   The author’s methodology for assessing the competitiveness of the regions of the Republic of Belar­us by economic, environmental, social blocks, taking into account the Sustainable Development Goals, is presented. The novelty lies in the complex determination of the competitiveness of the regions, reflecting the economic, environmental and social situation. Indicators are proposed for calculating the integral index and rating assessment of the level of competitiveness in the context of three blocks, not only for the analyzed regions, but also for the republic, taking into account the influence of external and internal factors in order to ensure sustainable development.

The study is aimed at analyzing methods of country’s debt security evaluation, developing methodic approach towards estimating the level of debt security based on the calculation of the integral index, and assessing the level of debt security of CEE countries on the basis of the proposed approach. A method of calculating the integral debt security index of the country is developed, taking into account generally accepted thresholds of indebtedness and solvency indicators and the trend of countries’ increasing dependence on external borrowing. The proposed approach is practically tested in assessing the level of debt security of CEE countries. It is determined that the group of CEE countries is differentiated by the state of indebtedness and solvency. The highest level of debt security is demonstrated by Bulgaria, the Czech Republic and Estonia, the worst situation with the debt security is formed in Slovakia and Slovenia. Based on the analysis of the dynamics of integral debt security indices for 2007–2019, the grouping of CEE countries by the level and zones of debt security, the trends of deterioration of the region’s debt security in 2010–2015 and its improvement in 2016–2019 has been found out. The proposed approach is universal one; it can be used to calculate debt security indices and to provide comparative studies of the debt sector of any country or region. It can also help to identify weaknesses in country’s debt security that is critically important for reasoning the public policy measures to ensure a proper level of debt security.

The subject of the article is the models of protection of official, commercial, confidential and other information, which is used by the officials of enterprises when making managerial decisions in terms of destabilizing informative influences. The aim of the study is to obtain an integral index, which characterizes the protection of necessary information, which is used by the officials of the enterprise when making managerial decisions in the presence of destabilizing information influences from the social networks, open sources and insiders. The task of this work are determinations of basic parameters, that characterize the system of defense of information of enterprise at the acceptance of administrative decisions a public servant in the conditions of destabilizing informative influences. The methods of researches are a probability theory and quality theory of differential equalizations. Results: on the basis of the observation and research of the activity of officials in the enterprises of different forms of ownership it was established that making managerial decisions by an official of the enterprise under conditions of destabilizing information influence is a relaxation fluctuation in the non-autonomous model of psychological arousal. An analysis of the dynamics of the sequence of influencing impulses on an official from existing information sources was conducted. An integral index, that determines a thresholding at that the system of informative defense of enterprise answers politicians of informative defense of enterprise at the acceptance of administrative decisions, is got. Conclusions: it was found that the threat of successful destabilizing information influence on management decision making by an official of the enterprise is determined by three parameters: the parameter, which determines the leakage of confidential information, the parameter, which determines the violation of the integrity of information and the parameter, which determines the blocking of access to information. It is noticed that the beginning of the emergence of a sequence of influencing destabilizing information influences on the enterprise determined by the content of the information at the initial moment of time (the effect of suggestion) and occurs over a period of time (lag effect).

The study aims to develop the methodology of measuring competitiveness in the context of tourism enterprises. The normalization method was used to construct the integral index of competitiveness which was aggregated by 13 sub indicators. In the process of obtaining sub indicators the methods of survey and face to face interviews were used. This study recommends new method of measuring competitiveness in the context of tourism enterprises uniting human resources, service quality competitiveness, market share, and profit benchmark in one integral index. This index can be used by regional tourism destination management bodies to make better decisions regarding sustainable development of tourism destination.

It is necessary to monitor the social attitudes of foreign students in order to involve foreign applicants in a favorable to Russia discourse, applying the concept of “soft power”. Applicants’ social attitudes have a direct impact on the choice of the country of study and on the effectiveness of social, cultural, pedagogical adaptation of foreign students. The socio-cultural characteristics of foreign students were studied using focus groups, expert polls, and narrative interviews. The classification of foreign students according to cultural profiles has been made. Attitudes of students from different cultural profiles were monitored according to the questionnaires developed by the authors. Based on the scaling techniques of E. Bogardus, C. Osgood, L. Thurstone, L. Guttman, R. Likert, an integral index was calculated for each cultural profile. Methods for monitoring the social attitudes of foreign applicants make it possible to identify the specifics and dynamics of the attitudes of cultural profiles. Positive attitudes towards Russia contribute to the export of Russian educational services and attractiveness of the Russian cultural space and the educational system.

The topic of current research and key findings are topical, taking into the consideration the territorial development tendencies of Latvia, which is characterized by the long-term regional inequalities and the tendencies of the migration of the population. The aim of the research is to analyse the impact of the regional inequalities on the migration tendencies of population in Latvia. The following research methods have been used in the research- logically constructive method, content analysis, monographic method, synthesis method, statistical analysis of interrelations, integral index method. Within the research, by using the selected research methods, authors have evaluated the influence of migration indicators-stimulators and indicators-de-stimulators on the migration trends in Latvia over time.

Many countries face with a shadow economy today. This phenomenon is a real problem for the governments, especially in the context of significant upheavals, reducing fiscal potential, distorting the development indicators and complicating any analytical conclusions about the state of the economic system. Given these facts the study analyses the problem of shadow industry in the Ukraine’s regions, in particular by evaluating the integral index of financial and economic security of the industry. Its goals are: 1) development of the theoretical and applied approaches to the impact of the shadow economy on the public administration in relation to financial and economic security of industry in the regions of the country; 2) improvement of the methodology for governmental policy analysis of the level of the shadow economy in the said industry. Recommendation of the public policy measures to reduce the level of shadow industry in the regions were also presented. The method of analytic hierarchy process, the expert methods and the method of calculating the integral index as research methods were used in the study. Based on the analysis conducted, the matrix of strategic zones “Level of the shadow economy - level of the financial and economic security” was constructed. The proposed matrix should be useful in taking public management decisions, depending on the strategic area in which the region is located.

Offered approach to the functional state of organism estimation as holistic system with the complex of interrelated, interactive, mutually affecting functional subsystems of homeostatic type, which may be described as statistically stable biomedical parameters complex. Offered integral index helps to estimate the respiratory subsystem condition using basic organism indexes. Information model of the biomedical parameters transformation was developed. Input quantities uncertainty analysis of the mentioned subsystem information model of the organism gave an opportunity to increase probability of making correct decision concerning the biological objects condition. Methodic of the respiratory subsystem condition estimation was developed and possible conditions range was determined.

Interpretations of the concept, approaches to measurement, statistical methods and indicators of a comprehensive assessment of the country’s economic security proposed by various scientists are considered in the article. Based on the review of federal legislation, the concept, criteria, quantitative (threshold) and qualitative parameters of Russia’s economic security are being clarified. The author’s technique of integral assessment of the country’s economic security is proposed. The results of calculating the  composite index for certain groups of factors and the integral index of Russia’s economic security for 2005–2018 are presented.
