The article analyzes the problem of the emergence of threat-forming factors of economic security and financial sovereignty of Russia, the source of which is the sphere of criminal activity, which is based on illegal relations and connections between the elements of the closed chain “criminal migration — shadow economy — official corruption in the public service”. In the scientific literature, such a criminal and corruption activity is considered as a “market for shadow services”.

Researches of Maturity exams are usually restricted to the tasks of content analysis, thus maturity examinations are attached to the pedagogical field of study. However, the final examina-tion is a complex phenomenon, being the task of content and its implementation process. There-fore, to fully assess the maturity exams, the administration cannot be forgotten. Final examination is a public service and, herewith, one of the public administration areas. For the reasons identified, as well as annually emerging problems of the organisation of maturity examinations and the lack of appropriate scientific researches on this issue, it was decided to carry out a research on the quali-ty of the maturity examinations process and find out what affects the assurance of this quality. The goal of the research is to identify the preconditions of maturity examinations’process quality assurance in Lithuania. According to theoretical models, it was decided to investigate the quality of the maturity examination through the process itself, including the users of maturity ex-aminations public service and its direct providers. In order to systematize and discuss the results, the following methods were used: analysis of scientific literature and legislation, data analysis, summa-rising, comparison, questionnaire and the structured interview. The review of scientific literature showed that the quality of maturity examinations as a pub-lic service is a correspondence of the regulated process and the consumers’ expectations. Question-naire results showed that the consumers are not satisfied with the preparation of facilities and the work of people engaged. According to the interviewed, the main problem of the maturity examina-tions is inappropriate session time. The comparison of the assessment process of the providers and the consumers revealed that they differ in the preparation of the facilities, employees’ appropriate work and the session time. In this research is analysed the concept of the public service quality, the main principles of quality management and quality models, the maturity examination process, which is divided into three phases. Each stage presents the strengths and weaknesses identified by analysing law regulat-ed procedures and the results of maturity examinations research. On the basis of the research re-sults the quality assurance elements specific to each phase are established. On the whole, there can be made a maturity examination quality model and its impact identified. Key words: maturity examination, public service, quality assurance.

The processes of globalization, manifestations of external military, political, economic aggression against Ukraine have led to the formation and strengthening of the destructive impact of hybrid threats, which led to the deployment of a negative chain reaction of aggravation of imbalances in the economic system. Under such conditions, the problem of developing strategic and tactical principles became relevant for the formation and implementation of public policy to combat hybrid threats to ensure the economic security of the state. The purpose of the study is to determine the strategic imperatives of the public policy to combat hybrid threats and ensure the economic security of Ukraine. Theoretical and methodological aspects of the spread of hybrid threats are generalized, its level and directions in the economy of Ukraine are determined, priority spheres, tasks and tools of the state policy of counteraction to hybrid threats and ensuring its economic security are substantiated. The directions of distribution and the set of hybrid threats to economic security at the present stage of socio-economic development of Ukraine are identified. The basic provisions of the Concept of counteraction to hybrid threats to the economic security of Ukraine are developed. It is concluded that the problem of hybrid threats became especially relevant for Ukraine after choosing the pro-European direction of development to which Russian Federation responded with the annexation of Crimea, military, and then political and economic aggression in the Donbas. Ukraine's economy continues to be significantly affected in the form of hybrid threats, which lead to the deployment of a negative reaction to the imbalance of political and socio-economic systems. Growing processes of global integration require the application of new approaches to the formation of high-quality and effective public policy to combat hybrid threats.

The purpose of this article is to present the economic and mathematical toolkit for the analysis of information about the shadow activity of subjects of economic crimes and visualization of the structure of the information and analytical system for monitoring the shadow cash flow. The article presents a methodological review of the main provisions of the legal framework and scientific literature in the field of counteraction to legalization (laundering) of criminal proceeds and financing of terrorism. The characteristic of initial data has been given and the algorithm of their analysis has been described. The sequence of actions of users of the developed monitoring system has been revealed, which allows to calculate the minimum value of the shadow cashless cash flow, as well as quantitatively and qualitatively characterize the shadow economy, which is prospective in solving the problems of economic security of Russia.

Many countries face with a shadow economy today. This phenomenon is a real problem for the governments, especially in the context of significant upheavals, reducing fiscal potential, distorting the development indicators and complicating any analytical conclusions about the state of the economic system. Given these facts the study analyses the problem of shadow industry in the Ukraine’s regions, in particular by evaluating the integral index of financial and economic security of the industry. Its goals are: 1) development of the theoretical and applied approaches to the impact of the shadow economy on the public administration in relation to financial and economic security of industry in the regions of the country; 2) improvement of the methodology for governmental policy analysis of the level of the shadow economy in the said industry. Recommendation of the public policy measures to reduce the level of shadow industry in the regions were also presented. The method of analytic hierarchy process, the expert methods and the method of calculating the integral index as research methods were used in the study. Based on the analysis conducted, the matrix of strategic zones “Level of the shadow economy - level of the financial and economic security” was constructed. The proposed matrix should be useful in taking public management decisions, depending on the strategic area in which the region is located.

Welfare states have historically been built on values of egalitarianism and universalism and through high taxation that provides free education, health care, and social security for all. Ideally, this encourages participation of all citizens and formation of inclusive public sphere. In this welfare model, the public service media are also considered some of the main institutions that serve the well-being of an entire society. That is, independent, publicly funded media companies are perceived to enhance equality, citizenship, and social solidarity by providing information and programming that is driven by public rather than commercial interest. This article explores how the public service media and their values of universality, equality, diversity, and quality are affected by datafication and a platformed media environment. It argues that the embeddedness of public service media in a platformed media environment produces complex and contradictory dependencies between public service media and commercial platforms. The embeddedness has resulted in simultaneous processes of adapting to social media logics and datafication within public service media as well as in attempts to create alternative public media value-driven data practices and new public media spaces.
