The relatively recent emergence and sustained rise of social protection as a policy agenda in Africa can be understood as either a nationally owned or ‘donor-driven’ process. While elements of both can be seen in different countries at different times, this paper focuses on the pivotal role of transnational actors, specifically international development agencies, as ‘policy pollinators’ for social protection. These agencies deployed a range of tactics to induce African governments to implement cash transfer programmes and establish social protection systems, including: (1) building the empirical evidence base that cash transfers have positive impacts, for advocacy purposes; (2) financing social protection programmes until governments take over this responsibility; (3) strengthening state capacity to deliver social protection, through technical assistance and training workshops; (4) commissioning and co-authoring national social protection policies; (5) encouraging the domestication of international social protection law into national legislation. Despite these pressures and inducements, some governments have resisted or implemented social protection only partially and reluctantly, either because they are not convinced or because their political interests are not best served by allocating scarce resources to cash transfer programmes. This raises questions about the extent to which the agendas of development agencies are aligned or in conflict with national priorities, and whether social protection programmes and systems would flourish or wither if international support was withdrawn.

Abstract Objectives The USAID's Strengthening Multisectoral Nutrition Programming through Implementation Science Activity (MSNP) in Bangladesh gathered local knowledge to augment national data to ensure nutrition programming delivery was appropriately targeted. Such knowledge allowed MSNP's social protection conditional cash transfer (CCT) activity to reach most at-risk individuals. Methods Using structured field observation forms, six trained staff documented nutrition programming decision-making processes and MSNP project activities regarding appropriate beneficiary targeting in six districts. Numerous project documents were reviewed and site visits conducted to evaluate CCT implementation in action. Data were coded into three aspects of learning (challenges and methods to alleviate them, successes, and recommendations for future programming) and analyzed according to themes identified in research utilization literature. Results CCT, an incentive-based delivery mechanism targeting women based on locally collected data, positively influenced household decision-makers, including women, to provide effective health and nutrition care for themselves and their children. CCT, received upon completion of antenatal care visits and participation in nutrition education sessions, effectively supported the uptake of MSNP community workers’ nutrition advice led to improve water, sanitation, and hygiene practices in remote areas. Requiring CCT beneficiaries to open bKash accounts to ensure financial transparency and that funds reached the intended participants helped establish women as nutrition decision makers, improving financial inclusion for extreme-poor women. Conclusions CCT stimulates use of nutrition and health services, increasing household resources for nutrition-related behaviors and allowing women to exercise financial freedom. To improve evidence utilization in nutrition programming, national indicators must be complemented with local knowledge gathering processes, with local stakeholders and beneficiaries involved to ensure appropriate targeting and to transform knowledge into practice. Under President Lula (2003–2010), Brazil’s foreign aid program expanded significantly into the area of South-South cooperation. This included the “soft power” fields of social protection, food security, agricultural research, and humanitarian assistance, among others, with a particular emphasis on supporting Sub-Saharan Africa, notably but not exclusively Portuguese-speaking countries. Much of this aid was provided with the support of technical assistance from UN agencies such as UNDP and FAO and bilateral aid bodies, via trilateral agreements, under the coordination of Brazil’s International Cooperation Agency (ABC). South-South collaboration is considered to be morally superior to conventional aid arrangements, being supposedly demand-driven and “non-exploitative,” thus empowering recipients in the process. Brazilian policymakers sought to transfer national anti-poverty initiatives to Africa. This was based initially on the Bolsa Família conditional cash transfer (CCT) program, but other nutritional food security initiatives followed, such as boosting small farmer production as well as supporting agribusiness.

The Nutrition Embedding Evaluation Programme (NEEP) was a global 4-year program (2013–2017) funded by the United Kingdom Department for International Development created to respond to gaps in the nutrition evidence base. The NEEP implementing agency—PATH—provided grants and evaluation technical assistance (ETA) to civil society organizations (CSOs) from 12 countries to conduct robust nutrition-related impact evaluations. The programmatic approach of having an intermediary agent to manage the funding and ETA mechanisms for nutrition impact evaluations is rare and therefore provides a unique opportunity to understand its effectiveness. Over the program duration, NEEP collected lessons learned that were analyzed and disaggregated into key themes considered critical for the completion of high-quality impact evaluations. From these lessons learned, NEEP provides an ETA program model that can be replicated or adapted to other international development sectors. This model highlights the key role of the three tiers (donor, ETA manager, and CSOs) in ensuring the best value for money and effective technical support for conducting impact evaluations and fostering the importance of knowledge uptake and evaluative culture for maximum knowledge diffusion. In this way, global research can be targeted to approaches that provide options to collaborate with the program implementers and contribute to a holistic evidence base to inform policy and programmatic decisions.

