Abstract The transnational urgency of tackling youth employment problems has prompted state interventions, which have strongly geared youth policies toward employability. Applying a cognitive and interpretative approach, this article compares youth employment policies in four contexts—France, Canada, Quebec and Argentina—to highlight frames of reference and social norms involved in public action. The results reveal, first, commonalities and differences in public-policy approaches, in terms of goals, targeted populations, solutions, services and tools. Second, beyond policies’ formal characteristics, semantic analysis highlights the major national references and policy directions in the realm of youth employment. Third, the frames of reference show social norms shaping state solidarity and young people’s role in the labour market. The results stem from a documentary analysis of some 100 youth employment policies and programs, as well as interpretative analysis of interviews (N = 20) with experts and coordinators of some of the main policies in each context.

The purpose of this study is to investigate and analyze the dominant factor influencing job satisfaction of employees at PT Astra Branch Medan. The study population was all employees of PT Astra Branch Medan in 2012 as many as 132 people. Samples were taken as many as 105 people. Data collection techniques used were questionnaires and documentation techniques. To analyze the data used factor analysis. From the results of research and discussion shows that the dominant factor influencing job satisfaction of employees of PT Astra Branch Medan is an incentive or bonus, employment policies and procedures, promotion, intrinsic of employment, social security and service vehicles. The most dominant factor influencing job satisfaction is an incentive or bonus. Advice given to the leadership of the company is to increase employee job satisfaction, companies should add big incentives or bonuses, pay attention to the determination of employment policies and procedures, maintain the social security administration and service vehicles. Companies should provide the greatest opportunities for the best performing employees to be promoted to a higher position.

This study was intended to examine the perception of the youths towards this programme and find out how the programme has been effective in sustainable youth employment through the Kazi Kwa Vijana programme in Kericho Municipality. This study was carried out amongst youths and their coordinators who participated in the projects of the Kazi Kwa Vijana programme in this Municipality. The study employed Hertzberg’s Two Factor theory which is effectively a theory of job satisfaction. Youths as employees of the KKV programme needed some hygiene and motivational factors referred herein as satisfiers and dissatisfiers. The challenges that affected the Kazi Kwa Vijana programme needed to be studied empirically so that remedial action is put in place for its sustainability in future and in the long run serve as a guideline for the many other projects to be initiated by the government. The study findings are useful to the Government of Kenya, Ministry of Youth Affairs and Sports, policy makers, NGOs, Kazi Kwa Vijana coordinators and all concerned stakeholders in devising workable strategies geared towards achieving the desired goals and objectives at the county and national level.
