Annual review of Swiss forest policy 2011 The revision of the Forest Act, the adoption of the Forest Programme 2020 by the Federal Council as well as the preparation of the second contribution period of the New System of Financial Equalisation and Division of Tasks between the Confederation and the Cantons (NFE) shaped, in addition to the routine business, the forest policy of 2011. The parliamentary initiatives on forest and forest policy issues remained of about the same amount as in previous years, while the Federal Court decisions on forest legislation have declined significantly. In various forest-related sectoral policies, the government and parliament made important decisions. In climate policy, the Parliament adopted the CO2 Law. However, this has not yet happened to the revision of the Spatial Planning Act. In nature and landscape policy, the administration has prepared the Swiss biodiversity strategy so far that the Federal Council could send it out for consultation. The revision of the Hunting Regulation, with changes in the management of large carnivores, is nearing adoption. At the international level, the Federal Council has submitted the European Landscape Convention to the Parliament for ratification, and the European forestry ministers have agreed to the preparation of a European Forest Convention.

In what ways, if at all, do past ideologies shape the values of subsequent generations of citizens? Are public attitudes in one period shaped by the discourses and constructions of an earlier generation of political leaders? Using Thatcherism – one variant of the political New Right of the 1980s – as the object of our enquiries, this article explores the extent to which an attitudinal legacy is detectable among the citizens of the UK some 40 years after Margaret Thatcher first became Prime Minister. Our article, drawing on survey data collected in early 2019 (n = 5781), finds that younger generations express and seemingly embrace key tenets of her and her governments’ philosophies. Yet at the same time, they are keen to describe her government’s policies as having ‘gone too far’. Our contribution throws further light on the complex and often covert character of attitudinal legacies. One reading of the data suggests that younger generations do not attribute the broadly Thatcherite values that they hold to Thatcher or Thatcherism since they were socialised politically after such values had become normalised.

This paper aims to promote greater discussion and debate on the implications and legitimacy of the current UK government policy approach that seeks to nurture voluntary activity by encouraging participation in voluntary groups (formal volunteering) and neglects the cultivation of one-to-one help (informal volunteering). Analysing the 2001 Home Office Citizenship Survey data on the geographical variations in volunteering, this policy approach is argued to privilege the development of a volunteering culture characteristic of affluent areas and to fail to recognise and value the informal volunteering culture more characteristic of lower-income populations. Why this is the case and how it might be resolved is then considered.

This article challenges the notion that the EU accession process has reduced the scope for informal practice in the judiciary in post-communist states. Elite survey data suggest that such practice is widespread – although primarily used in response to transition, informal practice has to some extent been carried over from communism and is largely used out of habit. Efforts to reduce the negative impact of informal practice in the judiciary should therefore not only seek to enhance its independence and capacity, but also address (1) public attitudes towards the law and the judiciary as such; (2) the coping strategies applied when interacting with the judiciary; and (3) the judges’ and prosecutors’ responses to such strategies.

Although a substantial number of studies have examined public attitudes toward the police, a relatively thin line of research has assessed police attitudes toward the citizenry in China. Using survey data collected from a sample of approximately 200 Chinese police officers, the current study examined the effects of police officers’ demographic characteristics, socialization and experience factors, and role orientations on officers’ attitudes toward citizen virtue, citizen cooperation with the police, and citizen input in police work. Results indicated that background and experience characteristics were ineffective in predicting the three aspects of officer attitudes toward citizens. Crime-fighting and service orientations were found to be related to officers’ attitudes toward the citizenry. Findings of this study enhance our understanding of police occupational attitudes in China and provide valuable implications for policy and future research.

Recent developments in contemporary politics have cast doubt on the status of expertise and led to the oft-repeated claim that the public have had enough of experts. In response, we review existing survey measures on experts and expertise in the European Union and United Kingdom with three main findings. First, there is insufficient survey data available to strongly support any claims regarding public attitudes to experts. Second, the evidence that does exist suggests broadly positive public attitudes towards experts, rather than the somewhat bleak commentary associated with descriptions of a ‘post-truth’ era. Third, there is scope for survey questions to provide improved macro-level descriptions of some of the attributes and expectations associated with experts, and that concepts from the academic literature can provide structure for such questions. Survey data has the potential to complement more granular, qualitative approaches as part of an interpretive social science approach.