Purpose – The purpose of this paper is to provide an overview of similarities and distinctions between development and educational assistance in the USA as compared with other countries, this paper provides a general review of relevant materials on US foreign aid. Design/methodology/approach – The paper reviews published books and articles as well as US government budget and Congressional reporting materials and Organization for Economic Cooperation and Development statistics. Findings – Beginning with the Marshall Plan following Second World War, the USA has always been a leader in foreign aid. In many ways, US development agencies resemble counterparts in other countries – foreign aid is part of larger network of bilateral relationships, funding requests must compete with requests from other sectors, etc. In other ways, the US stands apart. Because of US Congressional reporting requirements and for philosophical reasons, the US has been reluctant to join other countries in provision of budgetary support. The US coordinates its work with host country governments, but generally organizes its activities in project mode, relying largely on US contractors. The US Agency for International Development and the Department of State are the largest US government development agencies. Still, unlike other donors, development funding and technical assistance is provided by up to 25 agencies with relatively little coordination. US foreign aid has always included a security as well as humanitarian and development dimensions. In recent years, as development assistance is increasingly coordinated with diplomacy and defense, the military dimension has been heightened. Perhaps the most original finding is the notion that public and government support of US foreign aid has required both security and development/humanitarian rationales to remain viable. Originality/value – The paper brings together information from a range of existing sources, but provides a unique perspective on US foreign aid in education.


The notion that social protection should be a key strategy for reducing poverty in developing countries has now been mainstreamed within international development policy and practice. Promoted as an integral dimension of the post-Washington Consensus that emerged around the turn of the new millennium, all major international development agencies and bilateral donors now include a strong focus on social protection in their advocacy and programmatic interventions, and a commitment to providing social protection was recently enshrined within the Sustainable Development Goals. The rhetoric around social protection, particularly when delivered in the form of cash transfers, has sometimes reached hyperbolic proportions, with advocates seeing it as a silver bullet that can tackle multi-dimensional problems of poverty, vulnerability, and inequality and a southern-led success story that challenges the unequal power relations inherent within international aid. This book examines how the operation of power and politics at multiple levels of governance shapes the extent to which political elites are committed to social protection, the form this commitment takes, and the implications this has not only for the future shape of welfare regimes but also for state–citizen relations on the continent. With a particular focus on cash transfers, the chapters set out how the politics of promoting social protection has played out in countries from all regions of sub-Saharan Africa. The power relations we examine include those that operate within and amongst global development agencies, between global actors and political and bureaucratic elites, and between and amongst political and bureaucratic elites within Africa.

BackgroundCash transfer (CT) programmes are implemented widely to alleviate poverty and provide safety nets to vulnerable households with children. However, evidence on the effects of CTs on child health and nutrition outcomes has been mixed. We systematically reviewed evidence of the impact of CTs on child nutritional status and selected proximate determinants.MethodsWe searched articles published between January 1997 and September 2018 using Agris, Econlit, Eldis, IBSS, IDEAS, IFPRI, Google Scholar, PubMed and World Bank databases. We included studies using quantitative impact evaluation methods of CTs with sample sizes over 300, targeted to households with children under 5 years old conducted in countries with gross domestic product per capita below US$10 000 at baseline. We conducted meta-analysis using random-effects models to assess the impact of CT programmes on selected child nutrition outcomes and meta-regression analysis to examine the association of programme characteristics with effect sizes.ResultsOut of 2862 articles identified, 74 articles were eligible for inclusion. We find that CTs have significant effects of 0.03±0.03 on height-for-age z-scores (p<0.03) and a decrease of 2.1% in stunting (95% CI −3.5% to −0.7%); consumption of animal-source foods (4.5%, 95% CI 2.9% to 6.0%); dietary diversity (0.73, 95% CI 0.28 to 1.19) and diarrhoea incidence (−2.7%, 95% CI −5.4% to −0.0%; p<0.05). The effects of CTs on weight-for-age z-scores and wasting were not significant (0.02, 95% CI −0.03 to 0.08; p<0.42) and (1.2%, 95% CI: −0.1% to 2.5%; p<0.07), respectively. We found that specific programme characteristics differentially modified the effect on the nutrition outcomes studied.ConclusionWe found that CT programmes targeted to households with young children improved linear growth and contributed to reduced stunting. We found that the likely pathways were through increased dietary diversity, including through the increased consumption of animal-source foods and reduced incidence of diarrhoea. With heightened interest in nutrition-responsive social protection programmes to improve child nutrition, we make recommendations to inform the design and implementation of future programmes.

