to these researchers and this has implications for research in India. The India Research Management Initiative (IRMI) was launched by the Wellcome Trust/DBT (Department of Biotechnology, Government of India) India Alliance (hereafter India Alliance) in February 2018 to narrow these gaps. A 12-month pilot phase has enabled conversations across multiple stakeholders. In this Open Letter, we share some insights from the IRMI pilot phase, which could aid systemic development and scaling up of research management as a professional support service across India. We anticipate these will stimulate dialogue and guide future policy and interventions towards building robust research and innovation ecosystems in India.

Journal evaluation systems are important in science because they focus on the quality of how new results are critically reviewed and published. They are also important because the prestige and scientific impact of journals is given attention in research assessment and in career and funding systems. Journal evaluation has become increasingly important in China with the expansion of the country’s research and innovation system and its rise as a major contributor to global science. In this paper, we first describe the history and background for journal evaluation in China. Then, we systematically introduce and compare the most influential journal lists and indexing services in China. These are: the Chinese Science Citation Database (CSCD); the journal partition table (JPT); the AMI Comprehensive Evaluation Report (AMI); the Chinese STM Citation Report (CJCR); the “A Guide to the Core Journals of China” (GCJC); the Chinese Social Sciences Citation Index (CSSCI); and the World Academic Journal Clout Index (WAJCI). Some other lists published by government agencies, professional associations, and universities are briefly introduced as well. Thereby, the tradition and landscape of the journal evaluation system in China is comprehensively covered. Methods and practices are closely described and sometimes compared to how other countries assess and rank journals.

The aim of this chapter is to provide an alternative perspective to managing universities' capacities for change through the lens of complexity leadership, more specifically in the realm of research management. It does so by developing and proposing a leadership framework underpinned by three dimensions: complexity leadership principle statements applicable to the university setting; the attributes, roles, and leadership functions of university agents to best support the needs of a complex context and organization; and general guidelines on how to activate the change process towards more collaborative, responsible, and sustainable research actions. The chapter's intended contributions are two-fold: to contribute to the growing yet underexplored literature on complex leadership in managing change in the university setting and to propose an actionable framework that can boost the contributions and sustainability of higher education institutions.

<p>Since 2016 Thailand has recognised a significant transition in research and innovation policy, with government increasingly acknowledging the importance of national R&amp;D programmes and favourable institutional conditions as determinants to overcome middle income trap. Drawing a lesson-learned from successful experiences of South Korea and Japan, the Thai government decided to experiment the national large-scaled mission-oriented R&amp;D programme, known as ‘Spearhead R&amp;D Programme’. This novel innovation financing scheme was designed to accelerate the commercialisation and economic impact of R&amp;D outputs. From the outset, it was clear that the outcome and impact of Spearhead R&amp;D Programme was yet to be realized. The purpose of this paper is to investigate the reorientation of Thailand’s research and innovation landscape with the focus on the efficiency of operation in relation to the objective of the Spearhead R&amp;D Programme. It is found that the Spearhead R&amp;D Programme is equipped with four novel conceptual and operational features including strategic national STI agenda, R&amp;D commercialization, multi-year budget allocation and proactive research management. Journal evaluation systems reflect how new insights are critically reviewed and published, and the prestige and impact of a discipline’s journals is a key metric in many research assessment, performance evaluation, and funding systems. This article enhances some ideas and opinions related with the challenges that women across the world face nowadays to pursue a professional career. The route they take has frequent obstacles of a distinct nature, which are not always comparable with those faced by men. The starting point of this work is the conclusions of the workshop “Women empowerment and gender equality, responsible research and innovation”—Research Project “SOILdarity”. This workshop revealed a diversified view about the subject, evidencing its connection with the social sustainability, with a special focus on academia and research management. This document introduces the topic in the context of the workshop, revises key aspects of women’s empowerment in a society still dominated by men’s opinions and organization (gender balance, obstacles and strategies), highlights the situation of women in academia and in research management, and gives the authors’ opinions about some questions related to gender and equality. We conclude that all societal actors must acknowledge women as key actors in contributing to social sustainability, working together towards creating an environment where they can have leadership roles.
