The article describes the issues of strategic planning and legal regulation of activities aimed at energy saving and energy efficiency in the Russian Federation. The authors set the goal to determine the directions for strategic planning of the energy saving policy of the Russian Federation based on a comparative legal analysis in order to achieve the goals of sustainable development of an energy­saving economy. The article considers advanced technologies designed to ensure the most effective implementation of the provisions of legal acts adopted in the last decade in Russia. The methodology of this scientific research is the use of hermeneutics, interpreting legal texts and application of formal logical instruments within the system analysis of current Russian strategic planning acts for long­term (medium­term) period to coordinate the activities of economic entities and public authorities in the appropriate direction. Besides, it includes normative acts that establish the legal, economic and organizational basis for stimulating energy conservation and improving energy efficiency as well as legal documents of other countries that determine their policies in this area. The authors come to the conclusion that it is required to consult various specialists, including ophthalmologists, when creating norms of Russian legislation in the field of energy saving; to account for technical and technological characteristics of LED (light emitting diode) modules, chips, other light sources; to take into consideration the possibility of their use in various fields in order to achieve energy efficiency.

One of the key problems in the state of the Russian energy sector is the creation of effective energy­saving technologies for both organizations and ordinary consumers. The forecast of scientific and technological development of the Russian Federation for the period until 2030, approved by the Government of the Russian Federation, mentions low volumes of energy saving in the sphere of final consumption as one of the threats to Russia’s economic development. In 2009, the Federal Law No. 261­FZ “On Energy Saving and Increasing Energy Efficiency” was adopted. The corresponding Resolution of the Government of the Russian Federation No. 961 of September 20, 2014 prescribes the creation of a database on the most effective technologies used in apartment houses, administrative and public buildings. Federal Law No. 184­FZ of December 27, 2002 (as amended on July 29, 2017) “On Technical Regulation” establishes an imperative order, according to which technical and legal regulation in the field of application of energy efficiency requirements, requirements for lighting devices, electric lamps, used for lighting purposes, should be implemented at the level of the federal law approving the relevant normative legal act. However, as of today this federal law has not been adopted. The technical and legal regulation of lighting products is carried out fragmentarily, at the level of national standards. The adoption of a federal law that establishes a technical regulation for lighting products will effectively respond to the challenge outlined in Presidential Decree No. 208 of May 13, 2017 “On the Strategy for Economic Security of the Russian Federation for the Period until 2030” regarding the development of energy­saving technologies and reducing the material consumption.

The article discusses the main issues of energy saving and energy efficiency in the Russian Federation, in particular, the issues of implementing state policy and development of energy management in the region. The authors define the concept of “energy saving” through the prism of subject of regulation, which more fully reveals the whole range of relations of energy saving, corresponding to the essence of legal regulation. The purpose of the study is to analyze legal and managerial problems of implementation of state program on energy saving and energy efficiency in the framework of regional management. The scientific novelty of the study consists in studying problems of energy saving and energy efficiency in the implementation of regional legislative establishments and issues of effectiveness of energy management in the region. The leading approach to the study of this problem is dialectic, analysis, synthesis, formal legal and comparative legal method. Conclusions: First, the state program of energy saving and energy efficiency at the regional level is not being implemented effectively enough. The main problem lies in weak coordination policy of interaction between the region and municipalities in organizing and conducting activities aimed at effective energy saving in the region. Secondly, the use of energy-saving technologies at industrial sites and business facilities is fairly low. Thirdly, there is no comprehensive legal study of this area of relations, and scientific papers are fragmentary.

The challenges of increasing the energy efficiency of the economy as a whole and of certain production sectors in particular are a priority both in our country and abroad. As part of the energy policy of the Russian Federation to reduce the specific energy intensity of enterprises in the oil transportation system, Transneft PJSC developed and implements the energy saving and energy efficiency improvement Program. The application of energy-saving technologies allowed the company to significantly reduce operating costs and emissions of harmful substances. At the same time, further reduction of energy costs is complicated for objective reasons. The objective of this article is to present additional methods to improve the energy efficiency of oil transportation by the example of the organizational structure of Transneft. Possibilities to reduce energy costs in the organization of the operating services, planning and execution of work to eliminate defects and preparatory work for the scheduled shutdown of the pipeline, the use of pumping equipment, including pumps with variable speed drive, the use of various pipelines layouts, changing the volume of oil entering the pipeline system and increase its viscosity.

This article reviews energy consumption in the Kyrgyz Republic economy, environmental indicators and strategies to further develop the national fuel and energy system to ensure energy efficiency and energy saving. An existing situation in energy efficiency of buildings in the country is described. Secondary legislation and by-laws approved by the Government of the Kyrgyz Republic as well as several technical standards, norms, methods and guidelines approved by the order of the State Construction Agency of the Kyrgyz Republic are presented. Applying modern insulating materials are suggested as possible solutions to increase energy efficiency and energy saving. The advantages of EPS-beton in comparison with other thermal insulation materials are discussed and foreign experience of use of EPS-beton products in increasing energy efficiency of buildings is presented.