The international development and social impact evidence community is divided about the use of machine-centered approaches in carrying out systematic reviews and maps. While some researchers argue that machine-centered approaches such as machine learning, artificial intelligence, text mining, automated semantic analysis, and translation bots are superior to human-centered ones, others claim the opposite. We argue that a hybrid approach combining machine and human-centered elements can have higher effectiveness, efficiency, and societal relevance than either approach can achieve alone. We present how combining lexical databases with dictionaries from crowdsourced literature, using full texts instead of titles, abstracts, and keywords. Using metadata sets can significantly improve the current practices of systematic reviews and maps. Since the use of machine-centered approaches in forestry and forestry-related reviews and maps are rare, the gains in effectiveness, efficiency, and relevance can be very high for the evidence base in forestry. We also argue that the benefits from our hybrid approach will increase in time as digital literacy and better ontologies improve globally.

<p>Cash transfer based social protection can potentially contribute positively upon targeted beneficiaries on a variety of developmental aspects. This study explored the pilot and scaled-up phases of the Harmonised Social Cash Transfer program to determine impacts towards improving under-eight children’s access to food, education, and health services. Stories of significant change were gathered in retrospect from purposively sampled caregivers and children beneficiaries. Based on thematic and guided analysis, it emerged that the programmes’ theoretical and practical approaches renders the interventions less effective as impact assessment is narrowed to the early childhood cohort. This is furthered by relatively insufficient size of grants disbursed per household and commodity supply-side challenges. Consequently, a review to theoretical and practical tenets of the cash transfer approach becomes imminent in the Zimbabwean context. Targeting criteria needs refinement and supplemented with policy and multi-faceted public investment to address underlying limitations to impact on young children. </p>

Purpose Ghana has implemented different kinds of pro-poor program and policies since its independence to reduce poverty. The Livelihood Empowerment Against Poverty (LEAP) is one of such program. LEAP is a social cash transfer program and its implementation has been under the auspices of the Ministry of Gender, Children and Social Protection since 2008. It provides direct cash and health insurance coverage for extremely poor households across the country to alleviate short-term poverty and encourage long-term human capital development. This paper examines the LEAP program in terms of how it has achieved its aim and the opportunities for improvement.Design/methodology/approach Primary data were obtained from interviews of 110 beneficiaries of the program. The study proposes a conceptual framework that links poverty reduction and social policies to assist researchers analyze pro-poor or social cash transfer program.Findings The findings show that the program is challenged with administrative bureaucracies, irregular inflow of funds, perceived political interferences, inconsistent implementation strategies and low value of the cash transfer (which results in little or no impact on consumption). However, the data also show that LEAP has positive impacts on nonconsumption spending like children's schooling. The program' exit strategy does not impact much on beneficiaries to allow them exit without the tendency of being poor.Practical implications This paper discussed the LEAP program as a social cash transfer to the poor in Ghana. The study constructed a conceptual framework to help researchers and practitioners analyze the implementation of pro-poor interventions. This conceptualization allows for cash transfer program to empower beneficiaries and exits them to allow for other beneficiaries to enroll, ensuring reduction in poverty over time. Generally, the beneficiaries have benefited from the LEAP in the areas of consumption, education and healthcare with few beneficiaries being able to accumulate some few assets. The LEAP program has no exit plan.Originality/value This study adds to literature by offering a conceptual framework to help researchers and policy makers in dealing with social assistance policies to the poor. The study also gave an insight into how pro-poor policy strategies could be crafted.
