Youth Employment Policies: Tackling Meanings and Social Norms within National Contexts

Abstract The transnational urgency of tackling youth employment problems has prompted state interventions, which have strongly geared youth policies toward employability. Applying a cognitive and interpretative approach, this article compares youth employment policies in four contexts—France, Canada, Quebec and Argentina—to highlight frames of reference and social norms involved in public action. The results reveal, first, commonalities and differences in public-policy approaches, in terms of goals, targeted populations, solutions, services and tools. Second, beyond policies’ formal characteristics, semantic analysis highlights the major national references and policy directions in the realm of youth employment. Third, the frames of reference show social norms shaping state solidarity and young people’s role in the labour market. The results stem from a documentary analysis of some 100 youth employment policies and programs, as well as interpretative analysis of interviews (N = 20) with experts and coordinators of some of the main policies in each context.

El título que posee este escrito se vincula al contexto de la pandemia y los desafíos de avizorar y/o de ocluir problemas sociales. Este artículo ha sido elaborado con la intención de compartir un ejercicio de problematización en relación a las políticas sociales. El objetivo es analizar una serie de políticas sociales que se han implementado en el contexto de la pandemia por COVID-19 en Argentina y que serán abordadas aquí en tanto grafías. Es decir, en tanto símbolos que nos permiten tensionar algunos aspectos respecto a las sociedades donde se implementan. Se trabaja a partir del análisis documental explorando algunas intervenciones sociales que se han dado desde marzo a agosto de 2020. Se concluye que estas intervenciones estatales operan como indicios acerca de un capítulo no menor de los problemas expresión de la cuestión social. Junto con ello, que en tanto disputa de sentidos, recorte y delimitación, participan de la definición de algunos problemas incluyendo otros. The title of this writing is linked to the context of the pandemic and the challenges of envisioning and / or occluding social problems. This article has been prepared with the intention of sharing an exercise of problematization in relation to social policies. The objective of this writing is to analyze a series of social policies that have been implemented in the context of the COVID-19 pandemic in Argentina and that will be addressed here as spellings. That is, as symbols that allow us to stress some aspects regarding the societies where they are implemented. It works from the documentary analysis exploring some social interventions that have taken place from March to August 2020. It is concluded that these state interventions operate as indications about a not minor chapter of the problems expressing the social question. Along with this, as a dispute of meanings, clipping and delimitation, they participate in the definition of some problems, occluding others.

Youth participation in public policies such as the employment policy process has gained prominence in academic and policy literature. Despite this, research on youth participation in the employment policy process has received little attention in Ghana. This paper draws on documentary analysis to unlock the challenging pathways of youth participation in Ghana’s youth employment and entrepreneurial development agency. The paper finds that a web of challenges such as insufficient access to information, over-politicization of GYEEDA, poor level of coordination of stakeholders, and prevalence of diversity and social exclusion are embedded in obstructing the youth participation in GYEEDA. The study recommends that policymakers such as the government and other stakeholders should provide adequate measures to ensure that beneficiaries such as the youths are engaged in the design, formulation, and execution of the youth employment policy process in Ghana.

In this work we report the results of the documentary analysis of a scholarship program and of the social policy in which it falls, with a double objective: to uncover epistemological and ethical-social deficiencies in its design and operation, and to derive some recommendations for the formulation of policies and programs in the educational field. Methodologically, our first step was to review 13 evaluations of social development programs carried out between 2015 and 2018. The review led us to do a meta-analysis of the evaluations, based on the weaknesses and strengths pointed out by the evaluators. To systematize and make comparisons, we used the Atlas Ti tool (version 7). What stands out in the analysis of the discourse carried out is that the social development policy was not entirely coherent with the purpose established in the corresponding regulations and sought to meet objectives and goals, beyond what was established in the laws. This made the design more complex, made the diagnoses insufficient, made the operation more difficult and moved the programs away from the central objective: overcoming poverty. Furthermore, it is concluded that political will and innovative ideas are not enough for an effective social policy. Good diagnoses are required, based not only on an analysis of the reality that is problematic, but also on a review of available scientific works and articles, and on the results of previous experiences. On this basis, the design of social policy should formulate clear objectives, have a consistent logical and technical structure, and propose viable and precise strategies for action. The same would have to happen with programs derived from social policy.

This paper introduces risk factors in the field of healthcare and discusses the clinical risks, identification, risk management methods, and tools as well as the analysis of specific situations. Based on documentary analysis, an efficient and coherent methodological choice of an informative and non-interpretative approach, it relies on “unobtrusive” and “non-reactive” information sources, such that the research results are not influenced by the research process itself. To ensure objective and systematical analysis, our research involved three macro-phases: (a) the first involved a skimming (a superficial examination) of the documents collected; (b) the second reading (a thorough examination) allowed a selection of useful information; (c) the third phase involved classification and evaluation of the collected data. This iterative process combined the elements of content and thematic analysis that categorised the information into different categories which were related to the central issues for research purposes. Finally, from the perspective of safety analysis and risk management, we suggest that comprehensive control and operation should be conducted in a holistic way, including patient safety, cost consumption, and organizational responsibility. An organizational strategy that revolves around a constant and gradual risk management process is an important factor in clinical governance which focuses on the safety of patients, operators, and organizations.

Rebuilding of the welfare state in post-industrialized societies is no longer organized around the male worker but around the parent-producer figure. This shift in the focus of social policies results in a greater mix between employment policies and policies towards families and children. In Quebec, this change appears as a fundamental one; the core of social public action is redefined by federal and provincial governments. By comparison, in France the fight against unemployment is still dominant.

Abstract I argue that Diogenes and early Cynicism can be understood in an explicitly social and political context, where Cynic praxis, performative public action, can be seen to make visible oppositions inherent to the polity. In doing so, Diogenes’ praxis should be understood as a form of immanent critique, one that demonstrates, for example, that nature and custom (phusis and nomos) are interrelated oppositions in the polis. Cynicism here is understood as a form of immanent critique because Diogenes challenges the social norms of the polis without endorsing external universal standards or predetermined models, but from illuminating dynamics from within the polis and polity.

<p>O artigo apresenta a abordagem sistêmica de avaliação de políticas e programas sociais e a natureza diversa de indicadores necessários para responder às diferentes demandas de informação para aperfeiçoamento e julgamento de mérito da ação pública. Introduzem--se  três  perspectivas  epistêmicas  de  avaliação  –  o  normativismo--burocrático da auditoria operacional, o positivismo-tecnocrático da avaliação econômica de projetos sociais e o pluralismo-metodológico da avaliação sistêmica de programas –, associando-as a diferentes concepções acerca da natureza, complexidade e valores da política social. Em seguida, discute-se a necessidade de produção de indicadores específicos para as diversas etapas de implementação de programas e para avaliação de seus componentes sistêmicos – recursos orçamentários, recursos institucionais, recursos humanos, portfólio de serviços, equipamentos e participação social. It introduces three epistemic perspectives of evaluation; i.e. the bureaucratic-normativism of operational auditing, the technocratic-positivism of economic evaluation of social projects and methodological-pluralism of systemic evaluation of programs which are associated with different conceptions of the nature, complexity and values of social policies. Following this, the article discusses the need to develop specific indicators for the various stages of implantation of the programs and for the evaluation of their systemic components – budgetary resources, institutional resources, human resources, portfolio of services, equipment and social participation.
